(U//FOUO) U.S. Army “Unit RESET” Redeployment Handbook

For purposes of this handbook, unit RESET is the process a unit uses to plan and execute those critical tasks needed to restore the unit to combat readiness after redeployment. This process must be carefully planned and synchronized by all stakeholders, beginning with actions a unit sets in place before the unit deploys. The unit follows the RESET model published in Army RESET ordersand executes RESET tasks while still in theater to redeploy and return the unit to collective training capability as quickly as possible. This enormous task is complex and requires detailed planning, clear communication and intent, and strong unit leadership not only from the unit conducting RESET but also from those supporting the mission (e.g., garrison, contractors, and other Department of Defense organizations). The goal is returning the unit to combat readiness quickly, efficiently, and—most importantly—safely.

(U//FOUO) Commander’s Emergency Response Program (CERP) Handbook

The Commander’s Emergency Response Program (CERP) has become a critical capability in the commander’s toolbox for conducting stability operations. CERP funds provide tactical commanders a means to conduct multiple stability tasks that have traditionally been performed by U.S., foreign, or indigenous professional civilian personnel or agencies. These tasks include but are not limited to the reconstruction of infrastructure, support to governance, restoration of public services, and support to economic development. This handbook focuses on basic tactics, techniques, and procedures (TTP) for the application of the CERP. Its intended audience is the brigade, battalion, and provincial reconstruction team commander and staff. This handbook is based on lessons learned and best practices in use today in both Iraq and Afghanistan and identifies the training, planning, and operational procedures required to fund projects and services the commander requires during the conduct of stability operations. This handbook also provides the TTP to guide the commander through the regulatory and administrative requirements of the CERP.

Money as a Weapon System Afghanistan (MAAWS-A) SOP

The purpose of the CERP program is to enable commanders to respond to urgent humanitarian relief and reconstruction requirements within their Area of Responsibility (AOR) by carrying out programs that will immediately assist the indigenous population. “Urgent” is defined as any chronic or acute inadequacy of an essential good or service that, in the judgment of the local commander, calls for immediate action. CERP is intended for projects that can be sustained by the local population or government and cost less than $500K per project. Projects equal to or greater than $500K are expected to be relatively few in number. Commanders are required to verify that local, national, donor nation, nongovernmental organizations or other aid or reconstruction resources are not reasonably available before using CERP funds.

Foreign Narcotics Kingpin Designation Act Overview

The Kingpin Act blocks all property and interests in property, subject to U.S. jurisdiction, owned or controlled by significant foreign narcotics traffickers as identified by the President. In addition, the Kingpin Act blocks the property and interests in property, subject to U.S. jurisdiction, of foreign persons designated by the Secretary of Treasury, in consultation with the Attorney General, the Director of Central Intelligence, the Director of the Federal Bureau of Investigation, the Administrator of the Drug Enforcement Administration, the Secretary of Defense, and the Secretary of State, who are found to be: (1) materially assisting in, or providing financial or technological support for or to, or providing goods or services in support of, the international narcotics trafficking activities of a person designated pursuant to the Kingpin Act; (2) owned, controlled, or directed by, or acting for or on behalf of, a person designated pursuant to the Kingpin Act; or (3) playing a significant role in international narcotics trafficking.

Federal Reserve Script for AIG Counterparty Discussions

We have asked to meet with you in order to give you an opportunity to substantially reduce your counterparty exposure to AIG and assist in promoting the long-term viability of the company as an ongoing concern. As evidenced by recent government actions, the viability of AIG is an important policy objective given the firm’s systemic importance. As we are sure you can appreciate, a collapse of AIG over the weekend of September 13th and 14th following so closely after the collapse of Lehman Brothers would have jeopardized the financial system in general, and your financial institution in particular, given your firm’s exposure to AIG at the time. Indeed, notwithstanding unprecedented governmental action, there has been a dramatic increase in AIG’s CDS spreads, which highlights the significant economic costs that would have been bourn by AIG’s counterparties had the government not intervened and the sizable counterparty exposure that your firm continues to retain with AIG. For these reasons, it is clear to us that we have a common objective in ensuring the firm’s long-term viability. With these points in mind, we would propose that you make us a compelling offer to unwind all your outstanding CDS contracts with AIG referencing ABS CDOs in exchange for the purchase of the underlying CDOs (where the assets are available) at a percentage of the notional amount for the CDS. Of course, we are open to other proposals you might have that would lead to a final resolution of this complex portfolio and therefore satisfy our common objectives.

