Business Executives for National Security (BENS)

Overview

Business Executives for National Security (BENS) is a nationwide, non-partisan organization which describes itself as the “primary channel through which senior business executives can help enhance the nation’s security.”2 The organization is largely conservative in membership, with a large number of its members coming from private defense contractors.  In the 1980s BENS was instrumental in passing the Base Realignment and Closure Act with the help of Rep. Dick Armey.3  The organization also advocates and works in support of a number of different issues, including Secret Service Human Capital Reform, Cyber Security, and the formation of Business Response Task Forces around the country.4

History

BENS was founded in 1982 by business executive and entrepreneur Stanley A. Weiss, a member of the Council on Foreign Relations and a Bilderberg Attendee.56  During the 1980s it worked to formulate the Base Realignment and Closure Commission, which is said to have been suggested by BENS member Bill Tremayne.  The organization later worked with Rep. Dick Armey to pass the Base Realignment and Closure Act and has played a decisive role in the act’s implementation.  BENS describes itself as “the go-to advocate in the non-profit and private sector for BRAC action.”7

BENS has also worked in support of a number of other government and military programs, including the Cooperative Threat Reduction Program, also known as the Nunn-Lugar program.  BENS was approached in 2001 by Senator Richard Lugar to help restore funding to the program and since then it has received guidance and help facilitating funding from BENS.8

In 1999, the Central Intelligence Agency created a private sector counterpart called In-Q-Tel, which was designed to combine the idea of private innovation with quasi-governmental status to help facilitate technoloical advancements being absorbed by the Intelligence Community.  The non-profit organization was founded by BENS member Norman Augustine.  In 2000, congress requested an audit of the organizations legal status and posed a number of serious questions as to the program’s success.  BENS assembled a panel Chaired by BENS member C. Lawrence Meadoor, with its participants from the private sector, selected from industries including high technology, venture capital, investment banking, information services and law.  In 2003, the BENS panel-members were invited to In-Q-Tel headquarters and presented with the Agency seal for their efforts.9

In 2003, the Executive Director of Central Intelligence A. B. Krongard asked BENS to help independetly advise the Agency on compensation reform.  BENS established a panel overseen by member Paul Stern, Chairman of Claris Capital, who ultimately testified before the House Permanent Select Committee on Intelligence on March 25, 2004 regarding the panel’s findings.10

In 2004, BENS partnered with the Center for Strategic and International Studies (CSIS) to form a Task Force to investigate difficulties and shortcomings in the congressional oversight regime for the Department of Homeland Security.  A panel headed by member Norman Augustine was established and worked closely with Senator Warren Rudman and former Speaker of the House Tom Foley. 11

BENS has also formed conferences to discuss Terrorist Finance Tracking,  Port Security, Cyber Security and a number of other issues.  The organization maintains relationships with a number of public institutions and organizations, including the U.S. Coast Guard, the State of California, and the State of New Jersey.1213

Current Work

bensOne of the primary focuses of BENS’ current work revolves aound the formation of public-private partnerships and groups called Business Forces. 14  These efforts are designed to help facilitate the integration of public and private resources in emergency and disaster response.  An example of such an agreement between BENS and the State of California, suggests that the members of BENS pledge to contribute their company’s private resources to aiding in emergency response efforts. 15  This can include anything from providing supplies and equipment to using private businesses and their property as staging areas for military and government response efforts.  A “For Official Use Only” briefing from U. S. Northern Command indicates that BENS is directly involved in emergency response and is described as a “non-traditional interagency partner”.16

There are currently five Business Forces in operation and three public-private partnerships which BENS oversees.

Leadership Connections to CIA, CFR, and Bilderberg

BENS is currently being led by retired General Charles G. Boyd, who acts as Chairman and CEO of the organization.  Mr. Boyd formerly held high-level positions in the U.S. Air Foce and currently acts in an advisory capacity to at least two active military commands, including U.S. European Command and U.S. Joint Forces Command.  Prior to working at BENS, Boyd was a Senior Vice President of the Council on Foreign Relations.17

The Chairman of the Board, a Vice President, and a number of the board members at BENS are members of the Council on Foreign Relations.  Chairman Joseph E. Robert Jr. is also a member of the Trilateral Commission.18  Several prominent members of BENS are also closely connected to the Central Intelligence Agency and the Bilderberg Group.  For example, Norman R. Augustine, who is a board member at BENS and a key individual involved in the creation of In-Q-Tel, has worked very closely with the CIA.  Maurice Greenberg, former CEO of American International Group, Inc. and a director at BENS, was once approached to be Director of Central Intelligence.  In addition, Greenberg is a former director of the Council on Foreign Relations, a former member of the Trilateral Commission, and a frequent Bilderberg attendee.1920

bensbilderbergSeveral members of BENS’ advisory council are also closely connected to these organizations.  Henry Kissinger is a leading figure at Bilderberg meetings and attends nearly every year.  He is also a former Chairman of the Council on Foreign Relations and has many ties to CIA front groups, such as the ill-fated Bank of Credit and Commerce International.21 Robert Rubin, listed by Marketwatch as one of the “ten most unethcial people in business”, is Co-Chairman of the Council on Foreign Relations.2223  His Co-Chairman, Carla A. Hills, is also a member of BENS.

There are three retired generals on the advisory council: Gen. Michael V. Hayden, USAF, former Director of Central Intelligence and the National Security Agency; Gen. Dennis Reimer, USA, Former Army Chief of Staff; and Gen. Peter Pace, USMC, Former Chairman of the Joint Chiefs of Staff.  Both Hayden and Reimer are members of the Council on Foreign Relations. 2425  General Joseph Ralston, Former Vice Chairman of the Joint Chiefs of Staff, also serves on the council, along with Admiral Vernon Clark, Former Chief of Naval Operations.  William E. Webster, former FBI and CIA Director, is a member of the Council on Foreign Relations and the second member of the advisory council to act as Director of Central Intelligence. 26

The founder of BENS, Stanley A. Weiss, is a member of the Council on Foreign Relations and is believed to be a member of American Friends of Bilderberg, an American front for the Bilderberg Group.27  BENS member John C. Whitehead is also known to be a member of this group.28 A collection of correspondence relating to former Secretary of Defense William J Perry’s attendance of Bilderberg, a letter is included from Stanley A. Weiss, the founder of BENS.  The short letter is written on BENS letterhead and  signed by Weiss, expressing his gratitude for Perry’s Bilderberg attendence. It accompanies a separate letter from Casimir Yost, then Bilderberg’s Honorary Secretary General for the United States, which is labeled as originating from the American Friends of Bilderberg.29
