The revision of the existing Lisbon Strategy will be a key priority for the three Presidencies. On the basis of the Commission’s Strategic Report on the evaluation of the Lisbon Strategy, the Commission’s proposal for the post-2010 strategy, and taking into account in this work the report of the Reflection Group headed by Felipe González as well as the contribution of the European Parliament and the consultative bodies (EESC, CoR), the three Presidencies will establish a framework in order to deliver on the challenges that matter most to Europe’s citizens. In line with the Commission’s communication for the Spring European Council 2009 “Driving European recovery” and the European Council conclusions of 18-19 March 2009 and their implementation, the new Strategy will be prepared and launched during the 18 months of our three Presidencies. This focused policy framework will address the future economic, employment, social, environmental challenges and set realistic common targets for the post 2010 Strategy with special attention to growth and jobs.

TOPOFF 3 Private Sector Integration Concept of Operations

T3 provides private sector organizations and associations with an opportunity to test their emergency response and business continuity plans in conjunction with Federal, State, and local response agencies. As the largest national Full-Scale Exercise (FSE) in history, last year’s TOPOFF 2 exercise engaged more than 8,500 participants. With private sector participation, T3 promises to be larger in scope and complexity.

Public Health Emergency Preparedness and Response Plan for the Capital Area

The Capital Area Public Health Network is planning for the immunization or prophylaxis of the entire population in the region. This plan will serve a guide for a regional response to a local or regional event in the Capital Area. The plan is flexible to adjust to the scope of the event. POD response time and target numbers are specific to the particular event. These variables will dictate how many POD sites will be activated. This plan prepares for the worst-case scenario by identifying five POD sites located throughout the region to be used in large-scale emergencies. In order to balance clinic load, reduce congestion, and maximize facility operations, residents have been assigned to a specific POD by municipality.

The evidence the team adduced from the witnesses interviewed and physical observations made strongly indicate that neither SLA nor JEM forces were responsible for the burning of the GOS police office. The burning could have been done by any of any of the idlers within Abu Zureyka. The team further established from the GOS police and the witnesses that the GOS soldiers in Abu Zureyka subjected the locals to intimidation and sexual harassment. It was further established that the GOS soldiers had not only imposed vehicle road movement restrictions between AI Fashir and Abu Zureyka but had also imposed illegal taxation on the goods the locals purchased and brought to Abu Zureyka either from Nyala or AI Fashir.

Patrols carried out within a radius of 131kms South East of AI-Fashir revealed that there is an on going arms race within the general area. A good number of people king security had acquired arms and some persons had given out the identity f people in possession of arms to a group claiming to be SLA. Apparently, this group is undertaking a disarmament business in the general area of Dar Essalam and Wada. Additionally I they have taken revenue generated from water and animal taxes unlawfully and further dispossessed people of their vehicles and properties claiming to be the authority in the general area. The business of dispossession often attracted some form of resistance from owners which sometimes has resulted in injury of death of some persons.

Restricted African Union Ceasefire Violation Report: Armed Militia Attack on a Commercial Truck

On 2 Aug 05, some Armed militias/Janjaweed attacked and robbed commercial truck along Donkey Dreissa – Graida Road killing 7 people and injuring 6 others in the process. The CFC considered the act as a ceasefire violation committed by the Armed militia/Janjaweed. The Team established that the vehicle was attacked by Armed militia/Janjaweed, 7 people were killed including 2 policemen who were escorting the truck. Also 6 others persons were injured in the attack. The team further confirmed that the attackers also robbed the passengers of their possessions.

The Palestinian National Early Recovery and Reconstruction Plan for Gaza, 2009 ‐ 2010

This document has been prepared by the Palestinian National Authority’s Ministry of Planning with support from all line ministries, UN agencies, the EC, the World Bank and other partners.