Congressional Oversight Panel Global Context and International Effects of TARP Report

Even at this late date, it is difficult to assess the precise international impact of the TARP or other U.S. rescue programs because Treasury gathered very little data on how TARP funds flowed overseas. As a result, neither students of the current crisis nor those dealing with future rescue efforts will have access to much of the information that would help them make wellinformed decisions. In the interests of transparency and completeness, and to help inform regulators‟ actions in a world that is likely to become ever more financially integrated, the Panel strongly urges Treasury to start now to report more data about how TARP and other rescue funds flowed internationally and to document the impact that the U.S. rescue had overseas. Going forward, Treasury should create and maintain a database of this information and should urge foreign regulators and multinational organizations to collect and report similar data. The crisis also underscored the fact that the international community‟s formal mechanisms to resolve potential financial crises are very limited. Even though the TARP legislation required Treasury to coordinate its programs with similar efforts by foreign governments, the global response to the financial crisis unfolded on an ad hoc, informal, countryby-country basis. Each individual government made its own decisions based on its evaluation of what was best for its own banking sector and for its own domestic economy. Even on the occasions when several governments worked together to rescue specific ailing institutions, as in the rescues of European banks Dexia and Fortis, national interests often came to the fore. These ad hoc actions ultimately restored a measure of stability to the international system, but they underscored the fact that the internationalization of the financial system has outpaced the ability of national regulators to respond to global crises.

{garbled}Aldous Huxley, a renowned Essayist and Novelist who during the spring semester is residing at the university in his capacity of a Ford research professor. Mr Huxley has recently returned from a conference at the Institute for the study of Democratic Institutions in Santa Barbara where the discussion focused on the development of new techniques by which to control and direct human behavior. Traditionally it has been possible to suppress individual freedom through the application of physical coercion through the appeal of ideologies through the manipulation of man’s physical and social environment and more recently through the techniques, the cruder techniques of psychological conditioning. The Ultimate Revolution, about which Mr. Huxley will speak today, concerns itself with the development of new behavioral controls, which operate directly on the psycho-physiological organisms of man. That is the capacity to replace external constraint by internal compulsions. As those of us who are familiar with Mr. Huxley’s works will know, this is a subject of which he has been concerned for quite a period of time. The Distributed Tactical Communications System (DTCS) is an experimental, satellite-based, communications system that incorporates Iridium satellite technology, software, and commercial GPS. DTCS was developed in direct response to the needs of the warfighter to explore new and innovative Command and Control (C2) technology. DTCS provides Beyond Line-Of-Sight (BLOS), Over-The-Horizon (OTH), and On-The-Move (OTM) communications, in a handheld, lightweight, one-to-many, tactical voice and data radio.

UNAMA Afghanistan Protection of Civilians Mid-Year Report 2010

The human cost of the armed conflict in Afghanistan is escalating in 2010. In the first six months of the year civilian casualties – including deaths and injuries of civilians – increased by 31 per cent over the same period in 2009. Three quarters of all civilian casualties were linked to Anti-Government Elements (AGEs), an increase of 53 per cent from 2009. At the same time, civilian casualties attributed to Pro-Government Forces (PGF) decreased by 30 per cent compared to the first half of 2009.

Terrorism Liaison Officer (TLO) Program

The Terrorism Liaison Officer (TLO) is designed to be a nationally interconnected program of designated law enforcement officers, firefighters, military, and other first responders that attend an approved and accredited course of instruction. This shared learning experience prepares the TLOs to fill a specific role within their organization as a link or “liaison.” The TLO program was initiated in California via the Commission on Peace Officer Standards and Training (POST) around 2005-2006 by a Anthony Lukin. According to several proposals for the program, Fusion Centers in California “utilize the Terrorism Liaison Officer (TLO) Program to foster communication and collaboration amongst the fire service; law enforcement; the federal homeland security and intelligence communities and public safety stakeholders. The TLOs serve as the conduit through which homeland security and crime-related information flows from the field to the Fusion Center for assessment and analysis. The network also serves as the vehicle to carry actionable intelligence from the Fusion Center to field personnel. This information flow provides for increased safety and security for fire department personnel as well as the communities served.”

(U//FOUO) Air Force Integrated Air and Missile Defense Report

This report focuses on Integrated Air and Missile Defense as practiced by the Combined Air Component Headquarters at Osan AB, Korea. The study was conducted during Exercise Key Resolve 2010 (KR 10) and highlights the outstanding integration of Army, Navy, Marine and Air Force planning and execution of the IAMD mission. The report examines the work done in this particular theater of operations in developing a comprehensive Airspace Control Plan (ACP) and Area Air Defense Plan (AADP). While this report looks at only one operational theater and many other theaters face separate and distinct challenges, this report should provide lessons and insights that benefit multiple theaters.
