This Joint Intelligence Bulletin (JIB) is intended to provide information on Australian national and violent extremist Brenton Tarrant’s 15 March 2019 attacks on two mosques in Christchurch, New Zealand. These attacks underscore the enduring nature of violent threats posed to faith-based communities. FBI, DHS, and NCTC advise federal, state, local, tribal, and territorial government counterterrorism and law enforcement officials and private sector security partners responsible for securing faith-based communities in the Homeland to remain vigilant in light of the enduring threat to faith-based communities posed by domestic extremists (DEs), as well as by homegrown violent extremists (HVEs) who may seek retaliation.

(U//LES) DHS-FBI Spokane White Supremacist MLK Parade IED Bulletin
Kevin William Harpham was arrested in Colville, Washington by federal law enforcement on 9 March 2011 in connection with the improvised explosive device (IED) found along the route of a Martin Luther King, Jr. Day “MLK Unity March” in Spokane, Washington on 17 January 2011. On 17 January 2011, three sanitation workers in Spokane, Washington discovered a Swiss Army backpack containing an RCIED immediately prior to the Martin Luther King, Jr. Day “MLK Unity March.” The device was placed along the parade route. Based on preliminary forensic examinations, we assess with medium confidenceii that the IED was designed to fire directional fragmentation similar to a single shot shotgun with buckshot or cannon with a grapeshot round. We likewise assess that the device was viable and could have caused personal injury or death.

(U//FOUO/LES) North Carolina Fusion Center Jared Lee Loughner Not Connected to White Supremacists Report
On January 8, 2011 shortly after 10:00 AM in Tucson, Arizona, a gunman opened fire during U.S. Representative Gabrielle Giffords’ constituent meeting outside a Safeway Grocery store. Rep. Giffords was shot in the head. While Giffords has reportedly survived the attack, twelve people were injured and six were killed. The gunman was later identified as Jared Lee Loughner, 22 years of age. Subsequent media reports have described Loughner as espousing anti-government rhetoric and possibly affiliated with groups such as New Century Foundation/American Renaissance (although Law Enforcement have not located any information to indicate this affiliation). New Century Foundation (NCF), started by Virginia resident Jared Taylor, is a 501 (c)(3) organization founded in 1994 to “study immigration and race relations so as to better understand the consequences of America’s increasing diversity.” (www.nc-f.org) NCF is primarily known for American Renaissance (AmRen), a journal and companion website that broadcasts racist and anti-illegal immigration ideologies.

FBI (U//FOUO) White Supremacist Extremist Violence Possibly Decreases
(U) Based on data from FBI and open source reporting, the FBI assesses with medium confidence that acts of violence by White Supremacist Extremists (WSEs) slightly decreased between 1 January 2007 and 31 October 2009. As the majority of incidents involved racist skinheads, the FBI assesses with high confidence this element is the most violent in the WSE movement. Much of the violence has been against ethnic, religious, government, and law enforcement targets in furtherance of racial views, but violence has also occurred against other WSEse or non-WSE whites.
