(U//FOUO) Arizona Fusion Center: Occupy Phoenix “When Should You Shoot A Cop?” Flyer

Copies of an “informational” letter were left on a table for protestors pick up and read during the “Occupy Phoenix” event at Cesar Chavez Park. The presence of the letter was reported to the ACTIC by a Maricopa County Sheriff’s Deputy who had responded to an un-related call and was alerted to it by another deputy working the event. This letter is blatantly anti-government and anti-law enforcement in nature. It not only condones but even encourages citizens to kill any “government agent” (i.e. law enforcement officer), who in their perception violates their rights. Examples are given in the document, of “illegal” search and seizure, sobriety and border checkpoints, airport security, etc… In essence this document states that citizens have the right and moral obligation to resist any action by law enforcement that is viewed as a violation of the citizen’s rights, and often-times resistance involves killing officers.

Literally meaning “Party of God”, Hezbollah began as a militia in 1982 in response to the Israeli invasion of Lebanon. The Shi’a Islamist organization has since grown into a worldwide political and paramilitary network with seats in the Lebanese government, numerous social services programs, long-standing ties with the Syrian and Iranian governments, and an annual income estimated to be anywhere between $200-$400 million. Hezbollah’s main goal is to cast out any form of Israeli rule and/or occupation. Due to the U.S.’ political and financial support of Israel, Hezbollah regards our nation as a viable target. While there is no immediate or confirmed threat to the Tucson area, recent events and the current middleeastern political arena merit a renewed awareness of the group’s capabilities and presence throughout the Western Hemisphere.

Historically, indoor Marijuana-Mushroom grows have been “no big deal” to law enforcement as a HazMat or public health concern. However, due to recent Arizona events the Department of Public Safety would like to bring situational awareness to law enforcement (LE) and first responders regarding the hazards associated with responding to indoor marijuana grow locations. On April 8, 2011, an undercover officer working as part of a drug task force was shot while conducting surveillance. The officer survived the shooting but suffered injuries not only related to being shot but also from having his vehicle rammed several times during the incident. This bulletin is being produced to help outline some of the officer safety issues discussed during the initial review of the shooting incident, which may impact your future surveillance operations. The investigation into this shooting is on-going so specific details are not included, as to avoid compromising that investigation.

In a seizure during an outbound parcel interdiction, Counter Narcotics Alliance (CNA) agents seized a box of wine at the FedEx Tucson hub. The Arizona Department of Public Safety lab analyzed a red fluid concealed in the wine bladder of Franzia boxed wine. The liquid was prescription cough syrup distributed at the street level as “purple drank”, slang for a recreational drug popular in the hip-hop community. The main ingredients are codeine, a narcotic, and promethazine, an antihistamine. Purple Drank is typically mixed with ingredients such as Sprite and pieces of Jolly Rancher candy. Numerous slang terms for purple drank include: “Sizzurp, Lean, Syrup, Drank, Barre, Purple Tonic, Southern Lean, Texas Tea, Memphis Mud, Mrs. Dranklesworth, Tsikuni, Lean, P-Flav, Slip, Purple Sprite, PG Tips, Purp, and Purple Jelly”. The generic prescription name is Phenergan. Reported side effects include: drowsiness, sedation, somnolence, blurred vision, dizziness; confusion, disorientation, lassitude, tinnitus, in coordination, fatigue, euphoria, nervousness, insomnia, tremors, convulsive seizures, excitation, catatonic-like states, hysteria, and hallucinations.

(U//FOUO) LulzSec Release: Arizona Fusion Center Counter-Surveillance Tactic Used at Demonstration

The information contained in this bulletin identifies a tactic recently employed against an Arizona Department of Public Safety (AZ DPS) officer. The incident occurred at a scheduled demonstration by a known citizen action group to protest the traffic cameras on Arizona’s highways. This information is provided for situational awareness to assist law enforcement engaged in public event site security; and for those monitoring potential threats at public gatherings.

The Sovereign Citizens and Militia Movements have been in existence for a number of years and remain active throughout the US today. The Sovereign Citizen Movement began in the 1970’s when groups/individuals adopted right-wing anarchist ideologies originating from the theories of the group called the Posse Comitatus. The Militia Movement began to form not long after the 1993 Waco, Texas incident.

(U//LES) Arizona Fusion Center Warning: Police Officers Targeted on Facebook

On October 28, 2010 a DUI traffic stop by MCSO uncovered a CD containing multiple photographs and names of over 30 Phoenix PD officers and civilian employees. All of the names and photographs found on the CD were obtained from Facebook and reveal the identity of several patrol and undercover officers. All officers who were identified on the CD have been notified. It is unknown how many more CDs (if any) may be circulating. This information is provided for Officer Safety and Situational Awareness purposes.
