(U//FOUO) USMC Ammunition Logistics Manual

Marine Corps Warfighting Publication (MCWP) 4-11.9, Ammunition Logistics, provides guidance for commanders, staffs, logisticians, ammunition and aviation ordnance officers, supply officers, and ammunition and aviation ordnance Marines. This publication discusses the Marine Corps ammunition and aviation ordnance communities’ organization and support structure, the general responsibilities of ammunition and aviation ordnance personnel, the systems used in support of ammunition logistics, planning considerations, safety issues, training, and the regulatory environment in which Marine Corps ammunition logistic operations are planned and executed. Various elements of Navy supporting establishments with ammunition responsibilities that have not been addressed in other USMC Service doctrine are introduced in the MCWP 4-11.9.

Restricted U.S. Military Multi-Service Special Operations Forces Interoperability Manual

This multi-Service tactics, techniques, and procedures (MTTP) publication provides a comprehensive reference for commanders and staffs at the operational and tactical levels with standardized techniques and procedures to assist in planning and executing operations requiring integration of conventional forces and special operations forces (CF/SOF) occupying the same operational environment (OE). This MTTP publication serves as a reference to ensure coordinated multi-Service operations for CF/SOF integration and interoperability (I&I) in order to generate timely actions and increased opportunities while reducing the potential for fratricide. The guidance provided in this publication addressing command and control, maneuver, fire support, and force capabilities fills a doctrinal void and provides a single source document that will enhance effectiveness and improve inter-Service coordination.

(U//FOUO) Maryland Fusion Center Implications of Death of Osama bin Laden

The Intelligence Community (IC) assesses the death of al-Qa’ida (AQ) leader Usama Bin Laden could result in retaliatory attacks in the Homeland and against U.S. and Western interests overseas. Attacks might originate with AQ Core elements in the Tribal Areas of Pakistan, with one of their affiliates overseas, and/or with individuals in the Homeland sympathetic to the cause but lacking a formal group association. We have no indications of advanced AQ Core plotting efforts in the Homeland, but the case of now-detained AQ operative Najibullah Zazi—who, along with two associates, planned to attack New York City subway in 2009 using homemade explosives— demonstrates that unidentified operatives could advance plotting in the Homeland.

West Virginia Massey Energy Upper Big Branch Mine Disaster Investigation

At approximately 3:02 p.m. on Easter Monday, April 5, 2010, a powerful explosion tore through the Upper Big Branch mine, owned by Massey Energy and operated by its subsidiary, Performance Coal Company, at the convergence of Boone and Raleigh counties in southern West Virginia. Twenty-nine miners died and one was seriously injured as the enormously powerful blast rocketed through two and one-half miles of underground workings nearly 1,000 feet beneath the surface of the rugged mountains along the Coal River. The disaster has had grave consequences for a mining company, for a community and, most importantly, for the family members who lost men dear to them.

DoD Email Discussing Anwar al-Awlaki’s 2002 Presentation at the Pentagon

Anwar Awlaki is the Imam at Dar Al-Hijrah in Falls Church, Va, which is one of the largest Islamic Centers in the United States. He is currently working on his PhD in Human Resource Development at George Washington University, received a Master of Education Leadership from San Diego state University and his BS in Civil Engineering from Colorado State University. He completed Islamic Studies in Yemen. He has been doing extensive public speaking on the above topics, especially since the events on September 11. Mr. Nihad Awad, President of the Counsel of American-Islamic Relations has also expressed interest in attending. Mr. Amr Moussa, the Secretary General of the Arab League, will be in D.C. on February 4th and 5th, although I don’t think that our luncheon will have the clout to get his attendance!

The purpose of this assessment is to assist members of the law enforcement and public safety communities in differentiating among four types of clandestine laboratories: biological, chemical, explosives, and methamphetamine. It provides descriptions, distinguishing features, and hazards of each type of laboratory and includes four reference guides for distribution to public safety personnel. This assessment expands on a related product—Distinguishing a Biological Agent Production Laboratory from a Methamphetamine Laboratory, Lawrence Livermore National Laboratory, 22 January 2008—by including indicators and warning signs associated with clandestine chemical and explosives laboratories.

The defendant engaged in oral sexual conduct and anal sexual conduct with another person by forcible compulsion; the defendant attempted to engage in sexual intercourse with another person by forcible compulsion; the defendant subjected another person to sexual contact by forcible compulsion; the defendant restrained another person; the defendant subjected another person to sexual contact without the latter’s consent; and in that the defendant intentionally, and for no legitimate purpose, forcibly touched the sexual and other intimate parts of another person for the purpose of degrading and abusing such person, and for the purpose of gratifying the defendant’s sexual desire.

