U.S. Postal Service Operation Medicine Delivery Exercise Outcomes Summary
On May 5-6, 2012, the Minneapolis-St. Paul area conducted a major test of the National Postal Model for distribution of medicine to the public in an emergency, using U.S. Postal Service assets to supplement mass dispensing sites and other strategies. The May exercise, known as Operation Medicine Delivery, was the culmination of planning efforts that began in February 2004, with a memorandum of agreement signed by the U.S. Secretary of Health and Human Services, the U.S. Secretary of Homeland Security and the Postmaster General. Parties to the 2004 MOA agreed to make USPS resources available for distributing emergency medicine in response to a bioterrorist attack. A subsequent presidential executive order (December 2009) called for the development of a federal capability to distribute medical countermeasures (MCM) in response to a bioterrorist attack.

Florida Fusion Center Monitored BP Protests, Ron Paul Events, Code Pink
Several restricted documents produced by the Central Florida Intelligence Exchange (CFIX) and obtained by Public Intelligence indicate that a variety of protests and political events are monitored by the regional fusion center for potential threats and violent activity. These events span the political spectrum from a summit hosted by Ron Paul’s Campaign for Liberty to anti-war protests conducted by Code Pink and Veterans for Peace. While the documents make no mention of specific threats arising from the events, they do indicate that the fusion center monitors political action in a variety of forms and sometimes requests law enforcement officers to report on constitutionally-protected activities.

(U//LES) Minnesota Joint Analysis Center Charitable Motorcycle Run Spying Advisory
The South East Minnesota Narcotics and Gang Task Force is requesting information on Outlaw Motorcycle Gang (OMG) activity that may have an impact on this year’s Fall Flood Run. The Flood Run (www.floodrun.org) is a charitable motorcycle run that takes place both in the spring and fall along the St. Croix River and attracts thousands of riders, the majority of which are law-abiding. However, information has been received that this year’s Flood Run on September 18, 2010, is expected to attract an increased number of Hells Angels and Outlaws gang members, which are rival clubs. Both clubs are known to be involved in criminal activities such as assault, narcotics, money laundering, prostitution and thefts and both are also considered to be “at war” with each other.
