Public Health Emergency Preparedness and Response Plan for the Capital Area

The Capital Area Public Health Network is planning for the immunization or prophylaxis of the entire population in the region. This plan will serve a guide for a regional response to a local or regional event in the Capital Area. The plan is flexible to adjust to the scope of the event. POD response time and target numbers are specific to the particular event. These variables will dictate how many POD sites will be activated. This plan prepares for the worst-case scenario by identifying five POD sites located throughout the region to be used in large-scale emergencies. In order to balance clinic load, reduce congestion, and maximize facility operations, residents have been assigned to a specific POD by municipality.

US Code Title 42, § 264, Part G: Quarantine and Inspection

The Surgeon General, with the approval of the Secretary, is authorized to make and enforce such regulations as in his judgment are necessary to prevent the introduction, transmission, or spread of communicable diseases from foreign countries into the States or possessions, or from one State or possession into any other State or possession. For purposes of carrying out and enforcing such regulations, the Surgeon General may provide for such inspection, fumigation, disinfection, sanitation, pest extermination, destruction of animals or articles found to be so infected or contaminated as to be sources of dangerous infection to human beings, and other measures, as in his judgment may be necessary.

Executive Order 13375

By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 361(b) of the Public Health Service Act (42 U.S.C. 264(b)), it is hereby ordered as follows Based upon the recommendation of the Secretary of Health and Human Services, in consultation with the Surgeon General, and for the purpose set forth in section 1 of Executive Order 13295 of April 4, 2003, section 1 of such order is amended by adding at the end thereof the following new subsection: (c) Influenza caused by novel or reemergent influenza viruses that are causing, or have the potential to cause, a pandemic.

Quarantine Regulations of the Armed Forces

These regulations conform to regulations of the United States Departments of Health and Human Services; Agriculture; Treasury; Interior; and Commerce. The regulations are intended to prevent the introduction and dissemination, domestically or elsewhere, of diseases of humans, plants and animals, prohibited or illegally taken wildlife, arthropod vectors, and pests of health and agricultural importance. Introduction and dissemination may occur by movements of vessels, aircraft, or other transport of the Armed Forces arriving at or leaving Armed Forces installations in the United States and foreign countries or ports or other facilities under the jurisdiction of the above Federal agencies in the United States and its territories, commonwealths, and possessions.
