IMF Report on Switzerland Fiscal Transparency

This report provides an assessment of the fiscal transparency practices of Switzerland against the requirements of the IMF Code of Good Practices on Fiscal Transparency (2007). The first part is a description of practices, prepared by IMF staff on the basis of discussions with the authorities and their responses to the fiscal transparency questionnaire, and drawing on other available information. The second part is an IMF staff commentary on fiscal transparency in Switzerland. The two appendices summarize the staff’s assessments, comment on the observance of good practices, and document the public availability of information.

Eritrean Post-Crisis Rural Recovery and Development Programme

In the light of the threatening global food crisis, and soaring food prices, the Government of Eritrea (GOE) requested IFAD to expand the on-going Post-Crisis Rural Recovery and Development Programme (PCRRDP) noting the good implementation capacity, and the good agricultural potentials of both districts, the poverty and food insecurity in the two regions and nationally. An IFAD mission which visited the country in February 2008 examined the government request and came to a conclusion that capacity exists to implement additional agricultural initiatives which will further contribute to the food security in the region and nationally. A draft proposal was submitted to IFAD in May 2008.

Army Simulation and Training PEOSTRI Overview

National Security Space Acquisition Policy DoD Interim Guidance

The acquisition of DoD space systems results from the interaction of three complementary processes: the Joint Capabilities Integration and Development System under the authority of the Chairman of the Joint Chiefs of Staff; the Planning, Programming, Budgeting, and Execution process under the authority of the DoD Comptroller; and the NSS acquisition process under the authority of the DoD Space MDA. To work effectively, the acquisition process requires constant coordination among these processes and their authorities.

Army Distributed Common Ground System (DCGS A) Commander’s Handbook

Access to the Intelligence Enterprise is through the Distributed Common Ground System-Army (DCGS-A). This Commander’s Handbook is an overview of the capabilities DCGS-A is providing to the commander. It addresses the benefits of employment of DCGS-A as a whole, rather than any particular fielded version. DCGS-A, as a component to the DoD Distributed Common Ground/Surface System Mission Area program, is greatly contributing to the Joint and combined Warfighter needs.

Army Strategic Communications Plan: Housing Market Crisis Assistance For Soldiers and Families

Soldiers and Families (Active, Reserve and National Guard) are being negatively affected by the National Housing Market Crisis. This crisis can impact a Soldier’s ability to sell, purchase, or rent their homes during permanent change of station (PCS) transfers, thus, leaving the Soldier with financial and/or Family separation challenges. Many Soldiers feel they have only two options, taking drastic financial actions or becoming geographical bachelors.

FEMA: Considering Household Pets and Service Animals in Emergency Planning

Today, more than 60 percent of American households own a pet, an increase 2 from 56 percent in 1988. Nearly half of pet owners consider their animals to be 3 members of the family. The power of the relationship between people and their pets or service animals is readily apparent during disaster evacuations. Prior to the landfall of Hurricane Katrina, storm evacuees refused to leave their residences because first responders would not allow their pets to evacuate with them.

Responsibility for the TOPOFF Domestic Counterterrorism National Exercise Series transferred from the Department of Justice to the Department of Homeland Security on March, 1 2003 with transfer of the Office for Domestic Preparedness. TOPOFF 3 Private Sector Integration Concept of Operations

T3 provides private sector organizations and associations with an opportunity to test their emergency response and business continuity plans in conjunction with Federal, State, and local response agencies. As the largest national Full-Scale Exercise (FSE) in history, last year’s TOPOFF 2 exercise engaged more than 8,500 participants. With private sector participation, T3 promises to be larger in scope and complexity.

TOPOFF 3 AAR Private Sector Annex

Private-sector organizations participated in the Top Officials (TOPOFF) 3 (T3) exercise as partners with Federal, State, and local (FSL) government entities to test their combined ability to prepare for and respond to simulated biological and chemical terrorist attacks in Connecticut and New Jersey. The private sector’s participation in the exercise was extensive. Over 140 private sector organizations—representing critical infrastructure sectors, industry associations, public works, faith-based organizations, and multinational non-governmental organizations—played from 450 locations across the United States.
