(U//LES) On 24 August 2009, 17 year old Alex Youshock walked into the Hillsdale High School in San Mateo, California with 10 homemade pipe bombs and one chainsaw. San Mateo Police Department (SMPD) responded to the scene and detained the suspect who is currently cooperating with law enforcement. 2 pipe bombs did detonate without injuring anyone and the remaining 8 were successfully diffused by San Mateo Sheriff’s Bomb Squad.

According to information obtained via the Southern Poverty Law Center (SPLC), the number of hate groups operating with the United States has risen and continues to rise. In 2006, law enforcement intelligence and SPLC information counted 844 organizations in 2007; this number has risen to 888, an increase of approximately 4.7 percent. This number may seem small; however, during an 8-year time period, this has translated into a 48-percent jump in the number of groups since 2000, when there were 602 hate groups operating in the United States, according to research by the intelligence project of the SPLC. Much of the expansion has been driven by hate groups’ exploitation of the issue of illegal immigration, which most Americans see as a pressing concern. This overview addresses the issue of American and Canadian extremism in Canada and in those States that fall along the American-Canadian border.

Maurice R. Greenberg

Maurice Raymond “Hank” Greenberg was born May 4, 1925 in New York City, the son of a Jewish candy store owner Jacob Greenberg. His father died when he was seven and his mother, Ada Rheingold, married a dairy farmer who lived in the Catskill mountains. Greenberg lied about his age in 1942, claiming he was seventeen, so that he could enlist in the Army. He later became an Army Ranger, landing on Omaha Beach on D-Day and participating in the liberation of Dachau in 1945. After the war, Mr. Greenberg received his undergraduate degree from the University of Miami Florida in 1948 and earned his L.L.B. from New York Law School in 1950.

DHS Released Warning on Female Suicide Bombers Before Russian Bombings

Less than two weeks prior to the deadly Moscow subway suicide bombings, the U.S. Department of Homeland Security released a special “threat assessment” which outlined the threats posed by female suicide bombers. The 15-page Law Enforcement Sensitive/For Official Use Only report “Threat Assessment: Female Suicide Bombers” which was obtained by Public Intelligence gives details regarding past examples of suicide bombings conducted by women, including the potential for using breast implants as a means of concealing explosives.

Pentagon Force Protection Agency John Patrick Bedell Active Shooter Brief

At 1836 hrs, Bedell approached Amos and Carraway who were performing access control duties at the Metro Entrance Pre-Screen. As Bedell approached the officer’s and within 3 feet of reaching them he began firing shots from a handgun. Bedell ran between the officers and in the direction of the metro entrance doors. The officers immediately gave chase and returned fire. Bedell was shot twice prior to reaching the doors and fell to the ground. Other PPD Officers in the area responded and secured the area. The building was locked down under Code Red conditions and tenants were advised thru the public address systems to remain in the building and out of the hallways.

We have recently deployed tools for copyright owners that have massively simplified the process in which they go through to identify materials that they hold the copyrights for. Furthermore, this process is now automated and online. We have also implemented a back-end technique that applies a unique fingerprint on each piece of offending content that was removed. Future video uploads which possess a media fingerprint that matches that of a video that has been previously rejected will not be allowed into the system. In our most recent release, we have implemented a length ceiling on all incoming videos, rejecting all videos over 10 minutes in length. This is further iterating YouTube as being a platform for short, user-generated clips and promotional content, not for full-length content.

Insurance Industry Suspicious Activity Reporting 2010 Assessment

This report details key findings of the Financial Crimes Enforcement Network’s (FinCEN) assessment of Suspicious Activity Reports (SARs) filed from May 2, 2007, through April 30, 2008, by insurance companies and includes some preliminary observations about SARs filed from May 2008 through October 2009. It compares the results through April 2008 with a similar study of the first year of required reporting by segments of the insurance industry (May 2, 2006, through May 1, 2007). FinCEN analyzed insurance filings to identify typologies, patterns, and trends related to filing volume, filer location, subject details, characterizations of suspicious activities, insurance products, and other relevant information. Analysis includes summaries of SAR narratives identifying reported money laundering risks and vulnerabilities. In identifying potential trends, FinCEN reached out to representatives of the Bank Secrecy Act Advisory Group (BSAAG) to better understand what the industry is seeing with regard to these trends. That information is summarized in the Significant Findings section.

Ohio Department of Public Safety: Method of Suicide that Could Injure or Kill First Responders

Recently a new way to commit suicide has been discovered by mixing two chemicals that can be bought over the counter at local stores. They are Bonide, a sulfur spray used as an insecticide for fruit trees, and hydrochloric (muriatic) acid. Once mixed, the chemicals produce heat and a flammable, noxious gas that causes the subject to pass out and the heart to stop within minutes. The process appears to be quick and painless. Two documented cases, one in Pasadena, California and the other at Lake Allatoona in Bartow County, Georgia, involved young men in their early 20s. Both were found locked inside their cars with the chemicals. Each left a note on the car warning anyone around of danger. The car at Lake Allatoona had been taped to prevent gas from escaping.

Civil-military co-operation is not a new phenomenon within NATO. Traditionally, however, it was seen as presenting little more than a logistic challenge. NATO’s operations beyond its own domestic borders, on territory devoid of fully functioning civil institutions or effective infrastructure present different and more complex challenges. Changes to the environment in which NATO might potentially operate have led to the development of a new Strategic Concept (SC 99)3. This recognises a much wider range of threats to international security than existed hitherto. In addition to continuing to provide for collective defence, the Concept states that the Alliance must stand ready “to contribute to effective conflict prevention and to engage actively in crisis management, including crisis response operations”.

IACP State and Provincial Police Planning Sections (SPPPOS) Directory

The State and Provincial Police Planning Officers section (SPPPOS) is a part of the Division of State and Provincial Police of the International Association of Chiefs of Police (IACP). Membership includes police agencies with responsibilities consisting of both highway patrol and criminal investigation responsibilities in the service of state and provincial governments, the federal government of Canada, or other sovereign governments exercising jurisdiction over territories within the United States or Canada. The organization is comprised of five geographic areas; the North Atlantic, North Central, North Atlantic, Mountain Pacific, and Southern regions. Each region may convene meetings as needed. An international conference is held annually.
