On 6/21/2007, Juan Carlos GOMEZ arrived at Miami International Airport from Bogota, Colombia, on Avian flight #008. Passenger GOMEZ presented himself for inspection to CBPO Ortiz at Passport Control at 2311 hrs. CBPO Ortiz admitted GOMEZ as a USC and referred him to Baggage Control Secondary to verify his parole status as Ortiz indicated prior drug arrest. At approximately 2335 hrs GOMEZ presented his CBP form 6059B to the primary baggage control officer and was escorted to baggage secondary for further examination. The floor coordinator was informed of the situation and assigned CBPO Medrano to conduct GOMEZ’s secondary inspection at 2340 hrs. SCBPOs Adan and Sanfilippo were also informed of GOMEZ’s record.

This intelligence assessment examines acts of violence by racist skinheads between 1 January 2007 and 30 September 2008. For the purposes of this report these acts are limited to physical violence against persons (assaults, rape, murder) and property (arson). Threats of violence and violence by incarcerated racist skinheads who are members of prison gangs such as the Aryan Brotherhood are not included. The assessment is designed to help law enforcement become more aware of the violent tendencies of racist skinheads. The statistical information for this report is drawn from news reports available on the Internet, police reports, and FBI case information.

Several domestically based extremist organizations have demonstrated an interest in recruiting current and former gang members. No specific, credible intelligence indicates members of US-based street gangs are currently engaged in operational planning on behalf of terrorist organizations targeting the United States; however, former gang members have been arrested for terrorist plotting as recently as 2005. Terrorist recruitment patterns could potentially increase gang member involvement with terrorist groups.

A news article from July 18, 2009 highlights a new medication has been developed which reportedly can protect people exposed to normally lethal doses of radiation from a nuclear or a “dirty” bomb.
The article cited tests involving 650 monkeys exposed to radiation equivalent to that recorded during the Chernobyl nuclear reactor disaster in 1986, 70 per cent died while the rest suffered serious maladies, the newspaper Yediot Achronot said yesterday.

Low Probability Cartel Violence Will Affect Seven County Area in Near Term
(U//FOUO) Los Angeles and Riverside are among 131 U.S. cities that report a Mexican drug-trafficking organization (DTO) presence with a corresponding cartel affiliation. In spite of this, cities in the Joint Regional Intelligence Center (JRIC)/Joint Drug Intelligence Group (JDIG)’s area of responsibility (AoR) have felt little impact from the violence currently affecting Mexico. and there is a low probability this will change in the near term (three to six months). Nevertheless, cartel members are using increasingly ruthless tactics.

This assessment examines the potential threat to homeland security from cyber attacks conducted by leftwing extremists, a threat that DHS/I&A believes likely will grow over the next decade. Rightwing extremist paranoia of foreign regimes could escalate or be magnified in the event of an economic crisis or military confrontation, harkening back to the “New World Order” conspiracy theories of the 1990s. The dissolution of Communist countries in Eastern Europe and the end of the Soviet Union in the 1990s led some rightwing extremists to believe that a “New World Order” would bring about a world government that would usurp the sovereignty of the United States and its Constitution, thus infringing upon their liberty. The dynamics in 2009 are somewhat similar, as other countries, including China, India, and Russia, as well as some smaller, oil-producing states, are experiencing a rise in economic power and influence.
