Fire Departments in Warren and Washington County have recently reported thefts of communications equipment
• Thefts include portable and mobile radios, along with software capable of programming this equipment.
• Only newer model, VHF radios have been stolen. Low‐band and older model radios (which aren’t capable of narrowband) have been left untouched.
• Of particular concern: programming software has been stolen. This software could potentially be used to reprogram radios with frequencies of law enforcement agencies, Fire and EMS services, and other public and private sector organizations/businesses.

Special attention should continue to be directed for unattended packages, suspicious persons and vehicles. IEDs concealed as unattended baggage remains a staple tactic of terrorist adversaries targeting mass transit. Noteworthy examples are the attacks in Madrid, March 2004, and in London, July 2005. While some placed IEDs used in these and other attacks were hidden, others remained in plain sight as unattended baggage.

NY Police: Rental Car Database Info Poses Risk to Undercover Officers
Enterprise and Hertz rental car agencies have added a feature to their websites that allows clients to retrieve up to six months of rental records by inserting their last name and driver’s license number into a search field. While intended for business travelers who need to print receipts for expense reports, it could be a useful investigative tool for those in possession of a suspect’s name and driver’s license number. However, officers should also be aware that it could pose a threat to undercover police operations.

(U//FOUO) FBI Times Square “Destructuve Device” Bulletin
(U//FOUO) At approximately 1830 hours on 1 May 2010, a sports utility vehicle (SUV) laden with a destructive device was observed parked at 45th Street and Broadway in Times Square, New York City. Eyewitness reports described the vehicle as smoking, and popping noises were heard emanating from it but no detonation occurred. Law enforcement investigation of the SUV revealed the following: three 20lb propane tanks; two five gallon gasoline canisters; one container containing a black powder material; one large, sealed, vault-like container with visible wires connecting to two analog alarm clocks; and one fuse.

(SBU) DHS TRIPwire: Times Square Vehicle Incendiary Device Attack
In the evening of May 1, 2010, a vehicle with a large incendiary device was discovered and rendered safe in Times Square, New York City. The vehicle was parked at 1515 7th Ave. in Times Square, according to local police officials. The vehicle did not detonate as designed, and there were no casualties. The investigation into the attempted bombing is still ongoing. According to open sources, the vehicle was a blue Nissan Pathfinder spotted by a street vendor who noticed smoke emanating from the vehicle about 6:30pm EST. It is believed the vehicle was abandoned just after 6:00pm, and had its hazard lights flashing and its engine still running. A firefighter who arrived on the scene shortly after being notified reported seeing a “flash” and heard a “popping sound” from the trunk of the vehicle. Theatres, hotels and all foot traffic in the area were cleared and streets were cordoned off by police.

(U) Times Square:
–(U) At 6:34pm, a 1993 Nissan Pathfinder bearing Connecticut license plates was discovered in front of 45thStreet and Broadway, the Times Square area of New York City, with smoke in the cabin. Eyewitnesses report seeing smoke and hearing popping sounds coming from inside the vehicle, and people were observed running from the scene. A mounted NYPD Patrol Officer responded, evacuated the area, and notified the bomb squad.
(U) On 2 May, at approximately 1330, Al-Jazeera reported that a group claiming to be Tehrik-e Taliban Pakistan had claimed responsibility for the attack in a one-minute long video posted on a video-sharing Website. It has yet to be determined if the tape is authentic, and if so, if the group played any role in the attack.

(U//FOUO) Hydrogen Sulfide: A Potential First Responder Hazard
(U//FOUO) DHS/Office of Intelligence and Analysis (I&A) and the Los Angeles Joint Regional Intelligence Center (JRIC) assess that an intentional release of hydrogen sulfide gas most likely would be by a person using it to commit suicide, thus not exposing large numbers of people. The gas is, however, highly toxic and easy to produce from commonly available materials—properties that could make it attractive for use in a terrorist attack. DHS/I&A and JRIC have no information that terrorists are planning an attack in the United States using hydrogen sulfide gas.

NYPD Street Gang Manual
This book is a compilation of various gang intelligence information from various sources including detective and police officer files, primarily confiscated from arrested and/or incarcerated individual gang notes and drawings. Additional material was obtained from other law enforcement agencies’ publications and presentations used for internal officer training, as well as from various other gang publications and internet sources. Six major New York City gangs are presented in this book: the Bloods, the Almighty Latin King and Queen Nation, the Netas, the Crips, Mara Salvatrucha (MS-13), and the Mexican Gangs. Sections within this book include the origin and history of the gang, its structure, rules and regulations, oaths and pledges, symbols and emblems, coded language and hand signals, clothing, tattoos and graffiti. It is our hope that an officer’s knowledge of gang characteristics will assist in combating gang-motivated crimes and reduce the propensity for violence towards the law enforcement community and innocent citizens.

NYPD Threat Analysis September 17, 2008 U.S. Embassy Attack in Yemen
Summary
•The U.S. Embassy in Yemen was attacked on the morning of September 17th, 2008
•Six attackers in two vehicles, both of which were VBIEDs, attacked the front gate of the embassy
•The attack resulted in 16 deaths, a toll that includes all six attackers
•No Americans were killed, and there was no reported damage to the embassy buildings
•A group calling itself Islamic Jihad in Yemen claimed responsibility for the attack
•This is the largest attack in Yemen in the last few years, as al-Qaeda is reportedly undergoing a resurgence in that country

It may be as innocuous and routine as a shift change at your fire station. Perhaps it’s an unusually large-scale event, such as a concert or a famous guest speaker in your city or town. People involved with attack pre-planning may watch intended targets, along with the activities of first responders, to determine security weaknesses, points of entry, traffic patterns, and times of day that offer the most opportunity. Surveillance might include: extensive photography, videotaping, preparing drawings and diagrams, or preparation of charts and graphs to record times and details of events.
