(U//FOUO) DHS Bulletin: Anonymous Hacktivist Threat to Industrial Control Systems (ICS)

The loosely organized hacking collective known as Anonymous has recently expressed an interest in targeting industrial control systems (ICS). This product characterizes Anonymous’ capabilities and intent in this area, based on expert input from DHS’s Control Systems Security Program/Industrial Control Systems Cyber Emergency Response Team (ICS-CERT) in coordination with the other NCCIC components.

(U//FOUO) DHS Bulletin: “Anonymous” and Associated Hacker Groups Deploying New Cyber Attack Tools

The hacker collective known as ‘Anonymous’ has successfully attacked a wide range of public and private sector entities since 2003 with relatively crude tools. Historically, they rely on tools such as the Low Orbit Ion Cannon (LOIC) or Botnets to deny access to websites, or hijack or deface web pages and post quasi-political statements, or perform other malicious activity. Since many of these older tools made it relatively easy for law enforcement and other government forces to identify the source of an attack and then arrest the perpetrator, Anonymous members may have recognized a need to have more advanced tools that offered a lesser degree of exposure. They recently claimed to have developed and possibly employed several new cyber attack tools for use in their self-proclaimed ‘internet civil disobedience’ campaigns. The NCCIC, coordinating with several of its partners, believes there are at least four new tools being shared among and employed by Anonymous members: #RefRef, Apache Killer, Anonware, and Universal Rapid Gamma Emitter (URGE).

(U//FOUO) FBI Anonymous’ Participation in “Day of Rage” Protest May Coincide with Cyber Attack

The FBI assesses that the hacktivist group Anonymous is likely to participate in the “Day of Rage” protest scheduled for 17 September 2011 in New York City‟s financial district. While the extent of group members‟ participation in the event is unknown, in late August 2011 Anonymous endorsed the event through propaganda consisting of a video posted on YouTube and a campaign poster, as well as references in their Twitter accounts. In the past, Anonymous has been involved in physical protests that coincided with planned cyber attacks. This could indicate an intention to conduct a cyber attack in conjunction with the “Day of Rage” protest.

(U//FOUO) U.S. Army North Crips Targeting Uniformed Soldiers in Retaliation for Oklahoma Murders

On 21 Sep 11, USACIDC reported the CRIPS have put out an order to shoot any Solider in uniform on sight in retaliation for the shooting of their members by Soldiers earlier in the week. The Lawton Oklahoma Police Department has confirmed the CRIPS have threatened to kill soldiers in uniform. The threat stems from when the soldiers, in retaliation for drug rip off, entered the off-post residence of the CRIPS, robbed and subsequently shot some of the CRIPS members. Three of the victims were identified as members of the “107 Hoover CRIPS.”

(U//FOUO) DHS HUJI Claims Responsibility for India High Court Bombing

According to multiple media reports, on 7 September an explosion occurred inside the reception area of the Delhi High Court in New Delhi, India at approximately 10:00am local time. The blast killed at least 11 people and injured some 76 others. Indian authorities reported to the press that the explosives were inside a briefcase left in a reception area in between the security gates of the High Court. India’s National Security Guard Director indicated that the device contained ammonium nitrate, which was also used in the most recent bomb against the court complex on 25 May. Harakat-ul-Jihad al-Islami (HUJI) claimed responsibility for the blast in an e-mail message and demanded that India repeal the death sentence of Afzal Guru, who was convicted of attacking the Indian Parliament building in 2001 and is awaiting execution.

An improvised chemical pressure bomb is a device that’s charge comes from a gaseous chemical reaction or phase change (such as when liquid changes to gas) in a confined area; the resulting buildup causes the container to rupture violently. There are several types of improvised chemical pressure bombs that can be constructed from easy to acquire materials.

(U//FOUO) National Counterterrorism Center Mobilizing Homegrown Violent Extremists (HVEs) Behavioral Indicators

A US Government interagency study of homegrown violent extremists (HVEs) revealed four major mobilizing patterns shared by a majority of HVE cases between 2008 and 2010, providing officials with an emerging picture of distinct behaviors often associated with an individual mobilizing for violence. These four patterns—links to known extremists, ideological commitment to extremism, international travel, and pursuit of weapons and associated training—repeatedly appeared in the case studies, reinforcing initial assessments of potential trends. Awareness of the patterns can help combat the recent rise in these cases while providing a data-driven tool for assessing potential changes in the HVE threat to the Homeland.

(U//FOUO) DHS-FBI Potential Al-Qaeda Threat to New York City and Washington, DC During 9/11 Anniversary Period

We assess that al-Qa‘ida has likely maintained an interest since at least February 2010 in conducting large attacks in the Homeland timed to coincide with symbolic dates, to include the 10-year anniversary of the 9/11 terrorist attacks. We also remain concerned that the May 2011 death of Usama bin Ladin (UBL), coupled with the subsequent removal of several key al-Qa’ida figures, could further contribute to al-Qa’ida’s desire to stage an attack on a symbolic date—such as the 10-year anniversary of 9/11—as a way to avenge UBL’s death and reassert the group’s relevance, although operational readiness likely remains the primary driving factor behind the timing of al-Qa’ida attacks.

