This publication provides Tactics, Techniques, and Procedures (TTP) required for Army personnel when conducting Document and Media Exploitation (DOMEX) operations. The document is designed to serve as a reference for multiple personnel at varying echelons. The ATTP provides specific information for Army personnel operating as part of a DOMEX or other exploitation team for the collection, processing, and reporting of DOMEX activities. The manual serves as a reference for staff planners and intelligence personnel at battalion and brigade combat teams. Additionally, the manual provides an understanding of DOMEX activities, procedures, organizations, products, and databases at joint task force, U.S. Army, and the Department of Defense.
All assets and capabilities at a commander’s disposal have the capacity to inform and influence selected audiences to varying degrees. While specific assets termed as “information-related capabilities” are information-centric in mission and purpose, others are standard capabilities that inform and influence officers use for planning to support commanders’ information strategy and mission objectives. The primary information-related capabilities that support inform and influence activities typically include, but are not limited to, public affairs, military information support operations, combat camera, Soldier and leader engagement, civil affairs, cyber electromagnetic activities, counterintelligence, operations security, military deception, and others so designated by a commander. In addition to the primary information-related capabilities, there are operational capabilities not solely designed to inform or influence that commanders can designate to assist in achieving mission objectives, such as maneuver forces, engineers, and medical units. Success depends on commanders and staffs effectively employing all available operational assets to best shape the information environment.

Focus: Domestic, non-terrorism; Major Earthquake (specific focus on a catastrophic earthquake in the New Madrid Seismic Zone (NMSZ)) the exercise concept was created in 2006 as a follow-on task to the Federal Emergency Manage Agency (FEMA) NMSZ Catastrophic Planning Initiative. NLE 11 will be a Functional Exercise (FE) that will last approximately four days with a specific focus on the first 72 hours. This exercise is designed to provide FEMA with a crucible to test Administrator Fugate’s mission for the Federal government to make decisions and take action within the first 72 hours of a major disaster that will have positive effect on life saving and life sustaining activities.
Homeland Security Presidential Directive 8/HSPD-8 establishes policies to strengthen the preparedness of the United States to prevent and respond to threatened or actual domestic terrorist attacks, major disasters, and other emergencies by requiring a national domestic preparedness goal; establishing mechanisms for improved delivery of Federal preparedness assistance to State and local governments; and outlining actions to strengthen preparedness capabilities of Federal, State, and local entities. This paper describes a concept for rapid and systematic implementation of the provisions of HSPD-8 to improve preparedness doctrine and practice and reorient preparedness programs and activities that converged within homeland security under a unified national all-hazards preparedness strategy.
In the event of a catastrophic incident or threat to the National Capital Region (NCR), the significant federal presence would both necessitate and complicate a robust response. In order to facilitate the coordination that would be required for the integration of federal, state, and local response efforts, the Office of Personnel Management (OPM) and the FEMA Office of National Capital Region Coordination (NCRC) have compiled this draft NCR Federal Concept Plan (CONPLAN) of Catastrophic Planning Assumptions. For planning purposes, a catastrophic incident is defined in the National Response Framework as any natural or manmade incident, including terrorism, which results in an extraordinary level of mass casualties, damage, or disruption severely affecting the population, infrastructure, environment, economy, national morale, and/or government functions.
This Comprehensive Preparedness Guide, CPG 101, continues the more -than – 50 -year effort to provide guidance about emergency operations planning to State, Local, Territorial, and Tribal Governments. Some predecessor material can be traced back to the 1960s-era Federal Civil Defense Guide. Long-time emergency management practitioners will also recognize the influence of Civil Preparedness Guide 1-8, Guide for the Development of State and Local Emergency Operations Plans, and State and Local Guide (SLG) 101, Guide for All-Hazards Emergency Operations Planning, in this document.
The purpose of this regulation is to establish a procurement, evaluation, selection, negotiation and award process for PPPs that is consistent, transparent, and encourages and supports a climate of private sector innovation and investment in the Commonwealth. In order to carry out the purposes of the Act, this regulation provides guidelines and procedures for, among others: (i) identifying the Functions, Services or Facilities that qualify for establishment or development as PPPs; (ii) soliciting, obtaining and evaluating PPP proposals; (iii) selecting the entities or individuals that will enter into Partnership Contracts with a Partnering Government Entity; and (iv) negotiating and awarding Partnership Contracts.
