U.S. Army Special Operations Command Primer on Russian Unconventional Warfare in Ukraine 2013-2014

This document is intended as a primer—a brief, informative treatment—concerning the ongoing conflict in Ukraine. It is an unclassified expansion of an earlier classified version that drew from numerous classified and unclassified sources, including key US Department of State diplomatic cables. For this version, the authors drew from open source articles, journals, and books. Because the primer examines a very recent conflict, it does not reflect a comprehensive historiography, nor does it achieve in-depth analysis. Instead, it is intended to acquaint the reader with the essential background to and course of the Russian intervention in Ukraine from the onset of the crisis in late 2013 through the end of 2014.

(U//FOUO) Department of Defense Mission Analysis for Cyber Operations

This report fulfills the requirement contained in the National Defense Authorization Act (NDAA) for Fiscal Year 2014, Section 933 “Mission Analysis for Cyber Operations of the Department of Defense (DoD).” The Department undertook an accelerated but deliberate process to conduct the analysis, the outcomes of which are contained in this report. The analysis addressed each sub-section of the statute and was fully vetted across the Department. The results of this analysis reflect the Department’s current view of its requirements for successful conduct of cyberspace operations, leveraging a Total Force solution. As cyberspace capabilities, force structure, and command and control (C2) constructs evolve, the Department will conduct periodic reviews of its cyberspace requirements and adjust them as necessary.

(U//FOUO) CFIX Bulletin: Jihadist Propaganda Provides Guidance for Attacks on Law Enforcement

Propaganda providing guidance and/or encouraging “individual jihad” or small cell operations against the West continues to be a prevalent theme in jihadist messaging. This bulletin was created by the CFIX in order to address recent propaganda from the Islamic State and its supporters which provides guidance on targeting law enforcement officers. The CFIX bases its analysis in this bulletin from open source reporting and internet postings with varying degrees of reliability, especially in regards to the true intention and capabilities of terrorist organizations and their supporters. This information is intended to support local, state and federal government agencies along with other entities in developing / prioritizing protective and support measures relating to an existing or emerging threat to homeland security.

NATO Comprehensive Operations Planning Directive

NATO recognises that that the military alone cannot resolve a crisis or conflict. There is a need for more deliberate and inclusive planning and action through established crisis management procedures that allow for both military and non-military resources and efforts to be marshalled with a greater unity of purpose. Adopting such a comprehensive approach to operations begins with inculcating a culture of active collaboration and transparency among those involved in crisis management.

NATO Military Policy on Psychological Operations

The role of Psychological Operations (PSYOPS) is to induce or reinforce the perceptions. attitudes and behaviour of North Atlantic Council (NAC) approved audiences in support of Alliance political and military objectives. Additionally, PSYOPS can mitigate the effective use of hostile propaganda against friendly forces, local civilian audiences and other audiences of importance to NATO.

NATO Allied Joint Doctrine for Psychological Operations

The purpose of Allied Joint Publication (AJP)-3.10.1 Allied Joint Doctrine for Psychological Operations is to address the planning and conduct of military PSYOPS in support of NATO activities. PSYOPS, as one of the key contributors to most information operations (INFO OPS) activities, will achieve their greatest effect when coordinated within the larger INFO OPS plan and supporting a much broader information strategy. The new construct of INFO OPS is focused on affecting will, understanding, and capability through the three activities of influence, counter-command, and information protection. It must be noted that PSYOPS has influence activity as its mission; and by influencing target audiences (TA) directly, PSYOPS, in turn, has indirect effects on understanding and capability.

NATO Military Policy on Information Operations

The Information Environment (IE) comprises the information itself, the individuals, organizations and systems that receive, process and convey the information, and the cognitive, virtual and physical space in which this occurs. This environment has seen significant changes in recent years. The importance of worldwide distributed information, the speed at which information is communicated, the role of social media and the reliability of information systems have created a situation in which no Alliance decision or action can be taken without considering its potential impact on the IE. The ubiquitous nature of information and the potential strategic ramifications of tactical actions add to the challenge faced by NATO Commanders. In this new IE it is more difficult to distinguish between the strategic, operational and tactical levels. The coordination, synchronisation and execution of information activities (IA) that deliberately create desired effects in the IE is essential to the Alliance’s successful functioning in peace, crisis and conflict.

