RMKS/1. (U/FOUO) PROTECTING INFORMATION CRITICAL TO OUR NATION’S SECURITY IS
THE RESPONSIBILITY OF EVERYONE. THAT RESPONSIBILITY BECOMES MORE COMPLEX IN
AN ELECTRONIC ENVIRONMENT. IT IS INCUMBENT UPON US ALL TO PROMOTE GOOD
SECURITY PRACTICES ON THE NETWORK, MAINTAINING AN INFORMATION ADVANTAGE WHILE
BALANCING INFORMATION SECURITY. WE OWE IT TO OURSELVES AND OUR FELLOW SAILORS
AND MARINES TO PROTECT VITAL INFORMATION NECESSARY TO FIGHT AND WIN. REFS A
THROUGH E ARE INTENDED TO IMPROVE THE BASIC PRINCIPLES AND PRACTICES OF
INFORMATION SECURITY. THESE PRINCIPALS AND PRACTICES NEED TO BECOME OUR
STANDARD AND NOT THE EXCEPTION. I EXPECT EVERY SAILOR, MARINE, CIVILIAN AND
CONTRACTOR PERSONNEL TO DO THEIR PART.
2. (U/FOUO) WE HAVE DEVELOPED REVISED PROCEDURES TO ADDRESS INSTANCES OF A
MASS UNAUTHORIZED DISCLOSURE (E.G., WIKILEAKS) AND DETERMINED THERE WERE
SEVERAL AREAS IN WHICH THE DON COULD IMPROVE THE COMPLIANCE, REPORTING,
HANDLING, AND COORDINATION OF ELECTRONIC SPILLAGES (I.E. UNAUTHORIZED
DISCLOSURE OF CLASSIFIED INFORMATION NOT CONSIDERED TO BE A MASS UNAUTHORIZED
DISCLOSURE). I EXPECT LEADERSHIP INVOLVEMENT AT EVERY LEVEL TO ENSURE THAT
OUR PEOPLE UNDERSTAND THEIR RESPONSIBILITY TO PROTECT CLASSIFIED INFORMATION
AND TO FOLLOW ESTABLISHED PROCEDURES FOR ACCESSING CLASSIFIED INFORMATION ONLY
THROUGH AUTHORIZED MEANS.
3. (U/FOUO) ALL FINDINGS AND RECOMMENDATIONS IDENTIFIED IN REF A ARE APPROVED
EFFECTIVE IMMEDIATELY. DON CIO AND CNO N09N2 (INFORMATION SECURITY PROGRAM
AUTHORITY) WILL MONITOR AND TRACK PROGRESS UNTIL COMPLETION. THIS EFFORT WILL
FACILITATE COMPLIANCE WITH REFS C AND D (GUIDANCE TO BE PROVIDED SEPCOR), AND
ENSURE DON IS BEST POSITIONED TO PROTECT CLASSIFIED NSI. ADDITIONALLY, PROMPT
NOTIFICATION IAW REF E TO DON MILITARY, CIVILIAN AND CONTRACTOR EMPLOYEES IS
REQUIRED.
4. (U/FOUO) WHEN CLASSIFIED INFORMATION RESULTING FROM A MASS UNAUTHORIZED
DISCLOSURE IS VIEWED, DOWNLOADED, STORED OR TRANSMITTED ON DON UNCLASSIFIED
NETWORKS, COMMANDS SHALL FOLLOW PROCEDURES IDENTIFIED IN REF A. THIS IS A DON
REQUIREMENT AND IS DIFFERENT FROM PROCEDURES IDENTIFIED IN REF E.
