This document establishes the Nebraska Emergency Management Agency’s (NEMA) National Incident Management System (NIMS) Implementation Plan to ensure the State of Nebraska complies with HSPD-5, Management of Domestic Incidents. HSPD-5 requires all State agencies to adopt the NIMS and use it in their individual domestic incident management and emergency prevention, preparedness, response, recovery, and mitigation activities in support of all actions to assist State or local entities. This plan also illustrates the intended methods of incorporation of NIMS into NEMA’s plans, procedures, policies and training programs.

Jersey IMF Financial System Stability Assessment
The main findings of the FSAP update are:
* Financial sector regulation and supervision are of a high standard, and processes and resourcing have been significantly enhanced since a 2003 assessment under the Offshore Financial Center (OFC) program. The Jersey Financial Services Commission (JFSC) operates with considerable independence as well as accountability, and has broadly adequate resources.
* The financial crisis has highlighted the vulnerability of Jersey’s banks to events in major financial centers. While Jersey supervisors cannot feasibly analyze in depth the soundness of the financial groups to which their Jersey operations provide extensive funding, it should be able to detect and react to intensified risks stemming from parent institutions.
* Jersey has experienced some effects from the global crisis, but financial soundness indicators (FSIs) for institutions licensed on the island have been satisfactory, and stress tests confirm that the system is resilient to a range of shocks. However, there is high concentration risk and spill-over risk from parent banks.
* The authorities are making contingency plans, a key element of which will be cooperation with home supervisors. Experience elsewhere suggests the usefulness of a dedicated bank insolvency regime.
* Possible introduction of a bank depositor compensation scheme would require careful study. In any case, all depositors must receive clear information on who is responsible for safeguarding their claims and the scheme’s coverage, if any.

Louisiana Hurricanes Gustav & Ike After Action Review
Gustav became a named storm the morning of August 25, 2008, approximately 260 miles southeast of Port-au-Prince, Haiti and became a hurricane early on August 26, 2008. The National Hurricane Center forecasted that Gustav would become a major hurricane impacting the State of Louisiana with up to 20 feet of water in our coastal communities. Due to the uncertainty of the track, all coastal at risk parishes in Louisiana including the City of New Orleans planned and executed evacuations totaling close to 2 million residents. This is the first time in the State’s history the entire coast of Louisiana has been threatened requiring local officials to call for mandatory evacuations. On August 27, 2008, Governor Bobby Jindal issued a state-wide Declaration of Emergency in preparation for Hurricane Gustav.

(U) Escalating Foreclosures Provide an Opportunity for Scammers
Recent statistics suggest that escalating foreclosures provide criminals the opportunity to exploit and defraud vulnerable homeowners seeking financial guidance. The perpetrators convince homeowners that they can save their homes from foreclosure through deed transfers and the payment of up-front fees. This “foreclosure rescue” often involves a manipulated deed process that results in the preparation of forged deeds. In extreme instances, perpetrators may sell the home or take out a second loan without the homeowners’ knowledge, stripping the property’s equity for personal enrichment.

Arkansas Multiyear Training and Exercise Plan
The purpose of the Multiyear Training and Exercise Plan (TEP) is to provide a follow-on companion document to the Arkansas Homeland Security Strategy. It is a living document that will be updated and refined annually. The Multiyear TEP provides a roadmap for Arkansas to follow in accomplishing the priorities described in the Homeland Security Strategy. Each priority is linked to a corresponding National Priority, and, if applicable, an Improvement Plan (IP) action. The priority is further linked to the associated target capabilities that would facilitate accomplishment of the priority and the training and exercises that will help the jurisdiction obtain those capabilities and achieve that priority. Included in the Multiyear TEP is the training and exercise schedule, which provides graphic illustration of the proposed activities, scheduled for the years 2007-2011.
