A nuclear power plant is an arrangement of components used to generate electric power. Nuclear power plants used in the United States (U.S.) are either boiling water reactors (BWRs) or pressurized water reactors (PWRs). Boiling water reactors (Figure 1) use a direct cycle in which water boils in the reactor core to produce steam, which drives a steam turbine. This turbine spins a generator to produce electric power. Pressurized water reactors (Figure 2) use an indirect cycle in which water is heated under high pressure in the reactor core and passes through a secondary heat exchanger to convert water in another loop to steam, which in turn drives the turbine. In the PWR design, radioactive water/steam never contacts the turbine. Except for the reactor itself, there is very little difference between a nuclear power plant and a coal- or oil-fired power plant.

Across the United States, synthetic stimulants that are sold as “bath salts” have become a serious drug abuse threat. These products are produced under a variety of faux brand names, and they are indirectly marketed as legal alternatives to cocaine, amphetamine, and Ecstasy (MDMA or 3,4-Methylenedioxymethamphetamine). Poison control centers nationwide have received hundreds of calls related to the side-effects of, and overdoses
from, the use of these potent and unpredictable products. Numerous media reports have cited bath salt stimulant overdose incidents that have resulted in emergency room visits, hospitalizations, and severe psychotic episodes, some of which, have led to violent outbursts, self-inflicted wounds, and even suicides. A number of states have imposed emergency measures to ban bath salt stimulant products (or the chemicals in them) including Florida, Louisiana, North Dakota, and West Virginia; and similar measures are pending in Hawaii, Kentucky, Michigan, and Mississippi. A prominent U.S. Senator has also recently proposed legislation that would ban the synthetic stimulant chemicals found in bath salt products at the federal level.

(U//LES) DHS-FBI Spokane White Supremacist MLK Parade IED Bulletin
Kevin William Harpham was arrested in Colville, Washington by federal law enforcement on 9 March 2011 in connection with the improvised explosive device (IED) found along the route of a Martin Luther King, Jr. Day “MLK Unity March” in Spokane, Washington on 17 January 2011. On 17 January 2011, three sanitation workers in Spokane, Washington discovered a Swiss Army backpack containing an RCIED immediately prior to the Martin Luther King, Jr. Day “MLK Unity March.” The device was placed along the parade route. Based on preliminary forensic examinations, we assess with medium confidenceii that the IED was designed to fire directional fragmentation similar to a single shot shotgun with buckshot or cannon with a grapeshot round. We likewise assess that the device was viable and could have caused personal injury or death.

On October 28, 2010 a DUI traffic stop by MCSO uncovered a CD containing multiple photographs and names of over 30 Phoenix PD officers and civilian employees. All of the names and photographs found on the CD were obtained from Facebook and reveal the identity of several patrol and undercover officers. All officers who were identified on the CD have been notified. It is unknown how many more CDs (if any) may be circulating. This information is provided for Officer Safety and Situational Awareness purposes.

A series of coronal mass ejections (CMEs) are en route to Earth from a sunspot which will buffet the Earth’s magnetic field during the next 12 to 60 hours. These CMEs are a result of the strongest solar flare in more than four years, which peaked on February 15th and registered as an X-flare. X-flares are the strongest type of solar flare. NOAA forecasters estimate a 45% chance of geomagnetic activity on February 17, 2011. Geomagnetic storms usually last 24 to 48 hours, but some may last for many days. They also have the capability of disrupting communication systems, navigation systems and electric grids.

Warrants in Jasper County, Missouri, Cass County, Missouri, Clay County, Missouri and Grand Saline, Texas have been issued for Donald Anthony Moses, aka Tony Moses, for financial exploitation of the elderly and felony theft targeting senior citizens by committing home-repair schemes. The most recent confirmed date that Moses committed a home-repair scheme was on 18 January 2011 in Manhattan, Kansas.

On January 8, 2011 shortly after 10:00 AM in Tucson, Arizona, a gunman opened fire during U.S. Representative Gabrielle Giffords’ constituent meeting outside a Safeway Grocery store. Rep. Giffords was shot in the head. While Giffords has reportedly survived the attack, twelve people were injured and six were killed. The gunman was later identified as Jared Lee Loughner, 22 years of age. Subsequent media reports have described Loughner as espousing anti-government rhetoric and possibly affiliated with groups such as New Century Foundation/American Renaissance (although Law Enforcement have not located any information to indicate this affiliation). New Century Foundation (NCF), started by Virginia resident Jared Taylor, is a 501 (c)(3) organization founded in 1994 to “study immigration and race relations so as to better understand the consequences of America’s increasing diversity.” (www.nc-f.org) NCF is primarily known for American Renaissance (AmRen), a journal and companion website that broadcasts racist and anti-illegal immigration ideologies.

This booklet is a quick reference guide describing indicators and warnings related to homemade explosives. It is intended to aid military, federal, state, and local law enforcement personnel to visually recognize the materials, chemicals, and equipment associated with the manufacture of homemade explosives. The examples in this guide were selected based on historical incidents, intelligence on emerging threats, and the commercial availability of the components. Given the variety of substitute materials available for the manufacture of homemade explosives, this guide should not be considered all inclusive. Instead, it should be used to establish a basic understanding of typical materials, chemicals, and equipment associated with the manufacture of homemade explosives and to enable on-scene personnel to determine if they are dealing with a potentially dangerous situation.

