Marjory Stoneman Douglas High School Shooting Public Safety Commission Draft Report

On February 14, 2018, fourteen students and three staff members at the Marjory Stoneman Douglas High School in Parkland Florida were fatally shot and seventeen others were wounded, in one of the deadliest school massacres in United States’ history. The gunman Nikolas Cruz, age 19 at the time of the incident, was a former student of Marjory Stoneman Douglas High School. Cruz was a troubled child and young adult who displayed aggressive and violent tendencies as early as 3-years-old. Cruz struggled in academics and attended several schools. There are reports of behavioral issues at all of the schools he attended. He was under the care of mental health professionals from age 11 until he turned age 18 and refused further services. At 2:19 p.m. on February 14, 2018, Cruz exited an Uber ride sharing service at Marjory Stoneman Douglas High School armed with a rifle and several hundred rounds of ammunition concealed in a rifle bag. He entered the school through an unstaffed gate that had been opened for school dismissal and made his way towards building 12 on the North side of campus. He entered the east side of building 12 through an unlocked and unstaffed door. He made his way through all three floors firing into classrooms and hallways and killing or wounding 34 individuals. He exited building 12 and ran across campus, blending in with students evacuating. Cruz was apprehended approximately 1 hour and 16 minutes after the first shots and charged with 17 counts of premeditated murder and 17 counts of attempted murder.

This Brief was produced to alert emergency medical responders and healthcare providers to the dangerous levels of toxicity that can be presented by patients who have smoked alcohol. Although this practice is dangerous, it is not illegal. It is being practiced by young adults all over the country and causing serious medical emergencies and deaths as a result. Because this is a returning trend, unfamiliar to health care providers, there is no statistical data available concerning hospitalizations and deaths. The below information was assembled from open source research and can be duplicated and shared for the purposes of awareness and education.

The purpose of this bulletin is to increase the awareness and improve response to acts of violence perpetrated by individuals acting out in violent behavior towards healthcare providers and emergency responders. This bulletin provides an analytical overview of significant acts of violence, specifically throughout the Central Florida region, statewide (FL), a nationwide perspective from 2009 – 2013, and statistical analysis of notorious mass shooting incidents throughout the U.S. attributed by claims of mental illness.

Past statements from al‐Qa’ida Central, as well as their franchise groups, highlight the importance of targeting the U.S. economy as part of their strategy of confronting the West. Most recently, militant propagandists, such as Adam Gadahn, American mouthpiece for Al‐Qa’ida in Pakistan, have made statements advising Muslims in the West to “…undermine the West’s already struggling economies with…targeted attacks on symbols of capitalism which will shake consumer confidence and stifle spending”. Additionally, in November 2010, al‐Qa’ida in the Arabian Peninsula introduced the “strategy of a thousand cuts”, where they encouraged their mujahideen brothers to “attack the enemy with smaller, but more frequent operations…the aim is to bleed the enemy to death”.

What Does Your Fusion Center File Look Like?

Do you want to know what kind of information fusion centers gather on you and your friends? A document contained in the recent Anonymous/AntiSec hack of the Lake County Sheriff’s Office provides a great deal of insight into what kind of information is gathered and processed by fusion centers at the request of local law enforcement. The document is described as a “biographical profile” and was produced by the Central Florida Intelligence Exchange (CFIX), a regional fusion center serving a number of counties including Brevard, Lake, Orange, Seminole and Volusia. CFIX is one of several fusion centers in the state of Florida, part of a larger network of more than seventy operating all around the country. When the Lake County Sheriff’s Office asked for a “workup” on a man being investigated for charges relating to child pornography, CFIX produced a six page profile on the subject, who had no prior criminal history. The report has a flashy cover festooned with logos, restrictive markings and even a graphical depiction of the man’s name, meaning that an employee of the fusion center did not just type the man’s name into a word processor, but actually took the time to produce an individualized graphic with stylistic highlights and shadows.

Cop Block, based on the description on their Facebook page, is a “decentralized project supported by a diverse group of individuals united by their shared goals of police accountability, education of individual rights and the dissemination of effective tactics to utilize while filming police.” The project was founded in 2010 by an individual who started Cop Block due to his personal experiences with law enforcement when he was “a victim of the war on drugs, twice”.

Florida Fuel Pump Credit Card Skimmer Warning

On December 16, 2010, at approximately 1736 hours, the Melbourne Police Department responded to reports of fraud at the RaceTrac gas station located at 4641 W Eau Gallie Blvd, in Melbourne (MP10-83795). An investigation revealed there was a credit card skimmer installed inside one of the fuel pumps that had been attached with Velcro. Victims began reporting fraudulent charges on their credit card accounts on December 14, 2010 and there have been fourteen (14) reports to date that are believed to be linked with this trend. At this time, it is unknown as to how long the skimmer had been inside the pump. It is estimated that over 600+ credit card numbers have been compromised. The stolen credit card numbers have been used multiple times at bank ATM’s in New York City, most frequently at the Actors Federal Credit Union.

