The Mount Weather Special Facility is a Continuity of Government (COG) facility operated by the Federal Emergency Management Agency (FEMA). The 200,000 square foot facility also houses FEMA’s National Emergency Coordinating Center. The site is located on a 434 acre mountain site on the borders of Loudon and Clarke counties, approximately 48 miles west of Washington, DC in Bluemont, Virginia. The above ground support facilities include about a dozen buildings providing communications links to the White House Situation Room.

Its purpose is to determine whether there are lessons from Israeli experience that might enhance U.S. homeland security efforts. The research for this study included a literature review as well as field interviews with American and Israeli elites in Washington, D.C., and Israel during the summer of 2005. The principle investigator met with key Israeli homeland security and counterterrorism experts in Jerusalem, Tel Aviv, Ramla, and Hertzilya.

ATF North Carolina Explosives Theft Warning
On October 23, 2008, ATF received notification of an explosives theft from B.R.S. Inc. B.R.S. advised that sometime between October 20th and October 23rd, unknown suspect(s) cut the locks to their Type II storage magazine and stole two cases of ORICA Magnum Ultra HW. The stolen explosives are described as being 2” by 16” sticks and were distributed among two cases. A full case weighs approximately 55 pounds. After an inventory reconciliation was conducted, it was determined that approximately 88 pounds of Magnum Ultra HW was stolen.

On 6/21/2007, Juan Carlos GOMEZ arrived at Miami International Airport from Bogota, Colombia, on Avian flight #008. Passenger GOMEZ presented himself for inspection to CBPO Ortiz at Passport Control at 2311 hrs. CBPO Ortiz admitted GOMEZ as a USC and referred him to Baggage Control Secondary to verify his parole status as Ortiz indicated prior drug arrest. At approximately 2335 hrs GOMEZ presented his CBP form 6059B to the primary baggage control officer and was escorted to baggage secondary for further examination. The floor coordinator was informed of the situation and assigned CBPO Medrano to conduct GOMEZ’s secondary inspection at 2340 hrs. SCBPOs Adan and Sanfilippo were also informed of GOMEZ’s record.

Purportedly discovered December 9, 2001 by U.S. military forces in Jalalabad. On December 13, 2001, the United States State Department released the video tape apparently showing Osama bin Laden speaking with Khaled al-Harbi and other associates, somewhere in Afghanistan, before the U.S. invasion had driven the Taliban regime from Kandahar. The State Department stated that the tape was captured by U.S. forces in Afghanistan during a raid on a house in Jalalabad. The tape was aired with an accompanying English translation.

The U.S. Department of Homeland Security (USDHS) National Preparedness Directorate requires that every State and Urban Area conduct a Multiyear Training and Exercise Plan Workshop (TEPW) annually. As a result, Vermont recently conducted its 2009-2011 Multiyear TEPW and has since produced this Multiyear Training and Exercise Plan (TEP). The Vermont Multiyear TEP is the roadmap for Vermont to accomplish the priorities described in their Homeland Security Strategy. The State of Vermont has pursued a coordinated homeland security strategy that combines enhanced planning, new equipment purchases, innovative training, and realistic exercises to strengthen the State’s emergency prevention and response capabilities. DHS Interagency Integrated SOP: Joint Field Office (JFO) Activation and Operations
To facilitate the development of future JFOs and other DHS facilities for each high-threat or regional area, a JFO Development Team (DT) will be established. This team will be cochaired by the appropriate DHS/FEMA regional office, DHS/USSS field office, and/or FBI field office. Membership of the team will include all DHS field elements within the defined urban threat area or regional area. DHS/FEMA will coordinate general oversight and guidance throughout the process, ensuring that the years of experience and existing assets utilized in the development of DFOs are carefully integrated into the JFO developmental process.
