This overview presents key findings and conclusions from a study sponsored by the National Institute of Justice to investigate the effects of the federal assault weapons ban. This study updates prior reports to the National Institute of Justice and the U.S. Congress on the assault weapons legislation.

CS Spray Exposure Clinical Effects and Management
The number of people exposed to CS spray presenting to accident and emergency departments is on the increase. Its effects, though usually minor and short lived, involve several systems and can occasionally be life threatening. It is therefore important that staff are able to manage these patients and know when and how to protect themselves and others from further contamination.

{garbled}Aldous Huxley, a renowned Essayist and Novelist who during the spring semester is residing at the university in his capacity of a Ford research professor. Mr Huxley has recently returned from a conference at the Institute for the study of Democratic Institutions in Santa Barbara where the discussion focused on the development of new techniques by which to control and direct human behavior. Traditionally it has been possible to suppress individual freedom through the application of physical coercion through the appeal of ideologies through the manipulation of man’s physical and social environment and more recently through the techniques, the cruder techniques of psychological conditioning. The Ultimate Revolution, about which Mr. Huxley will speak today, concerns itself with the development of new behavioral controls, which operate directly on the psycho-physiological organisms of man. That is the capacity to replace external constraint by internal compulsions. As those of us who are familiar with Mr. Huxley’s works will know, this is a subject of which he has been concerned for quite a period of time. Elena Kagan Paper “Private Speech, Public Purpose: The Role of Governmental Motive in First Amendment Doctrine”
In one of the most frequently quoted passages of one of the most frequently cited First Amendment decisions, the Supreme Court declared that “the purpose of Congress … is not a basis for declaring [ ] legislation unconstitutional.” Noting several hazards of attempting to ascertain legislative motive, the Court in United States v O’Brien eschewed this endeavor in First Amendment cases, as well as in other constitutional adjudication.

ELF/VLF Wave-injection and Magnetospheric Probing with HAARP
A three year research program is proposed to establish an array of wideband ELF/VLF receivers and to conduct continuous measurements of the magnetospheric response to the injection of ELF/VLF waves using the HAARP HF heater. The primary objective of the proposed program is to detect the so-called ‘one-hop’ direct and the ‘two-hop’ whistler-mode echo of a HAARP-injected ELF/VLF signal, and to study the characteristics of these signals to determine the degree to which injected ELF/VLF signals are amplified by the magnetospheric plasma, leading to the triggering of new emissions and enhanced precipitation of energetic electrons from the radiation belts. The scientific opportunities, background and justification for ELF/VLF wave-injection and magnetospheric probing experiments with HAARP are provided in Attachment A, which is a copy of a detailed report prepared earlier (April 2001) by Stanford for preliminary ELF/VLF wave-injection campaigns conducted under the auspices of the Polar Aeronomy and Radio Science (PARS) program.

Overview of Palestine’s Economic Policy and Foreign Trade Regime
Palestine lies on the western edge of the Asian continent and on the eastern extremity of the Mediterranean Sea. Its territory comprises two parts – the West Bank, a landlocked area bordered by Israel and Jordan, and the Gaza Strip, bordered by Israel, Egypt and the Mediterranean Sea. It covers an approximate area of 6,165 km2 (5,800 km2 in the West Bank and 365 km2 in the Gaza Strip).

Active Thermitic Material Discovered in Dust from the 9/11 World Trade Center Catastrophe
We have discovered distinctive red/gray chips in all the samples we have studied of the dust produced by the
destruction of the World Trade Center. Examination of four of these samples, collected from separate sites, is reported in
this paper. These red/gray chips show marked similarities in all four samples. One sample was collected by a Manhattan
resident about ten minutes after the collapse of the second WTC Tower, two the next day, and a fourth about a week later.