Military information support operations (MISO) play an important role in DOD communications efforts through the planned use of directed programs specifically designed to support USG and DOD activities and policies. MISO are planned operations to convey selected information and indicators to foreign audiences to influence their emotions, motives, objective reasoning, and ultimately the behavior of foreign governments, organizations, groups, and individuals in a manner favorable to the originator’s objectives. Military information support (MIS) professionals follow a deliberate process that aligns commander’s objectives with an analysis of the environment; select relevant TAs; develop focused, culturally, and environmentally attuned messages and actions; employ sophisticated media delivery means; and produce observable, measurable behavioral responses.

How to Conduct Psychological Operations

Psychological operations (PSYOP) have long been used by militaries around the world to coerce populations into acting in a manner favorable to their mission objective. The product of these operations, which is commonly called propaganda when distributed by enemy forces, is a mixture of complex social research, art direction and psychological theory designed to manipulate its unsuspecting recipient into modifying their behavior in a way favorable to those conducting the PSYOP. The message conveyed through a PSYOP can often stray into deeply emotional and personal territory that is intended to trigger a profound psychological response. For example, U.S. and British troops fighting in Italy and France during World War II were subjected to a barrage of leaflets dropped by German aircraft describing the futility of their mission, encouraging them to take the “POW life insurance policy” and instructing them that their girlfriends back home were being taken advantage of by Jewish businessmen. The methodology behind these persuasive psychological tactics is described in detail in U.S. Army FM 3-05.301 Psychological Operations Process Tactics, Techniques, and Procedures, which provides fascinating insight into the methods used by PSYOP soldiers to modify the behavior of targeted populations.

Field Manual (FM) 3-05.301 describes the tactics, techniques, and procedures (TTP) for the implementation of United States (U.S.) Army Psychological Operations (PSYOP) doctrine presented in the higher-level publication, FM 3-05.30, Psychological Operations. FM 3-05.301 provides general guidance for commanders, staffs, and Soldiers who plan and conduct PSYOP across the range of military operations. The TTP in this manual are presented within the framework of the seven-phase PSYOP process, a mainstay for effective PSYOP executed at the tactical, operational, and strategic levels.

Transcript of 1968 Council on Foreign Relations Secret Meeting on the Theory of CIA Covert Action

A transcript of a private meeting held in 1968 in the New York Pratt House of the Council on Foreign Relations. The meeting was attended by a number of prominent members of the early U.S. intelligence community, including Richard Bissell and Allen Dulles. The transcript was reportedly discovered by Vietnam War protesters who occupied a building in 1971 housing Harvard’s Center for International Affairs. One of the attendees of the secret meeting, William Harris, served as an associate to the Center for International Affairs and this transcript was found in his personal files. The transcript was published in full in the 1974 book “The CIA and the Cult of Intelligence” by Victor Marchetti, a former special assistant to the Deputy Director of the Central Intelligence Agency, and John D. Marks, a former officer of the United States Department of State. The meeting transcript is described in the book as the “most complete description of the CIA’s covert-action strategy and tactics ever made available to the outside world.”

(U//FOUO) National Counterterrorism Center Report: Envisioning the Emergence of Shia Homegrown Violent Extremist Plotters in the US

We assess that a Shia homegrown violent extremist (HVE) attack in the US is highly unlikely absent a catalyzing event that could galvanize some US-based Shia to engage independently in violence. Given sustained bilateral US-Iran tensions, the occurrence of such a catalyst could prompt Shia HVE activity relatively quickly, underscoring the benefits of early engagement with Shia communities about indicators of HVE radicalization. Potential triggering events for such Shia HVE violence include US military action against Iran and Lebanese Hizballah, Shia leadership or senior clerics sanctioning violence in the US, prominent Sunni government attacks on Shia, or high-profile anti-Shia activity in the US, judging from the results of a structured NCTC brainstorming exercise.

European Parliament Study: Countering Terrorist Narratives

This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the LIBE Committee, provides an overview of current approaches to countering terrorist narratives. The first and second sections outline the different responses developed at the global and European Union levels. The third section presents an analysis of four different approaches to responding to terrorist narratives: disruption of propaganda distribution, redirect method, campaign and message design, and government communications and synchronisation of message and action. The final section offers a number of policy recommendations, highlighting five interrelated ‘lines of effort’ essential to maximising the efficiency and effectiveness of counterterrorism and countering violent extremism strategic communication.

The study addresses the challenges facing the United States from the increasing use by rivals and adversaries – state and non-state alike – of what have come to be called “Gray Zone” techniques. The term Gray Zone (“GZ”) denotes the use of techniques to achieve a nation’s goals and frustrate those of its rivals by employing instruments of power – often asymmetric and ambiguous in character – that are not direct use of acknowledged regular military forces.

