(U//FOUO) DHS London Officials Issue Heroin Anthrax Alert March 2010

On 5 February 2010, the UK Health Protection Agency (HPA)—an official British Government agency—announced the confirmation of one case in England of a heroin user testing positive for anthrax. HPA also said 19 cases of anthrax had been confirmed so far in Scotland and that the heroin, or a contaminated cutting agent mixed with the heroin, was the likely source of infection.

Under its various legal rights and powers, the Mayor, Commonality and Citizens of the City of London (“the City of London Corporation”) requires you to remove all tents and other structures from the protest camp at St Pauls Churchyard, London EC4 (in the area shown in red and green on the attached plan) forthwith. If any tents and other structures remain after 6pm on Thursday 17th November 2011, proceedings for possession and injunctions will be issued in the high Court of Justice without further notice. Any attempt to establish another protest camp consisting of tents and other structures elsewhere in the City of London Corporation’s area will be likely to be the subject of immediate further proceedings without further notice.

NYPD Responding to Terrorist Attacks: Trends in European Response Scenarios

This paper analyzes three high-profile European case studies of post-9/11 terrorist attacks (Istanbul [2003], Madrid [2004], and London [2005]). It also examines targeting and tactical information gleaned from several failed/foiled plots in Europe. Although the general findings of this paper can be applied to any type of large scale terrorist attack, this study focuses on those attacks perpetrated by Muslim extremists since this subset currently constitutes the most prominent terrorist threat to the U.S.
