(U//LES) Gang infiltration of law enforcement, government, and correctional agencies poses a serious security threat due to the access they have to restricted areas vulnerable to sabotage, sensitive information pertaining to investigations, and access to personal information or protected persons, whom they may view as potential targets for violence. Gang members serving in law enforcement agencies and correctional facilities compromise security, criminal investigations and operations, and agency integrity. Compromised law enforcement officers and correctional staff assist gang members in committing their illicit activities, disrupt legitimate law enforcement efforts to investigate such activities, thereby protecting members from discovery and apprehension. Gang members, gang associates, and their family members most commonly infiltrate law enforcement through non-sworn civilian positions. Police dispatchers and records clerks have access to confidential information than officers do and are not always subjected to in-depth background checks prior to employment. However, a number of gang members and former gang members have served as sworn law enforcement and correctional officers.

(U//LES) Minnesota Joint Analysis Center Charitable Motorcycle Run Spying Advisory
The South East Minnesota Narcotics and Gang Task Force is requesting information on Outlaw Motorcycle Gang (OMG) activity that may have an impact on this year’s Fall Flood Run. The Flood Run (www.floodrun.org) is a charitable motorcycle run that takes place both in the spring and fall along the St. Croix River and attracts thousands of riders, the majority of which are law-abiding. However, information has been received that this year’s Flood Run on September 18, 2010, is expected to attract an increased number of Hells Angels and Outlaws gang members, which are rival clubs. Both clubs are known to be involved in criminal activities such as assault, narcotics, money laundering, prostitution and thefts and both are also considered to be “at war” with each other.

This roadmap will be the vehicle for prioritizing, aligning, and synchronizing Service JBMC2 architectural and acquisition efforts. Where policy and other acquisition initiatives are defined to drive JBMC2 developments and related activities, the specific means of application to JBMC2 will be via updates to this roadmap and decisions made by the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD(AT&L)) and U.S. Joint Forces Command (USJFCOM) to ensure overall harmonization across affected efforts and programs. This roadmap provides a strategy with three major parts for integrating current and planned JBMC2 capabilities.

This device, which is a “bangstick,” measuring 4 5/8” in length with a 1 ¾” barrel and capable of firing either a single .38 cal. short Colt, .38 special or .357 magnum cartridge, is intended for use by fishermen and scuba divers to kill sharks and alligators. When used in such a way it is attached to a threaded pole and then used as a prod to hit the target. A very slight tap at the end of the barrel will cause the device to discharge. The “bangstick” is considered a firearm. ATF has classified this device as an “any other weapon” that is prosecutable by 10 years in prison and up to $10,000 in fines under Title 26, Section 5871. These devices can be found at almost any scuba or diving accessories shop.

(U//FOUO//LES) Johns Hopkins Hospital Shooting Update
Initial News sources had reported that the Baltimore Police Department had responded to a call for service for a single male shooter at the Johns Hopkins hospital located in Baltimore, MD. Initial reports indicated that a doctor was shot by the unknown suspect and was in critical condition. The suspect suspect was believed to be barricaded on the eighth floor of the Nelson Building on the Johns Hopkins Hospital Campus. There are reports that the shooter could be barricaded in the room with a relative. Baltimore Police Department reports that only certain areas of the hospital campus are cordoned off. Baltimore Police Department officers are on the scene, the suspect is not in custody, and the Baltimore Police is reporting that the situation is contained. The areas of the Hospital not cordoned off are operating normally.

Virginia Fusion Center Again Requests Removal of Documents from Public Intelligence
On September 15, 2010 we received a notice from an unknown Security Officer at the Virginia Fusion Center requesting that we immediately remove all documents issued by that entity from our site. In early February, we received a notice from a Special Agent Richard A. Havasy Jr. that requested we remove a “Law Enforcement Sensitive” copy of the Virginia Fusion Center’s report on the Bloods street gang. Since then, we have published two more reports from the Virginia Fusion Center, including a “For Official Use Only” Education Facilities Threat Assessment and a “Law Enforcement Sensitive” report on the Mara Salvatrucha 13 (MS-13) street gang.

This report describes the qualification test conducted at Newark International Airport on a prototype RF identification system for use in passenger baggage identification and tracking applications. The system tested was one made by Avante, which operates at 13.56 MHz. It consisted of a freestanding conveyor belt, an HF antenna array, a long-range reader and baggage tags that incorporate an antenna and an integrated circuit.

