Utah Data Center

The Utah Data Center (UDC) will be a highly secure 65 Mega Watt, Tier III National Security Agency datacenter facility to be located near Camp Williams, Utah. The fast-track program will consist of approximately 1 million ft2 of new facilities, of which 100,000 ft2 will be mission-critical space with raised flooring, and the other 900,000 ft2 will be devoted to technical support and administrative space. Ancillary support facilities include water treatment facilities, electrical substations, a vehicle inspection facility and visitor control center, perimeter site security measures, fuel storage, chiller plants and fire suppression systems. The UDC will incorporate green building strategies and will be required to be a LEED certified facility, with the goal of obtaining a LEED Silver rating.

(U//FOUO) Many innocuous reasons exist for the possession of some types of biological agents and associated laboratory equipment. For example, hobby, educational, or artistic uses such as home brewing or pilot-scale biotechnology research may include the same or similar equipment used in the malicious production of pathogens (see Figure). In some instances, however, the presence of a biological laboratory at an unconventional site could be an indicator of possible intent or capability to conduct bioterrorism.

The Ministry of Finance (MOF) has a clearly defined role serving the government and people of Afghanistan, in terms of mobilizing revenue and managing government finances. To efficiently undertake these functions, the Ministry prepared a five year strategic plan in 1384 and much progress has been made in the past three years towards establishment of an effective and transparent public financial management system as well as in tax reforms and increase of the domestic revenues. MoF developed the MTFF and MTBF (Annex B), which has been approved by the cabinet and parliament. As part of the MTBF, budget ceilings for the operating and development budget as well as revenue targets are set for the next five years 1387-1391, moving towards fiscal sustainability.

Fake Public Intelligence Spam

We have received reports that there are spam email messages circulating that contain links to this site. This can sometimes indicate a concerted attempt to get a site shut down by their hosting provider or blacklisted in spam directories. However, such actions, when concerted, usually involve the spoofing of IP addresses to further abuse complaints. We have received a copy of one of the messages, which is reproduced below. It contains a link to a collection of news items we posted regarding the former president of Kyrgyzstan, Kurmanbek Bakiyev, and his supposed looting of the country’s banks prior to his departure from office. The message says that it is from a Taras Shevchenko, who claims to be a “family lawyer” to the former president, and is offering to tell you about the $1 Billion that the president is hiding. He’ll let you have $300 million if you’ll only be discrete about it. The message is also careful to apologize if it “offends your moral values”.

FBI Takes Down 73,000 Blogs Over Al-Qaeda Magazine

Earlier this week, the owner of a Wordpress-based blogging platform Blogetery.com was informed by the site’s hosting provider Burst.net that their servers had been deactivated following a request from the Federal Bureau of Investigation. Although preliminary reports attributed this takedown to copyrighted content, it has since been discovered that the removal was due to “terrorist materials”. A press release from BurstNet explains “Upon review, Burst.net determined that the posted material, in addition to potentially inciting dangerous activities, specifically violated the BurstNet Acceptable Use Policy. This policy strictly prohibits the posting of ‘terrorist propaganda, racist material, or bomb/weapon instructions’. Due to this violation and the fact that the site had a history of previous abuse, BurstNet elected to immediately disable the system.” Burst.net later posted comments to a forum indicating that they would not allow the customer access to his data. “We cannot give him his data nor can we provide any other details. By stating this, most would recognize that something serious is afoot.”

He says that being on active duty in the place he calls home is something state guards hope for. Though they go wherever and whenever they are deployed, often overseas, working to protect home surf and turf is always a welcome assignment. Sweat-stained brows, hands sticky with salty sand, throats parched from Gulf Coast winds and heat, these soldiers of Alabama are producing a visible protection as mile after mile of shoreline become lined with a solid defence against the oil spill should it come ashore. These ‘boxes’, when full of sand are often used as barriers against mortar fire in war zones. Some of these guardsmen have been behind them overseas. They don’t seem to care, however, whether they are used to stop weapons or an oil spill – they care that what they are accomplishing as a team is protecting home.

(U//FOUO) The Intelligence Community currently has no specific, credible intelligence indicating that domestic or international terrorist organizations intend to use Improvised Explosive Devices (IEDs) or Vehicle-Borne Improvised Explosive Devices (VBIEDs) against targets within the Homeland. However, both foreign and domestic terrorist groups continue to use IEDs/VBIEDs as a frequently employed method of attack, and in particular, the frequency of lethal IED incidents overseas is cause for continuing concern.
