An office building complex in suburban McLean, Virginia is the home of the CIA, one of the major intelligence organizations in the world, and a centralized hub for the (nearly) full spectrum of intelligence assets operated by the United States and cooperating governments, corporations, and organizations. The number of employees and the budget of the CIA is officially classified, though it is estimated (2003) that there are around 20,000 employees (not including contractors), working with around $3 billion per year.
The Intelligence Authorization Act of Fiscal Year 2004 created the Treasury Department’s Office of Intelligence and Analysis (OIA) and made it responsible for the receipt, analysis, collation, and dissemination of intelligence related to the operation and responsibilities of the Treasury Department.

(U//FOUO) Los Angeles and Riverside are among 131 U.S. cities that report a Mexican drug-trafficking organization (DTO) presence with a corresponding cartel affiliation. In spite of this, cities in the Joint Regional Intelligence Center (JRIC)/Joint Drug Intelligence Group (JDIG)’s area of responsibility (AoR) have felt little impact from the violence currently affecting Mexico. and there is a low probability this will change in the near term (three to six months). Nevertheless, cartel members are using increasingly ruthless tactics.
The Federal interagency community has developed fifteen all-hazards planning scenarios (the National Planning Scenarios or Scenarios) for use in national, Federal, State, and local homeland security preparedness activities. The Scenarios are planning tools and are representative of the range of potential terrorist attacks and natural disasters and the related impacts that face our nation. The objective was to develop a minimum number of credible scenarios in order to establish the range of response requirements to facilitate preparedness planning.

Internment/Resettlement (I/R) Specialists in the Army are primarily responsible for day-to-day operations in a military confinement/correctional facility or detention/internment facility. Prominent Arab Mujahid [holy warrior] Usama Bin Ladin has said that he or his al-Qua’ida group has nothing to do with the 11 September suicidal attacks in Washington and New York. He said the US Government should find the attackers within the country. In an exclusive interview with daily “Ummat,” he said these attacks could be the act of those who are part of the American system and are rebelling against it and working for some other system.
We have discovered distinctive red/gray chips in all the samples we have studied of the dust produced by the
destruction of the World Trade Center. Examination of four of these samples, collected from separate sites, is reported in
this paper. These red/gray chips show marked similarities in all four samples. One sample was collected by a Manhattan
resident about ten minutes after the collapse of the second WTC Tower, two the next day, and a fourth about a week later.
The Department of Homeland Security Intelligence Enterprise: Operational Overview and Oversight Challenges for Congress
A primary mission of the Department of Homeland Security (DHS, Department) is to “prevent terrorist attacks within the United States, reduce the vulnerability of the United States to terrorism, and minimize the damage, and assist in the recovery from terrorist attacks that do occur in the United States.” Since its inception in 2003, DHS has had an intelligence component to support this mission and has been a member of the U.S. Intelligence Community (IC).
Information from several recent planned or thwarted terrorist plots shows the importance of the use of insiders to gain access to targets and collect preoperational information. Al-Qa‘ida planner Dhiren Barot, whom UK authorities arrested in 2006, had tasked a member of his group to secure employment at a hotel in the United Kingdom to learn how to deactivate fire and security systems.
Over the past ten months, the government of Côte d’Ivoire has developed an interim poverty reduction strategy paper (I-PRSP) that takes stock of current policies and challenges facing the government and that outlines the main strategy to reduce poverty. The paper presents the participatory process used in preparing the I-PRSP and describes the future plan for an even broader consultation process under the PRSP. The paper meets the requirements for an I-PRSP and provides a sound basis for developing a fully participatory PRSP, as well as an adequate framework for continued Fund and IDA assistance to Côte d’Ivoire.
Through this State Homeland Security Strategy (SHSS), Alaska will improve its protection of the people, its economy, and its culture. The State of Alaska will reduce vulnerabilities to terrorist attacks, major disasters, or emergencies. This vital mission requires coordination, cooperation, and a focused effort throughout the state, federal agencies (military and civilian), State agencies, local jurisdictions, tribal, private, and non–profit organizations.

Memorandum of Understanding Between the Business Executives for National Security, Its Affiliated California Partnerships, and the Governor’s Office of Emergency Services
Private businesses play a significant role in protecting their employees and community during disasters. Businesses also play a vital role in working with government to facilitate and provide emergency response and recovery from all types of disasters. This memorandum of understanding (MOU) formalizes the relationship between the Business Executives for National Security (“BENS”) and the State of California’s Office of Emergency Services so that this association, including its affiliated California June 27 partnerships, can be fully integrated into the state’s Standardized Emergency Management system.
As Hurricane Katrina showed so dramatically, government alone cannot secure the nation or respond to major disasters. It needs the vast resources and expertise of the business community. Business needs government, too. Individual businesses do heroic things in times of crisis, but they know they could do much more working in concert with government.
Leadership roles and responsibilities for an influenza pandemic need to be clarified, tested, and exercised, and existing coordination mechanisms, such as critical infrastructure coordinating councils, could be better utilized to address challenges in coordination between the federal, state, and local governments and the private sector in preparing for a pandemic.
