Humming bird and Marilyn Monroe tattoos may have a nexus to the Mexican Mafia, while “G Shields” (Aztec warrior shields) and mariposas (butterflies) may be decreasing in popularity. As certain tattoos sported by Mexican Mafia members and supporters become mainstream, and because California Department of Corrections is known to use certain tattoos as validation points, Mexican Mafia members may introduce new tattoos to make it difficult for law enforcement and correctional officers to identify membership or affiliation with the group. Tattoos are also increasingly disguised within other tattoos, which can make them more difficult to easily identify.
From January 2008 to August 2013, 85 school shootings took place across the United States involving 97 attackers. Incidents analyzed met the definition of targeted school violence, including gang‐related shootings. “Targeted violence” is any incident of violence where an attacker selects a particular target prior to the violent attack. The number of incidents peaked at 29 in 2009 and have decreased to an average of 14 per year; two incidents have occurred this year to date.
Within the past year, first responders and members of the public have died of asphyxiation, or fallen ill, following accidental inhalation of concentrated carbon dioxide (CO2) gas in public locations. At least two recent incidents are connected with significant gas leaks caused by the failure of liquid CO2 lines connected to beverage dispensers in commercial facilities. Emergency personnel responding to medical or service calls can use signs and symptoms to determine possible CO2 exposure and correspondent risks to first responders.
US citizens and assets – including the White House, the Central Intelligence Agency, InfraGard, the state of Arizona, and major defense contracting companies – experienced high-profile cyber threats and attacks in the first half of 2011. Most of the tactics and techniques used were not new, however the increase in attacks during the past few months exemplifies the growth of cyber incursions and reinforces the need to be aware of risks and mitigation techniques associated with cyber threats.
The purpose of this bulletin is officer awareness. Large police departments maintain dozens of databases. It is unusual to see these computer systems linked together to enable effective analysis. It is even more unlikely that other information sources, such as gunshot detection systems or dispatch systems, are linked into police analytical or fusion centers. Finally, police departments do not link their operations and information systems to other parts of the justice system or social services system. Thus, poor information sharing prevents good analysis and investigation. Even more troubling, poor information sharing can undermine efforts to intervene with individuals or neighborhoods to stop the cycle of violence. The best way to see the future and act appropriately is to have a complete picture of the current situation. Police must integrate their information and activities to enable situational awareness.
In April 2011, the US Drug Enforcement Administration (DEA) reported up to 82 percent of all cocaine seized in the United States contained levamisole, a veterinary drug used to de-worm livestock. Law enforcement and public health officials in the United States are warning of serious public health consequences for drug users related to contaminated cocaine use.
