(U//FOUO) The Terrorist Explosive Device Analytical Center (TEDAC) conducted a preliminary analysis of the approximately 30 pieces of evidence recovered after the 25 December 2009 attempted bombing of Northwest Airlines flight 253. The evidence consisted of a plastic syringe initiator with traces of Ethyl Glycol, a main charge of 76 grams of Pentaerythritol Tetranitrate (PETN) wrapped in a container made of thin soft “plastic” film-like material and tape and clothing worn by the bomber. The underwear worn by the bomber was modified to provide storage of the main charge which was anatomically congruent, possibly to avoid detection during screening. The underwear sustained thermal damage. Blue jeans worn by the bomber also sustained thermal damage (scorching) on the inside with small spots of melted plastic on the outside surface.

The operational modus operandi of this terrorist attack constitutes a major shift in the traditional terrorist tactics of using suicide operatives and planted explosive devices, to the execution of a well planned “commando” type military assault using automatic weapons, hand grenades and urban combat tactics, intended to inflict the maximum number of casualties.

DIA (U//FOUO) Haiti: Health Risks and Health System Impacts Associated With Large-Scale Earthquake
(U) NCMI assesses with high confidence that health care in Haiti is by far the poorest in the Western Hemisphere and on par with that of the less developed African countries. Furthermore, health care availability and accessibility, trauma care, and medical logistics are inadequate to respond to and mitigate the current disaster. Port-au-Prince inpatient and trauma capacity is already overburdened. Haiti is still recovering from the 2008 hurricane season, and the 12 January earthquake only worsened the already poor health situation and damaged the country’s already degraded health care system, which will require years to rebuild. Although major outbreaks of infectious diseases are unlikely as a result of the earthquake, incidences of diarrhea, respiratory diseases, and other infectious diseases likely will increase among local populations. Fires and explosions at facilities storing petroleum, oils, and lubricants (POL) are the greatest industrial chemical health threats. Chemicals released from damaged POL facilities are expected to cause localized contamination of soil and surface water.

U.S. State Department: Terrorist Tactics – Attack on Indian Embassy Kabul, Afghanistan
(SBU) In the early-morning hours of July 7, a suicide vehicle-borne improvised explosive device (SVBIED) detonated outside the Indian Embassy in Kabul, Afghanistan. The explosion killed 60 people and injured over 100. This was the deadliest terrorist attack in Kabul since the Taliban government was ousted from power in 2001. This issue of Terrorist Tactics describes how this well-planned attack was carried out and how it possibly could have been avoided if host-country security personnel manning the checkpoint near the embassy were more aggressive in their vehicle inspections. As of this report, no group has claimed responsibility for the attack.

Purportedly discovered December 9, 2001 by U.S. military forces in Jalalabad. On December 13, 2001, the United States State Department released the video tape apparently showing Osama bin Laden speaking with Khaled al-Harbi and other associates, somewhere in Afghanistan, before the U.S. invasion had driven the Taliban regime from Kandahar. The State Department stated that the tape was captured by U.S. forces in Afghanistan during a raid on a house in Jalalabad. The tape was aired with an accompanying English translation.

The U.S. Department of Homeland Security (USDHS) National Preparedness Directorate requires that every State and Urban Area conduct a Multiyear Training and Exercise Plan Workshop (TEPW) annually. As a result, Vermont recently conducted its 2009-2011 Multiyear TEPW and has since produced this Multiyear Training and Exercise Plan (TEP). The Vermont Multiyear TEP is the roadmap for Vermont to accomplish the priorities described in their Homeland Security Strategy. The State of Vermont has pursued a coordinated homeland security strategy that combines enhanced planning, new equipment purchases, innovative training, and realistic exercises to strengthen the State’s emergency prevention and response capabilities. According to the U.S. Department of Homeland Security, an Active Shooter is an individual actively engaged in killing or attempting to kill people in a confined and populated area; in most cases, active shooters use firearms(s) and there is no pattern or method to their selection of victims. Active shooter situations are unpredictable and evolve quickly. Typically, the immediate deployment of law enforcement is required to stop the shooting and mitigate harm to victims. Because active shooter situations are often over within 10 to 15 minutes, before law enforcement arrives on the scene, individuals must be prepared both mentally and physically to deal with an active shooter situation.

At a June 2004 press conference, then Deputy Attorney General James Comey outlined the case against Jose Padilla, the so-called “dirty bomber” suspect, and his connections to al-Qaeda.1 Jose Padilla gained notoriety for the alleged plan to use a radiological dispersal device (RDD). However Padilla’s plot to utilize natural gas to blow up apartment buildings in the United States did not seem to draw as much attention as the plan to utilize a RDD. There has been very little discussion pertaining to his plot to cause a catastrophic fire/explosion event at apartment buildings using natural gas.
