The most recent confirmed date that Moses committed a home-repair scheme was on 18 January 2011 in Manhattan, Kansas.

Since 10/08/2010, 18 mailings related to an FBI Dallas investigation have been received at schools in Houston, TX and Washington, DC; bringing the total number of letters to well over 200. Envelopes received since 10/08/2010 contain a powder and a letter stating, “Al Qaeda FBI in U.S.A.” All of the envelopes are postmarked out of Texas.

An article in the second issue of the English-language jihadist magazine “Inspire” emphasizes the use of weapons of mass destruction (WMD); however the article did not provide specific instructions. In the article entitled “Tips for Our Brothers in the United Snakes of America,” the author encourages those with microbiology and chemistry degrees to develop biological or chemical toxins such as botulism, ricin, or cyanide. WMD was referred to as the “next stage… [in] the war with America.” It is also stated in the article that upcoming issues of “Inspire” will cover WMD in greater detail.

The FBI has identified a trend of suspicious purchases or attempted purchases of large amounts of silver nitrate and potassium iodide for unknown purposes by individuals masquerading as legitimate businesses. Although silver nitrate could be used in the synthesis of primary explosive material, neither chemical is associated with any known chemical or biological weapon production. It is unknown if the purchases of these chemicals are being used for non-legitimate purposes

(U//FOUO) Terrorists have shown considerable interest in an improvised chemical device called the mubtakar, which is designed to release lethal quantities of hydrogen cyanide, cyanogen chloride, and chlorine gases. One or more devices could be used in attacks in enclosed spaces, such as restaurants, theaters, or train cars. The mubtakar is small and could be transported in a bag or box, or assembled at the attack site. DHS and FBI encourage recipients of this document to report information about suspicious devices and the acquisition or possession of mubtakar precursor chemicals or components (see figures for details) to the nearest state and local fusion center and to the local FBI Joint Terrorism Task Force.

FBI Takes Down 73,000 Blogs Over Al-Qaeda Magazine
Earlier this week, the owner of a Wordpress-based blogging platform Blogetery.com was informed by the site’s hosting provider Burst.net that their servers had been deactivated following a request from the Federal Bureau of Investigation. Although preliminary reports attributed this takedown to copyrighted content, it has since been discovered that the removal was due to “terrorist materials”. A press release from BurstNet explains “Upon review, Burst.net determined that the posted material, in addition to potentially inciting dangerous activities, specifically violated the BurstNet Acceptable Use Policy. This policy strictly prohibits the posting of ‘terrorist propaganda, racist material, or bomb/weapon instructions’. Due to this violation and the fact that the site had a history of previous abuse, BurstNet elected to immediately disable the system.” Burst.net later posted comments to a forum indicating that they would not allow the customer access to his data. “We cannot give him his data nor can we provide any other details. By stating this, most would recognize that something serious is afoot.”

FBI Bulletin: Prison Gangs Learn Arabic for Secret Codes
(U//LES) Recent law enforcement reporting indicates that Black Guerilla Family (BGF) members are using language training manuals to learn Arabic at Pelican Bay State Prison in Crescent City, California. Both corrections officers and FBI cryptanalysts believe this will lead to inmates using Arabic to create secret codes to communicate. This raises safety concerns for law enforcement officials who may come in contact with BGF associates using Arabic to conceal criminal activity.

(U//FOUO) This SIR has been produced in an effort to alert federal, state, and local law enforcement agencies of criminal activity with a nexus to North Carolina. The Charlotte Division has observed two similar occurrences of compromised Voice over Internet Protocol (VoIP) servers used to facilitate vishing attacks. Vishing attacks, a deviation from the term phishing attacks, use voice and text messages rather than email in attempts to trick victims into providing personal and financial account information.

(U//FOUO) At approximately 1830 hours on 1 May 2010, a sports utility vehicle (SUV) laden with a destructive device was observed parked at 45th Street and Broadway in Times Square, New York City. Eyewitness reports described the vehicle as smoking, and popping noises were heard emanating from it but no detonation occurred. Law enforcement investigation of the SUV revealed the following: three 20lb propane tanks; two five gallon gasoline canisters; one container containing a black powder material; one large, sealed, vault-like container with visible wires connecting to two analog alarm clocks; and one fuse.
