Multi-Service Tactics, Techniques, and Procedures for Installation Emergency represents a significant renaming and revision to the November 2007 publication Multiservice Tactics, Techniques, and Procedures for Installation CBRN Defense. It expands the scope from chemical, biological, radiological, and nuclear (CBRN) defense to all-hazards installation emergency management (IEM), including the management of CBRN events. This publication defines the roles of Department of Defense (DOD) installation commanders and staffs and provides the tactics, techniques, and procedures (TTP) associated with installation planning and preparedness for response to, and recovery from, hazards to save lives, protect property, and sustain mission readiness. The purpose of this publication is to summarize existing policies, responsibilities, and procedures for IEM programs at DOD installations worldwide for all hazards, as defined by DODI 6055.17, and to translate this policy into tactical terms applicable to military installation commanders.
Superstorm Sandy, a late-season post-tropical cyclone and the tenth storm of the 2012 Atlantic hurricane season, swept through the Caribbean and up the East Coast of the United States in late October 2012. The storm left 42 dead in New York State (NYS), thousands homeless and millions without power. Superstorm Sandy began as a tropical wave in the Caribbean on October 19, 2012. It quickly developed into a tropical depression and then a tropical storm in six hours. It quickly moved north, then turned northwest within the next week, making landfall on October 29, 2012 striking near Atlantic City, New Jersey with winds of 80 miles per hour. At one point, Superstorm Sandy’s hurricane force winds (74 mph) extended up to 175 miles from its center and tropical storm force winds (39 mph) out to 485 miles. A full moon made high tides 20 percent higher than normal, amplifying Superstorm Sandy’s storm surge.
The Domestic Operational Law (DOPLAW) Handbook for Judge Advocates is a product of the Center for Law and Military Operations (CLAMO). This edition includes a substantial revision of Chapter 3, it incorporates new guidance as set for forth Department of Defense Directive 3025.18, Defense Support of Civil Authorities (DSCA), it provides amplifying information on wildfire response, emergency mutual assistance compacts, the role of the National Guard and Army units such as Army North and Joint Task Force—Civil Support, and it discusses the 2010 Deepwater Horizon oil spill.
A contract solicitation posted to the Federal Business Opportunities website between February 10 – 24, 2012 concerning the construction of a temporary camp anywhere in the continental United States (CONUS) within 72 hours in a disaster-impacted area or “any other situation where FEMA or an agency working through FEMA needs a RSC” to host up to 2,000 responders and emergency staff as well as displaced citizens.
As you read this, somewhere in California one law enforcement agency is providing mutual aid to another. Mutual aid is an everyday occurrence in a state as large and diverse as California. This is the continuation of the decades-long process of “neighbor helping neighbor.” The law enforcement mutual aid system is an ongoing cooperative effort among law enforcement agencies to ensure an effective and organized response to a wide range of emergencies. There is a misconception that mutual aid is something used only during a riot or disaster. The mutual aid system has been used successfully for many other situations, including large criminal investigations, deployment of special teams such as Special Weapons and Tactics Teams, Bomb Squads, etc.
The California Emergency Management Agency’s original Law Enforcement Guide for Emergency Operations was developed in response to the need for standardization and uniformity of organization and response on the part of law enforcement agencies involved in major multi-jurisdictional and multi-agency incidents such as a civil disorder, technological disaster, or natural disaster. The revised and expanded 2009 Law Enforcement Guide for Emergency Operations is designed to be a practical field-oriented guide to assist law enforcement personnel throughout the State of California with implementation of the Field Level Incident Command System. The intended primary users of this guide are watch commanders and field supervisors. The guide can also be an excellent emergency response tool for law enforcement managers, as well as line officers and deputies.

The Domestic Operational Law (DOPLAW) Handbook for Judge Advocates is a product of the Center for Law and Military Operations (CLAMO). First published in April of 2001, it was the first of its kind. Designed as a resource for operational lawyers involved in domestic support operations, its publication was indeed timely. After the events of September 11, 2001, and more recently, Hurricanes Katrina in 2005 and Ike in 2008, the Handbook continued to meet a growing need for an understanding of the legal issues inherent in such operations. As with the original publication of the Handbook, this update would not have been possible without the tireless efforts of countless active, reserve, and National Guard judge advocates who participate in these unique operations on an ongoing basis.

The Federal interagency community has developed 15 all-hazards planning scenarios (the National Planning Scenarios or Scenarios) for use in national, Federal, State, and local homeland security preparedness activities. The Scenarios are planning tools and are representative of the range of potential terrorist attacks and natural disasters and the related impacts that face our nation. The objective was to develop a minimum number of credible scenarios in order to establish the range of response requirements to facilitate preparedness planning.
This Comprehensive Preparedness Guide, CPG 101, continues the more -than – 50 -year effort to provide guidance about emergency operations planning to State, Local, Territorial, and Tribal Governments. Some predecessor material can be traced back to the 1960s-era Federal Civil Defense Guide. Long-time emergency management practitioners will also recognize the influence of Civil Preparedness Guide 1-8, Guide for the Development of State and Local Emergency Operations Plans, and State and Local Guide (SLG) 101, Guide for All-Hazards Emergency Operations Planning, in this document.
This paper analyzes three high-profile European case studies of post-9/11 terrorist attacks (Istanbul , Madrid , and London ). It also examines targeting and tactical information gleaned from several failed/foiled plots in Europe. Although the general findings of this paper can be applied to any type of large scale terrorist attack, this study focuses on those attacks perpetrated by Muslim extremists since this subset currently constitutes the most prominent terrorist threat to the U.S.

The Commonwealth of Virginia’s Pandemic Influenza Plan addresses the Commonwealth’s response to and recovery from a pandemic influenza in a comprehensive and coordinated manner to ensure essential services across all sectors of state government can be maintained throughout the event period, which may last as long as 18-24 months. The Virginia Department of Health (VDH) developed an Influenza Pandemic Plan (Health Component) in 2002, which was subsequently updated in 2006 and 2007.

Memorandum of Understanding Between the Business Executives for National Security, Its Affiliated California Partnerships, and the Governor’s Office of Emergency Services
Private businesses play a significant role in protecting their employees and community during disasters. Businesses also play a vital role in working with government to facilitate and provide emergency response and recovery from all types of disasters. This memorandum of understanding (MOU) formalizes the relationship between the Business Executives for National Security (“BENS”) and the State of California’s Office of Emergency Services so that this association, including its affiliated California June 27 partnerships, can be fully integrated into the state’s Standardized Emergency Management system.