CSTC-A requires contracted life support services, to include training facility force protection, in the areas identified in the chart below. Facilities covered under this requirement support various aspects of the training of the ANP, including providing life support for mentors and trainers of the Afghan government, USFOR-A, and Coalition Forces who support the training of the ANP. (U//FOUO) Terrorists typically favor basic tactics, techniques, and procedures (TTP), off-the-shelf technology and readily available resources when planning and carrying out an attack. While simplistic in effort, these factors can be a lethal and destructive combination. Terrorists also continue to explore innovative attack options that take advantage of overlooked vulnerabilities inherent to the civilian sector. One such vulnerability is transporting bulk quantities of ammonium nitrate (AN) via the road, rail and waterway network. Using a region’s bulk AN transportation network to attack critical infrastructure and urban centers would arguably qualify as a high probability — high casualty/destruction threat scenario.

Marine Corps Judge Advocates have been providing wartime legal support to operational commanders since the Vietnam War. Judge Advocates who deployed to Operation DESERT STORM reported an increased need for operational law support and a diminished need for traditional military justice (court-martial) support. Observations by Judge Advocates and infantry commanders who served in OEF/OIF between 2003 and 2006 show that the need for operational law support of ground commanders has continued to expand and is now required on a consistent basis at the infantry battalion level.

UN Pakistan Floods Emergency Response Plan August 2010
Over the course of July and early August 2010, Pakistan experienced the worst monsoon-related floods in living memory. Heavy rainfall, flash floods and riverine floods have devastated large parts of Pakistan since the arrival of seasonal monsoon rains on 22 July. Assessments of losses and damages are ongoing, but estimates place the number of affected people at more than 14 million. Over 1,200 people have died, and at least 288,000 homes have been damaged or destroyed. In Khyber Pakhtunkhwa (KPK) Province, intense rains during the last week of July and in early August were compounded by the swelling of major rivers due to rainwater surging down from the highland areas. The Pakistan Meteorological Department reports that within one week in late July, KPK received 9,000 millimetres of rainfall – ten times as much as the province normally receives in the course of an entire year. Baluchistan, Pakistan-Administered Kashmir and Gilgit Baltistan, also experienced extreme weather, resulting in widespread losses and damages.

Department of Justice Lists Survivalists, Constitutionalists in Extremism Guide
A recent guide from the Department of Justice detailing terms and concepts used by “extremist” groups lists “constitutionalists” and “survivalists” . The 120-page, “Law Enforcement Sensitive” guide to “Investigating Terrorism and Criminal Extremism” describes itself as “a glossary designed primarily as a tool for criminal justice professionals to enhance their understanding of words relating to extremist terminology, phrases, activities, symbols, organizations, and selected names that they may encounter while conducting criminal investigations or prosecutions of members of extremist organizations.” Constitutionalist, which is defined as an “adherent or advocate of constitutionalism or of an existing constitution” by Random House’s 2010 Dictionary, is described in the report as a “generic term for members of the ‘patriot’ movement”. Survivalists are described in the document as fearing a “coming collapse of civilization” and are trying to prepare themselves for this collapse. Such individuals are said to have “typically stockpiled food, water, and weapons, especially the latter, and instructed themselves on topics ranging from first aid to childbirth to edible plants”.

In order for criminal justice professionals to effectively combat terrorism/extremism, it is imperative to obtain as much information as possible. Extremist groups often develop languages of their own. Some have created terms that are unique in the English language, while others have given new or expanded meaning to relatively common words and phrases. In addition, certain symbols, events, organizations, and individuals have particular significance for members of some extremist organizations, none of which may be familiar to an investigator or prosecutor who has not previously been involved with such cases. Investigating Terrorism and Criminal Extremism—Terms and Concepts is a glossary designed primarily as a tool for criminal justice professionals to enhance their understanding of words relating to extremist terminology, phrases, activities, symbols, organizations, and selected names that they may encounter while conducting criminal investigations or prosecutions of members of extremist organizations. Included are terms that may be germane to members of an extremist movement. Also defined are words that are singularly employed by specific extremist groups. Legal terms that have been given new meanings by groups’ adherents are also defined. Similarly, certain terms that describe activities and tactics commonly undertaken by extremists are also included. Significant groups, organizations, movements, and publications that are important for an understanding of terrorism/extremism in the United States and that may be encountered by law enforcement officers and prosecutors are also documented. Inasmuch as this publication is primarily intended to define terms, individuals indexed by name are limited in occurrence. However, there are some people who are of such importance to certain segments of the extremist movement that their very names are equated with that cause. Therefore, some of the better-known terrorists are included.

The unit radio operator (RO) provides platoon- to brigade-level maneuver leaders a command and control capability that is critical to mission success. The RO is more than a Soldier who carries the radio for the commander, serves as the commander’s driver, or provides the commander personal security, although he often serves in these functions. The RO is the commander’s tactical information manager. The process for selecting and training an RO varies widely and is based on the role the unit commander intends the RO to perform; however, there are common factors that every maneuver RO should possess in order to enable effective unit command and control.
