FM 3-01 is the Army Air Defense Artillery’s (ADA) capstone doctrinal publication. The seven chapters that make up this edition of Air and Missile Defense Operations constitute the Army ADA’s view of how it conducts prompt and sustained operations and sets the foundation for developing the other fundamentals and tactics, techniques, and procedures detailed in subordinate field manuals. FM 3-01 also provides operational guidance for commanders and trainers at all echelons.
This report focuses on Integrated Air and Missile Defense as practiced by the Combined Air Component Headquarters at Osan AB, Korea. The study was conducted during Exercise Key Resolve 2010 (KR 10) and highlights the outstanding integration of Army, Navy, Marine and Air Force planning and execution of the IAMD mission. The report examines the work done in this particular theater of operations in developing a comprehensive Airspace Control Plan (ACP) and Area Air Defense Plan (AADP). While this report looks at only one operational theater and many other theaters face separate and distinct challenges, this report should provide lessons and insights that benefit multiple theaters.
The Aegis ballistic missile defense (BMD) program, which is carried out by the Missile Defense Agency (MDA) and the Navy, gives Navy Aegis cruisers and destroyers a capability for conducting BMD operations. Under current MDA and Navy plans, the number of BMD-capable Navy Aegis ships is scheduled to grow from 20 at the end of FY2010 to 38 at the end of FY2015. MDA and Navy plans also call for an increasing portion of the Navy’s BMD-capable Aegis ships to be equipped with newer and more capable versions of the Aegis BMD system.
The acquisition of DoD space systems results from the interaction of three complementary processes: the Joint Capabilities Integration and Development System under the authority of the Chairman of the Joint Chiefs of Staff; the Planning, Programming, Budgeting, and Execution process under the authority of the DoD Comptroller; and the NSS acquisition process under the authority of the DoD Space MDA. To work effectively, the acquisition process requires constant coordination among these processes and their authorities.
Successive U.S. governments have urged the creation of an anti-missile system to protect against long-range ballistic missile threats from adversary states. The Bush Administration believed that North Korea and Iran represented strategic threats, and questioned whether they could be deterred by conventional means.