Office of the Director of National Intelligence Summary of U.S. Counterterrorism Strikes Outside Areas of Active Hostilities

In accordance with the President’s direction and consistent with the President’s commitment to providing as much information as possible to the American people about U.S. counterterrorism activities, the Director of National Intelligence (DNI) is releasing today a summary of information provided to the DNI about both the number of strikes taken by the U.S. Government against terrorist targets outside areas of active hostilities and the assessed number of combatant and non-combatant deaths resulting from those strikes. “Areas of active hostilities” currently include Afghanistan, Iraq, and Syria.

FBI Cyber Bulletin: Global Extremists Conducting Cyber Activity in Support of ISIL

Over the past 18-24 months, an unknown number of online extremists have conducted “hacktivist” cyber operations – primarily Web site defacements, denial-of-service attacks, and release of personally identifiable information (PII) in an effort to spread pro-Islamic State of Iraq and the Levant (ISIL) propaganda and to incite violence against the United States and the West. Recent open source reporting from the Daily Mail India, indicates ISIL is recruiting Indian hackers and offering upwards of $10,000 USD per job to hack government Web sites, steal data, and to build social media databases for recruiting purposes. Indian officials believe as many as 30,000 hackers in India may have been contacted. The FBI cannot confirm the validity of the media reports, and beyond this single article on Indian hackers and ISIL, does not have information indicating any such relationship exists to date. The FBI assesses this activity is most likely independent of ISIL’s leaders located in Syria and Iraq.

U.S. National Terrorist Financing Risk Assessment 2015

After the September 11, 2001 terrorist attacks, the United States adopted a preventive approach to combating all forms of terrorist activity. Efforts to combat the financing of terrorism (CFT) are a central pillar of this approach. Cutting off financial support to terrorists and terrorist organizations is essential to disrupting their operations and preventing attacks. To that end, the U.S. government has sought to identify and disrupt ongoing terrorist financing (TF) and to prevent future TF. The law enforcement community, including various components of the U.S. Departments of Justice, Homeland Security, and the Treasury, along with the intelligence community and the federal functional regulators, applies robust authorities to identify, investigate, and combat specific TF threats, enforce compliance with applicable laws and regulations, and prosecute supporters in order to deter would-be terrorist financiers. The U.S. Department of the Treasury (Treasury), which leads financial and regulatory CFT efforts for the U.S. government, employs targeted financial sanctions, formulates systemic safeguards, and seeks to increase financial transparency to make accessing the U.S. financial system more difficult and risky for terrorists and their facilitators. All of these efforts involve extensive international engagement to try to prevent any form of TF, particularly financing that does not necessarily originate in the United States, from accessing the U.S. financial system.

UN Report on ISIL, Ansar al Charia, al-Qaeda Threat in Libya November 2015

Since 2013, the country has experienced several waves of Libyan returnees, which also formed the backbone of the newly established ISIL in Libya. In addition, the country continues to attract foreign terrorist fighters in significant numbers from North Africa. While currently concentrated in its stronghold in Sirte, ISIL could seek local alliances to expand its territorial control, also entailing the risk of motivating additional foreign terrorist fighters to join the group in Libya.

Restricted U.S. Army Foreign Internal Defense Manual

FID is participation by civilian and military agencies of a government in any of the action programs taken by another government or other designated organization to free and protect its society from subversion, lawlessness, insurgency, terrorism, and other threats to its security (Joint Publication [JP] 3-22, Foreign Internal Defense). This publication depicts the integrated theater efforts that include ARSOF and conventional forces roles in joint, multinational, intergovernmental, and nongovernmental organizations working in a collaborative environment. It provides an overview of selected sources of power applied through the instruments of national power brought to bear for supporting FID and the impact and interaction of Army units with the other instruments of national power. In addition, it illustrates how FID is a key component of a host nation’s (HN’s) program of internal defense and development (IDAD), and that the focus of all U.S. FID efforts is to support that IDAD program to build capability and capacity to free and protect the HN from subversion, lawlessness, and insurgency.

U.S. Army TRISA Threat Tactics Report: Islamic State of Iraq and the Levant

The Islamic State of Iraq and the Levant (ISIL) has risen to prominence as a danger to peace and a regional threat with global impact. This perception comes, in large measure, because of its successes in Syria and then a rapid takeover of northern Iraq. Its military victories are largely due to successful recruiting, intra-insurgent conflict, large cash reserves, and ineffective opponents. There is much to learn from how ISIL is fighting. The ready availability of recruits, many of whom are foreigners attracted to ISIL successes, and large amounts of money for payroll and purchasing war materiel are critical considerations, but it is also important to consider how ISIL is fighting on the ground.