(U//LES) DHS Petroleum Refinery Characteristics and Common Vulnerabilities Report

A refinery comprises upstream components, process units, downstream components, and product storage. There are four basic processes used in refineries to produce products. Distillation is used to separate hydrocarbons of similar boiling range into intermediate and final products. Chemical processes are used to change the structure of the hydrocarbons to give them different properties breaking them into smaller pieces or combining them into larger ones. Treating processes are used to remove impurities such as sulfur, and blending systems are used to combine intermediate products and additives into final products for sale.

Restricted U.S. Military Multi-Service Civil Support Operations Manual

Military units tasked to support civilian authorities during domestic disasters enable rapid and effective disaster relief operations that limit loss of life, mitigate suffering, and curtail further significant property damage. Lessons learned from recent disaster operations, however, highlight inefficiencies where DOD organizations interface with other local, state, and federal government agencies tasked with disaster relief operations. The challenge remains in integrating military and civil capabilities within a disaster stricken operating environment with little intact infrastructure while urgently and efficiently executing relief operations. Critical to effective disaster relief operations is the DOD ability to commence immediate tactical level relief operations nearly simultaneous to the occurring disaster.

(U//LES) DHS Subway Vulnerabilities and Terrorist Indicators Reports

A subway system, as defined here, includes not only the portion of a rail rapid transit system that is underground, but also the other portions of the rail rapid transit system, even if they are not beneath the ground surface. Data for U.S. subways are typically collected under the heading of “heavy rail,” which is an electric railway with the capacity to transport a heavy volume of passenger traffic and characterized by exclusive rights-of-way, multi-car trains, high speed, rapid acceleration, sophisticated signaling, and high-platform loading. Heavy rail is also known as “subway,” “elevated (railway),” or “metropolitan railway (metro).” Subway systems are typically only one division of a transit agency. Bus, light rail, and commuter rail often operate as feeders to subway stations.

Classified USAID Report on Kabul Bank Corruption

Dubai real estate led depositors to rush to withdraw funds from Kabul Bank, the largest bank in Afghanistan. According to the Report of Kabul Bank in Conservatorship dated October 30, 2010, cited in a draft material loss review commissioned by USAID/Afghanistan, fraudulent loans were used to divert $850 million to insiders. This amount reportedly represented 94 percent of the bank’s outstanding loans.

The relationships involving BCCI, the CIA, and members of the United States and foreign intelligence communities have been among the most perplexing aspects of understanding the rise and fall of BCCI. The CIA’s and BCCI’s mutual environments of secrecy have been one obvious obstacle. For many months, the CIA resisted providing information to the Subcommittee about its involvement with and knowledge of BCCI. Moreover, key players who might explain these relationships are unavailable. Some, including former CIA director William Casey, and BCCI customers and Iranian arms dealers Ben Banerjee and Cyrus Hashemi, are dead. Others, including most of BCCI’s key insiders, remain held incommunicado in Abu Dhabi.

(U//LES) DHS Shopping Mall Characteristics and Common Vulnerabilities Report

Shopping malls are potential targets for terrorist attacks because of the ability to inflict casualties, cause economic damage, and instill fear. Furthermore, they are “soft targets” in that they are serve the general public, and the presence of a significant number of American citizens is assured at certain times of the day. Due to the nature of their functions, these facilities usually lack perimeter or access controls. Due to their accessibility, soft targets are more vulnerable, and virtually impossible to defend against terrorist attacks. Damage or destruction of a large mall could inflict mass casualties, primarily on site; shut down or degrade its operation, thus having a significant impact on the economic well-being of a large area; have widespread psychological impact; and cause the release of hazardous materials.

Photo of Passport for Osama bin Laden’s Wife Appears to Be Fake

A photo of Osama bin Laden’s wife’s passport that was released by Pakistani Television channel GEO TV appears to be fake in numerous respects. The finger pointing up to supposedly hold open the passport is surrounded by a number of angular white areas indicating that is was poorly cropped and taken from another photograph. The tip of the finger concludes in a notable point because of this poor cropping. Also, the photo of the women that is supposed to be bin Laden’s wife is noticeably an overlay from a separate photograph as it falls outside the margins of the space where the passport photo should be and is surrounded by a white “halo” that is visible over the colored background of the passport.

(U//FOUO) Washington D.C. Fusion Center White Powder Letters Warning

A series of “white powder letters” have been received this afternoon at several District of Columbia schools. First responders are responding to the locations and taking appropriate action. Three of the locations have already been cleared. The letters are identical to white powder letters received by District schools in October 2010 and are believed to contain a harmless white power.
