This quick reference guide is intended to provide practical information for line officers but may not encompass every threat or circumstance. (U) The United Society of Aryan Skinheads (USAS) is seeking to increase their visibility in San Diego in an effort to become the premier Skinhead organization in California. The San Diego Field Intelligence Group is seeking the assistance of local law enforcement partners to identify the location USAS members and groups in the San Diego area.

FBI Rage and Racism: Skinhead Violence On The Far Right

This intelligence assessment examines acts of violence by racist skinheads between 1 January 2007 and 30 September 2008. For the purposes of this report these acts are limited to physical violence against persons (assaults, rape, murder) and property (arson). Threats of violence and violence by incarcerated racist skinheads who are members of prison gangs such as the Aryan Brotherhood are not included. The assessment is designed to help law enforcement become more aware of the violent tendencies of racist skinheads. The statistical information for this report is drawn from news reports available on the Internet, police reports, and FBI case information.

HAMAS Sympathizers in New Jersey: Supporting Terrorism Abroad

The Palestinian statehood issue remains a popular and unifying cause throughout the Arab and Islamic world, and a high agenda item for militant jihadists. HAMAS is one of the principal terrorist groups involved in this conflict and uses violence in the form of terrorism to further its cause. The organization has long been designated by the US Department of State as a terrorist group. According to the State Department’s 2007 “Country Reports on Terrorism,” HAMAS receives funding from Iran, sympathetic supporters in Arab countries, and from the Palestinian diaspora around the world, including in the United States.

(U) US-Based Street Gangs a Potential Recruiting Pool for Terrorist Groups

Several domestically based extremist organizations have demonstrated an interest in recruiting current and former gang members. No specific, credible intelligence indicates members of US-based street gangs are currently engaged in operational planning on behalf of terrorist organizations targeting the United States; however, former gang members have been arrested for terrorist plotting as recently as 2005. Terrorist recruitment patterns could potentially increase gang member involvement with terrorist groups.

A news article from July 18, 2009 highlights a new medication has been developed which reportedly can protect people exposed to normally lethal doses of radiation from a nuclear or a “dirty” bomb.
The article cited tests involving 650 monkeys exposed to radiation equivalent to that recorded during the Chernobyl nuclear reactor disaster in 1986, 70 per cent died while the rest suffered serious maladies, the newspaper Yediot Achronot said yesterday.

Low Probability Cartel Violence Will Affect Seven County Area in Near Term

(U//FOUO) Los Angeles and Riverside are among 131 U.S. cities that report a Mexican drug-trafficking organization (DTO) presence with a corresponding cartel affiliation. In spite of this, cities in the Joint Regional Intelligence Center (JRIC)/Joint Drug Intelligence Group (JDIG)’s area of responsibility (AoR) have felt little impact from the violence currently affecting Mexico. and there is a low probability this will change in the near term (three to six months). Nevertheless, cartel members are using increasingly ruthless tactics.

Leftwing Extremists

This assessment examines the potential threat to homeland security from cyber attacks conducted by leftwing extremists, a threat that DHS/I&A believes likely will grow over the next decade. It focuses on the more prominent leftwing groups within the animal rights, environmental, and anarchist extremist movements that promote or have conducted criminal or terrorist activities (see Appendix). This assessment is intended to alert DHS policymakers, state and local officials, and intelligence analysts monitoring the subject so they can better focus their collection requirements and analysis.

Rightwing Extremism

Rightwing extremist paranoia of foreign regimes could escalate or be magnified in the event of an economic crisis or military confrontation, harkening back to the “New World Order” conspiracy theories of the 1990s. The dissolution of Communist countries in Eastern Europe and the end of the Soviet Union in the 1990s led some rightwing extremists to believe that a “New World Order” would bring about a world government that would usurp the sovereignty of the United States and its Constitution, thus infringing upon their liberty. The dynamics in 2009 are somewhat similar, as other countries, including China, India, and Russia, as well as some smaller, oil-producing states, are experiencing a rise in economic power and influence.
