RESPONSIBILITIES, FOR ROUTINE PA REQUESTS FOR ASSISTANCE (RFA),
INCLUDING THE TYPES OF RFA HISTORICALLY SUBMITTED BY PA, TO PROVIDE A
RAPID AND FLEXIBLE DOD RESPONSE TO FEDERAL PRIMARY AGENCIES FOR
POTENTIAL OR ACTUAL EMERGENCIES AND OR DISASTERS WITHIN THE UNITED
STATES, ITS TERRITORIES, POSSESSIONS, AND PROTECTORATES.
1.B. REF C PROVIDES THE GUIDING PRINCIPLES THAT ENABLE ALL RESPONSE
PARTNERS TO PREPARE FOR AND PROVIDE A UNIFIED NATIONAL RESPONSE TO
DISASTERS AND EMERGENCIES AND FOR THE MANAGEMENT OF DOMESTIC INCIDENTS,

1.G. THE CIVIL AIR PATROL IS A FEDERALLY CHARTERED NON-PROFIT
CORPORATION THAT MAY BE UTILIZED AS A CIVILIAN VOLUNTEER AUXILIARY OF
THE AIR FORCE. THE SECRETARY OF THE AIR FORCE HAS DELEGATED APPROVAL
AUTHORITY TO THE FIRST, ELEVENTH, AND THIRTEENTH AIR FORCE COMMANDERS
FOR U.S. AIR FORCE AUXILIARY (AF AUX) AIR FORCE-ASSIGNED MISSIONS FOR
CIVIL SUPPORT SUCH AS SITUATIONAL AWARENESS, DAMAGE ASSESSMENT,
EVACUATION MONITORING AND LIGHT AIRLIFT. AF AUX IS CAPABLE OF
CONDUCTING IMAGERY AND ASSESSMENT (VISUAL OBSERVATION, STILL
PHOTOGRAPHY, AND HYPER SPECTRAL IMAGING) OF THE AFFECTED AREA.
EMPLOYMENT OF AF AUX FORCES DOES NOT REQUIRE SECDEF APPROVAL OR CJCS AND
SECDEF NOTIFICATION. THE NUMBERED AIR FORCE COMMANDER RETAINS OPCON OF
AF AUX FORCES.
1.H. CDRUSTRANSCOM IS THE AUTHORITY TO CONCUR OR NONCONCUR WITH THE
MARITIME ADMINISTRATION REQUESTS TO TEMPORARILY USE VESSELS OF THE READY
RESERVE FORCE (RRF) FOR STORAGE OF NON-DEFENSE RELATED CARGO PER REF HH.
1.I. DOD PROVIDES DSCA AS DIRECTED BY THE PRESIDENT OR SECDEF IN
RESPONSE TO A PA RFA. SECDEF OR A DELEGATED AUTHORITY MAY APPROVE DSCA
REQUESTS IN RESPONSE TO ACTUAL OR POTENTIAL DOMESTIC INCIDENTS,
INCLUDING TERRORIST ATTACKS, MAJOR DISASTERS, CATASTROPHIC INCIDENTS,
AND OTHER EMERGENCIES. THIS EXORD IS NOT INTENDED FOR CBRNE INCIDENTS.
SUCH RESPONSES ARE GOVERNED BY THE CBRNE CM EXORD (REF Z), BUT BOTH
EXORDS CAN BE USED IN CONJUNCTION WITH ONE ANOTHER. THE SUPPORTED
COMBATANT COMMANDER MUST NOTIFY THE SECRETARY OF DEFENSE (SECDEF) AND
THE CHAIRMAN OF THE JOINT CHIEFS OF STAFF (CJCS) UNDER WHICH AUTHORITY

PROVIDES DETAILED NIGHT AND DAY COVERAGE OF LINES OF COMMUNICATION (LOC)
AND MONITORING OF POTENTIAL POPULATION CHOKEPOINTS AND/OR GATHERING
AREAS. REQUIRED CAPABILITIES INCLUDE ELECTRO-OPTICAL (EO)/INFRARED
STILL (IR) STILL, FMV, MOVING TARGET INDICATOR (MTI), VISUAL
OBSERVATION, AND POINT AND BROAD AREA COVERAGE. SUFFICIENT PLATFORM(S)
WILL BE PROVIDED TO ALLOW A MINIMUM OF 8 HOURS MTI COVERAGE PER 24-HOUR