(U//FOUO) DHS-FBI Al-Qaeda and the Threat to General Aviation

Al-Qa‘ida and its affiliates have maintained an interest in obtaining aviation training, particularly on small aircraft, and in recruiting Western individuals for training in Europe or the United States, although we do not have current, credible information or intelligence of an imminent attack being planned against aviation by al-Qa‘ida or its affiliates.

The FBI – Minneapolis Field Office is requesting assistance in compiling a list of all known special events planned throughout the state between the dates of September 6-12, 2011, to include but not limited to events in regards to the tenth anniversary of the September 11, 2001 attacks. Information regarding memorials, rallies, celebrations and other public or private events that will attract a large crowd within your jurisdiction would be appreciated, September 11 related or otherwise.

(U//FOUO/LES) Mexican Drug Cartels Using Improvised Grenades

Over the last few years, it has become more commonplace to see military-type weaponry such as grenades and assault rifles utilized by Mexican drug trafficking organizations (DTOs). Increasingly, many of the reported hand grenade seizures in United States are illegal, improvised grenades destined for Mexico and the DTOs. These devices have become a weapon of choice for Mexican DTOs because they are cheap, the components are relatively easy to obtain and manufacture, are easily concealable, and can kill or injure large numbers of people indiscriminately. Reports have indicated that grenade attacks originated mostly in southern Mexico around the beginning of President Felipe Calderon’s presidency in 2006, and have steadily spread northward as the conflicts between rival DTO cartels, and Mexican government’s enforcement efforts have intensified in the northern Mexican Border States.

The company “Legally Concealed” has created and is marketing decals and apparel to the public “specifically to show support and solidarity for the 2nd Amendment”. According to their website, http://www.legallyconcealed.org/ the special symbol, of the (2) silver lines and number “2” on the black background was “designed in the same spirit of the law enforcement “thin blue line””.

(U//FOUO) Maryland Fusion Center Trash Bag Balloon Bombs Warning

According to recent open source reporting, law enforcement officers (LEO’s) have been encountering bombs made of innocuous trash bags that have caused injuries to responding officers or significant damage to property. LEO’s are encouraged not to touch the light (airy), low-flying, closed trash bags; consider evacuating the immediate area; and, to call the appropriate response personnel.

This Joint Intelligence Bulletin (JIB) updates a DHS-FBI joint analytic product of the same title dated 3 September 2010 and is intended to provide warning and perspective regarding the scope of the potential terrorist threats to the United States, specifically towards US persons. This product is provided to support the activities of DHS and FBI and to help federal, state, and local government counterterrorism and law enforcement officials deter, prevent, preempt, or respond to terrorist attacks directed against the United States.

(U//FOUO) FBI Online Marketing Company Mailed Live 9mm Luger Round to Potential Customers

The FBI has been notified that ATX Global, an online marketing company, has mailed approximately 730 envelopes that include a marketing letter with an affixed live 9mm Luger PPU round. The ammo was used to catch the reader’s attention corresponding with the first line, “If you had just One Shot…” This mass mailing did not specifically target gun and ammo businesses.

(U//FOUO/LES) U.S. Army “We Are Not Your Soldiers” Anti-War Protest Warning October 2009

A named U.S. anti-war group “We are not your Soldiers” announced on their website that October 6, 2009 will be a “National Day of Resistance against Military Recruiters.” While no specific locations have been mentioned where the protests will occur, the group has called on all individuals across the United States to confront military recruiters at schools and in malls and to protest in front of military recruiting centers. The demonstration organizers plan on using students and teachers to rally students to their cause. They are asking students to wear an orange bandanna or ribbon (the color against torture and war) to show there’s a movement. They are asking students and teachers to invite anti-war veterans to talk to their classes or assemblies.

(U//FOUO) RAND Corporation Study: Israeli Warfare After the Second Lebanon War

The Armored Corps Association hosted its inaugural conference on November 13–14, 2007, as a forum for discussion of Israeli operations during the July–August 2006 Second Lebanon War. Attendees sought to identify both challenges meriting particular attention due to their implications for the country’s future security and solutions to those challenges. The event drew some 200 active and retired members of the Israeli Defense Forces (IDF), in addition to representatives from the commercial sector, the United States, and the United Kingdom. A list of speakers and brief biographical sketches appear in Appendixes A and B, respectively. Note, however, that selected materials do not appear herein due to some speakers’ requests that they not be included in either the Hebrew or English version of these proceedings.

(U//FOUO) DHS Red Cell Report: How Terrorists Might Infect U.S. Poultry With Bird Flu

This report explores how terrorists or other non-state adversaries could potentially facilitate an avian influenza outbreak within the United States. The report was primarily intended to assist the Secretary of Homeland Security, Chief Intelligence Officer, Deputy Assistant Secretary, and Chief Medical Officer as they consider the implications of avian influenza to the Homeland. The scenarios explored in this paper are speculative and meant only to broaden the scope of thinking. They are not based on specific evidence or intelligence about terrorists’ plans and capabilities, but are considered scientifically feasible, according to experts that were interviewed.