(U//FOUO) Attempted VBIED Attack at Maryland Military Recruitment Center

On 8 December 2010, 21 year old Antonio Martinez [aka Muhammad Hussain], a recent convert to radical Islam, was arrested after he attempted to blow up a military recruiting center in Catonsville, Maryland, using what he believed was a vehicle borne improvised explosive device [VBIED]. According to the criminal complaint, Martinez came to the attention of the FBI after a confidential source informed them of the following statement he had made on his Facebook page, “Any 1 who ALLAH and HIS Prophet PEACE .Be.Upon. Him I hate u with all of my heart”.

Florida Fusion Center Monitored BP Protests, Ron Paul Events, Code Pink

Several restricted documents produced by the Central Florida Intelligence Exchange (CFIX) and obtained by Public Intelligence indicate that a variety of protests and political events are monitored by the regional fusion center for potential threats and violent activity. These events span the political spectrum from a summit hosted by Ron Paul’s Campaign for Liberty to anti-war protests conducted by Code Pink and Veterans for Peace. While the documents make no mention of specific threats arising from the events, they do indicate that the fusion center monitors political action in a variety of forms and sometimes requests law enforcement officers to report on constitutionally-protected activities.

On 13-15 August 2010, the Campaign for Liberty will be holding their second annual Florida Liberty Summit at the Rosen Center Hotel in Orlando, Florida. The Campaign for Liberty is a political organization founded by Congressman Ron Raul. The website for the event states it is a way for “liberty minded activists…to network, learn, and build as our grassroots Revolution to reclaim our Republic and restore our Constitution”. During the 2009 Florida Liberty Summit the start of the program had to be postponed for 30 minutes due to International Drive being backed up with attendees attempting to park. Based on the groups calculations, there was around 1500 people in attendance. Although the attendance numbers on the group sites promoting this year’s event are low, the continued support of Ron Paul and his party may produce similar attendance numbers and issues to that of the 2009 event.

(U//FOUO) Central Florida Intelligence Exchange Gaza Flotilla Protest Warning

On May 31, 2010, Israeli soldiers boarded six humanitarian aid ships that were headed towards the Gaza Strip, carrying thousands of tons of supplies as well as hundreds of pro-Palestinian activists. The convoy, which was organized by the ‘Free Gaza Movement’, was intercepted by Israeli naval forces while attempting Israel and Gaza Humanitarian Convoy to break the naval blockade off the Gaza Stip. There were more than 10 people killed and several injured, including Israeli soldiers, during this incident. Statements regarding the events have differed greatly. The pro-Palestinian activists are reporting that the Israeli soldiers boarded the ship with no warning and began shooting sleeping civilians as soon as their feet hit the deck. Conversely, the Israel Ministry of Foreign Affairs issued a statement advising that Israeli naval forces boarded the ships after issuing several warnings that were ignored. Once on the ships, Israeli soldiers were attacked by the activists with live fire as well as other weapons such as knives and clubs.

The following scheduled protests are a part of “Seize BP Week of Action”, which are demonstrations that are being held throughout the country between 3 June and 10 June 2010. The purpose of the protests is to convince the United States government to seize BP’s assets and to “ensure justice” for all of the devastation that has been caused in the Gulf of Mexico from the disaster of the Deepwater Horizon.

K2 or Spice, marketed as “synthetic marijuana,” is an herbal substance being sold legally in the United States as incense labeled “not for human consumption.” The products contain one or more synthetic compounds which interact with the body similarly to the primary psychoactive constituent of delta-tetrahydrocannabinol, or THC, in marijuana. Therefore, the corrupt term of “synthetic marijuana” has been attached to these substances when in fact the correct term should be “synthetic cannabinoids.” A series of synthetic compounds were created in 1995, by Dr. John W. Huffman of Clemson University. One of the more popular compounds created by Dr. Huffman was the JWH series specifically; JWH-018.

(U//FOUO) While the FBI has no information to indicate a specific attack has been planned against the United States or US assets in response to the “International Burn a Koran Day” event, the FBI assesses with high confidencea that, as with past incidents perceived as acts of desecration against Islam, extremist actors will continue to threaten or attempt to harm the leaders, organizers, or attendees the event, scheduled for 6:00-9:00pm on 11 September 2010 in Gainesville, Florida. Depending on the continued national and international publicity the event receives, it may also inspire retaliatory attacks against US facilities overseas.

Florida Multi-Year Training & Exercise Plan 2011-2013

The purpose of the Multi-Year Training and Exercise Plan (MYTEP) is to provide a follow-on companion document to Florida‟s Domestic Security Strategic Plan. It is a living document that will be updated and refined annually. The MYTEP provides a roadmap for Florida to follow in accomplishing the priorities and goals described in the Florida‟s Domestic Security Strategic Plan. Each State Priority is linked to a corresponding National Priority, and, if applicable, an Improvement Plan (IP) action. The priority is further linked to the associated target capabilities that would facilitate accomplishment of the priority and the training and exercises that will help the jurisdiction obtain those capabilities and achieve that priority.

Florida HIDTA K2-“Spice” Drug Alert Report

K2, or SPICE, is a new illicit drug product that has begun to appear in a limited number of drug markets in the United States. This product is a small package of herbal blends and appears to be treated with differing versions of synthetic Cannabinoids. Effects are reportedly analogous to marijuana but include additional dangers to users such as panic attacks, heart palpitations, hallucinations, delusions, vomiting, increased agitation, dilated pupils, and other symptoms.