The very existence of the reports should be a matter of scrutiny given the fundamental divide between domestic military affairs and civilian law enforcement necessitated by legislation such as the Posse Comitatus Act.

Since 10/08/2010, 18 mailings related to an FBI Dallas investigation have been received at schools in Houston, TX and Washington, DC; bringing the total number of letters to well over 200. Envelopes received since 10/08/2010 contain a powder and a letter stating, “Al Qaeda FBI in U.S.A.” All of the envelopes are postmarked out of Texas.

The Maryland Coordination and Analysis Center (MCAC) reports two potential incendiary devices have activated at state government buildings in Annapolis and Hanover, MD. The first device activated in the Jeffery Building’s mailroom at 16 Francis St, Annapolis; which hosts the offices of the Maryland Secretary of State and the Governor’s Office of Homeland Security. The second device activated at Maryland Department of Transportation (MDOT) headquarters in Hanover, MD.

The following documents contain analysis of the monitoring of communications made by inmates convicted of offenses related to domestic and international terrorism. Many of the inmates are housed at the Communications Management Units in Terre Haute, Indiana (THA CMU) or Marion, Illinois (MAR CMU). These secretive units have been described by inmates as “Little Guantanamo” due to their unusual construction and treatment of detainees, severely restricting access to the public and media. For background information, see the June 25, 2009 Democracy Now interview with Andrew Stepanian, an animal rights activist imprisoned at one of the Communications Management Units.

An article in the second issue of the English-language jihadist magazine “Inspire” emphasizes the use of weapons of mass destruction (WMD); however the article did not provide specific instructions. In the article entitled “Tips for Our Brothers in the United Snakes of America,” the author encourages those with microbiology and chemistry degrees to develop biological or chemical toxins such as botulism, ricin, or cyanide. WMD was referred to as the “next stage… [in] the war with America.” It is also stated in the article that upcoming issues of “Inspire” will cover WMD in greater detail.

Following the events of September 11, 2001, the US intelligence and law enforcement communities began a fundamental shift in counterterrorism strategy to enhance national safety and security by changing from a reactive to a proactive posture. The communities have actively moved to identify potential threats and develop intelligence on specific terrorist targets. The core objective of these newly concentrated efforts is to reduce risks and manage potential threats by interrupting forward motion before an attack (Borum, 2004a). The ongoing Global Struggle Against Violent Extremism intensified the need for persons and agencies with counterterrorism responsibilities to understand the commitment, connections, capability, and intentions of Islamic extremists – including the Al-Qa’ida affiliated network – so that viable operations targeting terrorist cells can be developed. Ideally, these efforts involve source operations in which someone willing to provide information to US authorities penetrates an operational cell, or where someone with access to the cell is recruited to work for US authorities.

In January 2009, the ATF Office of Strategic Intelligence and Information (OSII) disseminated the Outlaw Motorcycle Gangs (OMGs) and the Military report to numerous local, State, Federal, and military law enforcement agencies, as well as several foreign law enforcement agencies experiencing similar problems. Enclosed in the report were maps and charts depicting active duty, prior service, and/or retired military personnel who were current members of a documented 1% OMG (these are OMGs that are accepted by law enforcement to be specifically engaged in criminal activity). ATF OSII also reported on current 1% OMG members who were employed on military compounds, bases, instillations, and Federal buildings in the United States and abroad.

(U//LES) Gang members and criminals nationwide are targeting law enforcement officials, military, government vehicles, and residences in search of weapons, equipment, police badges, body armor, and uniforms.a These incidents suggest that some gangs are becoming more brazen, tactical, and willing to engage law enforcement and rival gang members in potentially lethal encounters. The National Gang Intelligence Center assesses that these thefts could also allow gang members and criminals to impersonate law enforcement officers to gain better access to their targets.

The South East Minnesota Narcotics and Gang Task Force is requesting information on Outlaw Motorcycle Gang (OMG) activity that may have an impact on this year’s Fall Flood Run. The Flood Run (www.floodrun.org) is a charitable motorcycle run that takes place both in the spring and fall along the St. Croix River and attracts thousands of riders, the majority of which are law-abiding. However, information has been received that this year’s Flood Run on September 18, 2010, is expected to attract an increased number of Hells Angels and Outlaws gang members, which are rival clubs. Both clubs are known to be involved in criminal activities such as assault, narcotics, money laundering, prostitution and thefts and both are also considered to be “at war” with each other.

Initial News sources had reported that the Baltimore Police Department had responded to a call for service for a single male shooter at the Johns Hopkins hospital located in Baltimore, MD. Initial reports indicated that a doctor was shot by the unknown suspect and was in critical condition. The suspect suspect was believed to be barricaded on the eighth floor of the Nelson Building on the Johns Hopkins Hospital Campus. There are reports that the shooter could be barricaded in the room with a relative. Baltimore Police Department reports that only certain areas of the hospital campus are cordoned off. Baltimore Police Department officers are on the scene, the suspect is not in custody, and the Baltimore Police is reporting that the situation is contained. The areas of the Hospital not cordoned off are operating normally.
