Connecticut State’s Attorney Report on Sandy Hook Elementary School Mass Shooting

The purpose of this report is to identify the person or persons criminally responsible for the twenty-seven homicides that occurred in Newtown, Connecticut, on the morning of December 14, 2012, to determine what crimes were committed, and to indicate if there will be any state prosecutions as a result of the incident. Since December 14, 2012, the Connecticut State Police and the State’s Attorney’s Office have worked with the federal authorities sharing responsibilities for various aspects of this investigation. Numerous other municipal, state and federal agencies assisted in the investigation. The investigation materials reflect thousands of law enforcement and prosecutor hours. Apart from physical evidence, the materials consist of more than seven-hundred individual files that include reports, statements, interviews, videos, laboratory tests and results, photographs, diagrams, search warrants and returns, as well as evaluations of those items.

DHS-Connecticut Intelligence Center (CTIC) Active Shooter Individual Response Guidelines

An “Active Shooter” is an individual actively engaging in killing or attempting to kill people in a confined and populated area; in most cases, active shooters use firearm(s) and there is no pattern or method to their selection of victims. Active Shooter situations are unpredictable and evolve quickly. Typically, the immediate deployment of Law Enforcement is required to stop the shooting and mitigate harm to victims. Because Active Shooter incidents are often over within 5-15 minutes, before Law Enforcement arrives on the scene, individuals must be prepared both mentally and physically to deal with an active shooter situation.

Connecticut 2008 Emergency Communications Plan

The State of Connecticut has identified interoperable communications as a priority in its emergency response and disaster recovery planning efforts. The Connecticut Public Safety State Executive Interoperability Committee (CPSSEIC) is comprised of emergency management and communications experts from throughout the state. CPSSEIC meets regularly to determine communication equipment requirements, provide grants guidance, and develop training and exercise requirements.

Connecticut National Incident Management System Implementation Plan

This document establishes the Department of Emergency Management and Homeland Security NIMS Implementation Plan in order to ensure the State of Connecticut complies with HSPD-5, Management of Domestic Incidents. HSPD-5 requires all Federal Departments and agencies to adopt the NIMS and use it in their individual domestic incident management and emergency prevention, preparedness, response, recovery, and mitigation activities, as well as in support of all actions taken to assist State or local entities.

Hartford Urban Area Security Strategy

This Urban Area Security Strategy (UASS) describes the Connecticut Department of Emergency Management and Homeland Security (DEMHS) Region 3 strategy for developing capabilities to prevent, protect against, respond to, and recover from natural or man made events (all hazards). It will specifically address how activities implemented under the Urban Area Security Initiative (UASI) will support terrorism preparedness by building or enhancing the necessary capabilities.
