The Alaska National Guard, in coordination with nearly 50 organizations and more than 4,000 participants, conducted their state’s portion of the annual Vigilant Guard exercise from April 26 – May 1, 2010. Local governments, the State of Alaska, Alaska National Guard and Joint Task Force Alaska conducted a state-wide exercise that was designed to “increase emergency response capabilities” to earthquakes and natural disasters. The exercise scenario involved an earthquake affecting South Central Alaska and combined the state’s Alaska Shield exercise, National Guard’s Vigilant Guard exercise, and Joint Task Force Alaska’s Arctic Edge exercise. A major component of the exercise involved the expertise of the National Guard CBRNE Enhanced Response Force Package, which deals with chemical, biological, and radiological disaster response.

•A national exercise program sponsored by the National Guard Bureau and United States Northern Command
•Provides a training opportunity for National Guard forces to practice emergency response operations
•Provides an opportunity to the National Guard to build relationships with local, state, regional and federal partners against a variety of different homeland security threats, including natural disasters and terrorist attack
•Includes National Guard troops from several states along with local, state, county and city emergency response units and agencies.
•Provides a realistic training opportunity for civilian and military officials to work together and coordinate in order to protect lives and property
The National Planning Scenarios (NPS) and the establishment of the National Preparedness Priorities have steered the focus of homeland security toward a capabilities-based planning approach. Capabilities-based planning focuses on planning under uncertainty, since the next danger or disaster cannot be forecasted with complete accuracy.

and the National Guard Bureau J7 Office. The program provides an opportunity for State National Guard Joint Force Headquarters
to improve command and control and operational relationships with internal, regional civilian and military partners.

• Vigilant Guard (VG) dates are 15-16-17 Sep 09
• Units and Soldiers/Airmen will arrive via convoy.
• Units and Soldiers/Airmen will be required to in-process as part of JRSOI operations.
• JRSOI operations will be conducted at Fort Harrison, Helena, MT.
• Units entering the state are not logistically self-sufficient and must be supported by the JFHQ-MT.
• Approximately 675 Soldiers/Airmen participating in VG, approximately 20+ Units and 430 PAX from outside Helena, MT.
