Additionally, Headley was charged with conspiring to provide material support to terrorism.

(U//LES) Radio frequency jammers are devices designed to prevent communication devices from operating by deliberately broadcasting disruptive radio transmissions on the frequencies used by the targeted devices. Radio frequency jammers have been used to interfere with communications between law enforcement officers.

(U//FOUO) FBI-DHS Sovereign Citizen Group Calls for Removal of U.S. Governors
(U//FOUO) According to recent FBI reporting, an identified sovereign citizen extremist group is advocating a plan to remove state governors from office. This organization authored a “Restore America Plan” that consists of a multi-step process beginning with notices issued to state governors demanding they vacate their positions within three days. As of 31 March, over 30 governors have received such notices. The plan calls for the removal of any governor who fails to comply. DHS has no specific information that this removal refers to a specific plan to use violence; however, law enforcement should be aware that this could be interpreted as a justification for violence or other criminal actions. According to the group’s plan, other steps involve establishing bogus courts, calling of “de jure” grand juries, and issuing so-called “legal orders” to gain control of the state. The plan notes that this call to action depends on the participation of identified sovereign citizens or other unidentified violent antigovernment extremists whose cooperation is not assured.

The National Communications System (NCS), as the Communications Sector-Specific Agency (SSA), manages numerous protective programs that industry developed and operates to further help reduce risk to the Communications Sector by ensuring the security of the communications infrastructure and delivery of National Security and Emergency Preparedness (NS/EP) communications services, with a strong focus on response and recovery. These programs include the Government Emergency Telecommunications Service (GETS), Wireless Priority Service (WPS), and the Telecommunications Service Priority (TSP) Program. The NCS has also begun to work with industry to develop a Next Generation Priority Service (NGPS). The overarching goal of the above programs is to improve access and expedite restoration or provisioning for national security and emergency preparedness users should there be congestion in the network.

HITRAC analyzed information about terrorist attack capabilities, goals, and objectives to assess the potential terrorist attack methods that might be used against CIKRs.

(U//FOUO) The Department of Homeland Security/Office of Intelligence and Analysis, the South Carolina Information and Intelligence Center, and the Michigan Intelligence Operations Center, in coordination with the University of South Carolina, Clemson University, and Michigan State University, have prepared the following threat assessment to assist security planners and law enforcement personnel in monitoring threat information and maintaining a safe and secure event environment for U.S. college sports and entertainment venues and surrounding areas. On 6/21/2007, Juan Carlos GOMEZ arrived at Miami International Airport from Bogota, Colombia, on Avian flight #008. Passenger GOMEZ presented himself for inspection to CBPO Ortiz at Passport Control at 2311 hrs. CBPO Ortiz admitted GOMEZ as a USC and referred him to Baggage Control Secondary to verify his parole status as Ortiz indicated prior drug arrest. At approximately 2335 hrs GOMEZ presented his CBP form 6059B to the primary baggage control officer and was escorted to baggage secondary for further examination. The floor coordinator was informed of the situation and assigned CBPO Medrano to conduct GOMEZ’s secondary inspection at 2340 hrs. SCBPOs Adan and Sanfilippo were also informed of GOMEZ’s record.

National Planning Scenarios Version 21.3 2006 Final Draft
The Federal interagency community has developed 15 all-hazards planning scenarios (the National Planning Scenarios or Scenarios) for use in national, Federal, State, and local homeland security preparedness activities. The Scenarios are planning tools and are representative of the range of potential terrorist attacks and natural disasters and the related impacts that face our nation. The objective was to develop a minimum number of credible scenarios in order to establish the range of response requirements to facilitate preparedness planning.

Vermont Multi-Year Training and Exercise Plan
The U.S. Department of Homeland Security (USDHS) National Preparedness Directorate requires that every State and Urban Area conduct a Multiyear Training and Exercise Plan Workshop (TEPW) annually. As a result, Vermont recently conducted its 2009-2011 Multiyear TEPW and has since produced this Multiyear Training and Exercise Plan (TEP). The Vermont Multiyear TEP is the roadmap for Vermont to accomplish the priorities described in their Homeland Security Strategy. The State of Vermont has pursued a coordinated homeland security strategy that combines enhanced planning, new equipment purchases, innovative training, and realistic exercises to strengthen the State’s emergency prevention and response capabilities. Training and exercises play a crucial role in this strategy, providing the State with a means of attaining, practicing, validating, and improving new capabilities.

DHS Interagency Integrated SOP: Joint Field Office (JFO) Activation and Operations
To facilitate the development of future JFOs and other DHS facilities for each high-threat or regional area, a JFO Development Team (DT) will be established. This team will be cochaired by the appropriate DHS/FEMA regional office, DHS/USSS field office, and/or FBI field office. Membership of the team will include all DHS field elements within the defined urban threat area or regional area. DHS/FEMA will coordinate general oversight and guidance throughout the process, ensuring that the years of experience and existing assets utilized in the development of DFOs are carefully integrated into the JFO developmental process.
