A series of coronal mass ejections (CMEs) are en route to Earth from a sunspot which will buffet the Earth’s magnetic field during the next 12 to 60 hours. These CMEs are a result of the strongest solar flare in more than four years, which peaked on February 15th and registered as an X-flare. X-flares are the strongest type of solar flare. NOAA forecasters estimate a 45% chance of geomagnetic activity on February 17, 2011. Geomagnetic storms usually last 24 to 48 hours, but some may last for many days. They also have the capability of disrupting communication systems, navigation systems and electric grids.
Over the past few days, there has been an increase in computers infected with Fake spyware and anti-virus malware. These infestations produce a popup stating that your machine is infected with viruses and offer a way to remove them. The object of this software is to trick you into believing you have viruses that need to be removed. A scan will launch after you “click” anywhere on the message and will request payment for removal of the “viruses”.
A new kind of methamphetamine that has a strawberry flavor and bright pink coloring was seized for the first time in Carson City, Nevada during a search of an apartment on January 27, 2007. Flavored methamphetamine is the newest metamorphosis of the dangerous street drug. It appears that the flavor and color were added to the meth during the cooking process, instead of afterward, which would mean the drug does not have any less potency than its common counterpart. The colored and flavored methamphetamine, known as “Strawberry Quick” in the Sacramento, California area and now in Carson City, is popular among new users who snort it because the flavoring can cut down on the taste.
The purpose of this strategy is to identify a strategic direction for enhancing our State, Region and Parish response capabilities and capacity to prevent and reduce the State’s vulnerability to all-hazard disaster events, to include Chemical, Biological, Radiological, Nuclear or Explosive (CBRNE) incidents. This is an exceedingly complex mission that requires coordination, cooperation, and focused effort from the entire State (citizens, local, state, and federal partners) as well as private industry and non-profit voluntary agencies. To that end, each of the sixty four (64) parishes will update or will develop Memorandums of
Understanding (MOU) over the next year agreeing to assist each other in event of major CBRNE incidents.

The purpose of the Multiyear Training and Exercise Plan (TEP) is to provide a companion document to the State of Louisiana Homeland Security Strategy. The Louisiana Multiyear TEP is a living document that will be updated and refined annually. This plan provides a roadmap for Louisiana to follow in accomplishing the priorities described in the State of Louisiana Homeland Security Strategy. Each priority is linked to the associated target capabilities that will facilitate its accomplishment and to the training and exercises that will help obtain or validate those capabilities and address that priority.
Gustav became a named storm the morning of August 25, 2008, approximately 260 miles southeast of Port-au-Prince, Haiti and became a hurricane early on August 26, 2008. The National Hurricane Center forecasted that Gustav would become a major hurricane impacting the State of Louisiana with up to 20 feet of water in our coastal communities. Due to the uncertainty of the track, all coastal at risk parishes in Louisiana including the City of New Orleans planned and executed evacuations totaling close to 2 million residents. This is the first time in the State’s history the entire coast of Louisiana has been threatened requiring local officials to call for mandatory evacuations. On August 27, 2008, Governor Bobby Jindal issued a state-wide Declaration of Emergency in preparation for Hurricane Gustav.
