U.S. DOJ-FBI Criminal Justice Information Services (CJIS) Security Policy 2011 Draft

Law enforcement needs timely and secure access to services that provide data wherever and whenever for stopping and reducing crime. In response to these needs, the Advisory Policy Board (APB) recommended to the Federal Bureau of Investigation (FBI) that the Criminal Justice Information Services (CJIS) Division authorize the expansion of the existing security management structure in 1998. Administered through a shared management philosophy, the CJIS Security Policy contains information security requirements, guidelines, and agreements reflecting the will of law enforcement and criminal justice agencies for protecting the sources, transmission, storage, and generation of Criminal Justice Information (CJI); and the Personally Identifiable Information derived from CJI.

TSA Swiss-Made Miniature Gun Warning

The ATF has issued an officer safety advisory on what is called the world’s smallest gun after a CBS 2 inquiry. The Alert has been issued both in the New York and nationally to all Alcohol, Tobacco, Firearms and Explosives criminal investigators and will be passed on to other federal agencies. The ATF has confiscated thousands of disguised or miniature guns from flashlights that shoot a .25 caliber bullet to pen guns. The latest miniature gun that is alarming the ATF community is the Swiss MiniGun.

Florida HIDTA K2-“Spice” Drug Alert Report

K2, or SPICE, is a new illicit drug product that has begun to appear in a limited number of drug markets in the United States. This product is a small package of herbal blends and appears to be treated with differing versions of synthetic Cannabinoids. Effects are reportedly analogous to marijuana but include additional dangers to users such as panic attacks, heart palpitations, hallucinations, delusions, vomiting, increased agitation, dilated pupils, and other symptoms.

SEC Goldman Sachs Securities Fraud Complaint

The Commission brings this securities fraud action against Goldman, Sachs & Co. (“GS&Co”) and a GS&C6 employee, Fabrice Tourre (“Tourre”), for making materially misleading statements and omissions in connection with a synthetic collateralized debt obligation (“CDO”) GS&Co structured and marketed to investors. This synthetic CDO, ABACUS 2007ACI, was tied to the performance of subprime residential mortgage-backed securities (“RMBS”) and was structured and marketed by GS&Co in early 2007 when the United States housing market and related securities were beginning to show signs of distress. Synthetic CDOs like ABACUS 2007-ACI contributed to the recent financial crisis by magnifying losses associated with the downturn in the United States housing market.

National Level Exercise 2010 (NLE 10) Training Manual

Beginning with FY2010 National Level Exercise (NLE) to engage the National Planning Scenario 1-Improvised Nuclear Detonation, the Training Working Group (TWG) has become an integral part of preexercise preparedness. To assist with the exercise preparedness activities, the Training Manual (TM) has been created to attempt to identify training for all levels of response and recovery. The training offered by exercise participants will be captured and indexed in this manual. To accomplish this task, significant participation was necessary from participating Emergency Support Functions (ESF) to build the index and the training aides found in this manual.

Gulf Coast Drug Trafficking Brief: Strawberry Methamphetamine

A new kind of methamphetamine that has a strawberry flavor and bright pink coloring was seized for the first time in Carson City, Nevada during a search of an apartment on January 27, 2007. Flavored methamphetamine is the newest metamorphosis of the dangerous street drug. It appears that the flavor and color were added to the meth during the cooking process, instead of afterward, which would mean the drug does not have any less potency than its common counterpart. The colored and flavored methamphetamine, known as “Strawberry Quick” in the Sacramento, California area and now in Carson City, is popular among new users who snort it because the flavoring can cut down on the taste.

Scientology Headquarters (Gold Base/Int Base)

The international headquarters of Church of Scientology, also called the Gold Base or Int Base, is located on a 500-acre parcel of land in San Jacinto in Riverside County, California. The Church of Scientology purchased the site, a former resort used by celebrities, in 1978. Many of Scientology’s organizations are headquartered there, including the Religious Technology Center, the Commodore’s Messenger Organization International and Golden Era Productions. Golden Era Productions manufactures the E-Meter and produces and distributes all church audio-visual materials, both internal and promotional. The motif of the facility is designed to look like a Scottish castle, perhaps as a reference to one of Hubbard’s largest ideological inspirations Aleister Crowley. Like Mr. Crowley’s Boleskine House, which is located near Loch Ness, Scotland, Mr. Hubbard also refers to his house in a singular epithet “Bonnie View”.

Idaho Sheriff Warning: Hydrogen Sulfide Suicide

In our Ada County Case, on 5-13-09 a blue Toyota Scion was observed at the Lookout Point near Lucky Peak Dam on Highway 21. The vehicle had “Hazardous Materials” warnings that appeared to be printed on a home computer taped to the outside of the car. The warnings indicated that the car contained Hydrogen Sulfide gas and that one breath can kill. The lone occupant of the vehicle, a 29-year-old male, was slumped over in the driver’s seat.

Hydrogen sulfide is considered a broad spectrum poison, meaning ‐ that it can poison several different systems in the body, although the nervous system is most affected. The toxicity of H2S is comparable with that of hydrogen cyanide. It forms a complex bond with iron in the mitochondrial cytochrome enzymes, thereby blocking oxygen from binding and stopping cellular respiration.

LA-RTTAC (U//FOUO) Hazards Posed to First Responders by Hydrogen Sulfide Suicides

(U//FOUO) Suicides involving hydrogen sulfide gas are increasing. Incidents have been reported in the Joint Regional Intelligence Center area of responsibility (JRIC AoR), most recently in Castaic, California on 23 February 2010. First responders should be aware of the indicators of hydrogen sulfide suicides, and should follow their agencies’ response and personal protection procedures to mitigate risk.
