Operation Enduring Freedom Handbook: The First Hundred Days

The first 100 days of any deployment are the most dangerous. It is the time when you know the least about your environment, the time when most of the team really comes together. The enemy knows the first 100 days are when units are the most vulnerable. This handbook is written for Soldiers and leaders. It is intended to help you accomplish your mission and stay alive during the most dangerous and uncertain period. The information presented in this handbook was collected from combat experienced Soldiers, company leaders, and battalion leaders, and it will help you develop your leadership and training skills before deployment and during the first 100 days after deployment.

Report on Breaches of Fiduciary Duty by the Executors of the Estate of Cornelius Vander Starr

This Report sets out the facts discovered by the Office of the New York State Attorney General (the “Office” or the “Attorney General”) in an investigation of breaches of fiduciary duties by Maurice R. Greenberg and the other executors of the estate of Mr. Cornelius Vander Starr (the “Estate”) who were also directors of The Starr Foundation (the “Foundation”). Mr. Starr was the founder of a group of insurance businesses that have become American International Group, Inc.

The Parties underline that climate change is one of the greatest challenges of our time and commit to a vigorous response through immediate ambitious national action and strengthened international cooperation with a view to limit global average temperature rise to a maximum of 2 degrees above pre-industrial levels. The Parties are convinced of the need to address climate change bearing in mind that social and economic development and poverty eradication are the first and overriding priorities in developing countries. The Parties note that the largest share of historical global emissions of greenhouse gases originates in developed countries, and that per capita emissions in many developing countries are still relatively low. The Parties recognize the urgency of addressing the need for enhanced action on adaptation to climate change.

Oversampling the wealthy: eye for an eye, euro for a euro

When a particular part of the population is especially important for a survey, oversampling that group can help the survey to provide better estimates. However, oversampling is not always easy or inexpensive. The ideal situation is one where information exists for the population that can help to discriminate the interesting sub-group and that information is available for sampling. Sometimes the information is weak for the intended purpose and sometimes there are restrictions on the use of information that make sampling difficult or impossible.

FM 3-09.34 Kill Box Tactics and Multiservice Procedures

This publication presents a doctrinal framework for kill box employment procedures across Service and/or functional components within a joint environment. A kill box is defined in Joint Publication (JP) 1-02, Department of Defense Dictionary of Military and Associated Terms, as: “A three-dimensional area reference that enables timely, effective coordination and control and facilitates rapid attacks.” Although a definition exists, there is no formal kill box doctrine or tactics, techniques, and procedures.

Unexploded Ordinance Standoff Disruptor MK 40 MOD 0 (UXO SD)

The Purpose of this ULSS is to provide guidance relative to the procurement of (73) Unexploded Ordnance Standoff Disrupter MK 40 Mod 0 (UXO SD). The Explosive Ordnance Disposal (EOD) forces are increasingly challenged due to the alarming proliferation of arms and ammunition throughout the world and the trend toward greater weapon sophistication. The objectives of the program are to: increase readiness, availability, maintainability, dependability; decrease life cycle cost; and to incorporate new technology enhancements.

Lobbying the Executive Branch: Current Practices and Options for Change

Under the Lobbying Disclosure Act (LDA) of 1995, as amended, individuals are required to register with the Clerk of the House of Representatives and the Secretary of the Senate if they lobby either legislative or executive branch officials. In January 2009, Secretary of the Treasury Timothy Geithner placed further restrictions on the ability of lobbyists to contact executive branch officials responsible for dispersing Emergency Economic Stabilization Act (EESA, P.L. 110-243) funds. Subsequently, President Barack Obama and Peter Orszag, Director of the Office of Management and Budget (OMB), issued a series of memoranda between March and July 2009 that govern communication between federally registered lobbyists and executive branch employees administering American Recovery and Reinvestment Act of 2009 (P.L. 111-5) funds.

Louisiana Hurricanes Gustav & Ike After Action Review

Gustav became a named storm the morning of August 25, 2008, approximately 260 miles southeast of Port-au-Prince, Haiti and became a hurricane early on August 26, 2008. The National Hurricane Center forecasted that Gustav would become a major hurricane impacting the State of Louisiana with up to 20 feet of water in our coastal communities. Due to the uncertainty of the track, all coastal at risk parishes in Louisiana including the City of New Orleans planned and executed evacuations totaling close to 2 million residents. This is the first time in the State’s history the entire coast of Louisiana has been threatened requiring local officials to call for mandatory evacuations. On August 27, 2008, Governor Bobby Jindal issued a state-wide Declaration of Emergency in preparation for Hurricane Gustav.

(U) Escalating Foreclosures Provide an Opportunity for Scammers

Recent statistics suggest that escalating foreclosures provide criminals the opportunity to exploit and defraud vulnerable homeowners seeking financial guidance. The perpetrators convince homeowners that they can save their homes from foreclosure through deed transfers and the payment of up-front fees. This “foreclosure rescue” often involves a manipulated deed process that results in the preparation of forged deeds. In extreme instances, perpetrators may sell the home or take out a second loan without the homeowners’ knowledge, stripping the property’s equity for personal enrichment.

Honduras IMF Staff Report for the 2009 Article IV Consultation

A large external current account deficit, combined with a sharp decline in net capital inflows (due to global and domestic factors) could result in a balance of payments deficit of close to US$300 million in 2009 (11 percent of gross reserves at end-2008). On current policies, reserves could reach critically low levels by 2010–11. The growth slowdown also poses a threat to the financial system.

Puerto Rico Public-Private Partnership Draft Approval Regualtions

The purpose of this regulation is to establish a procurement, evaluation, selection, negotiation and award process for PPPs that is consistent, transparent, and encourages and supports a climate of private sector innovation and investment in the Commonwealth. In order to carry out the purposes of the Act, this regulation provides guidelines and procedures for, among others: (i) identifying the Functions, Services or Facilities that qualify for establishment or development as PPPs; (ii) soliciting, obtaining and evaluating PPP proposals; (iii) selecting the entities or individuals that will enter into Partnership Contracts with a Partnering Government Entity; and (iv) negotiating and awarding Partnership Contracts.

Target2-Securities Shareholders Visibility in Cross Border Environment

On 11 March 2009 the T2S Team organised a conference for EU issuers, primarily of equity securities. The aim of the event was for the Eurosystem to clarify the scope of T2S and discuss the project’s impact on issuers and their agents. The most important topic identified in that conference was the need for issuers to be able to identify their shareholders in a cross border environment. It is evident that T2S per se does not create the problem. This is an existing issue where- and whenever cross border transaction activity is present. However, the creation of a single settlement engine for Europe may intensify the issue due to the expected increase in cross border activity associated with T2S and may thus increase the desirability of a harmonised approach.

ISO 20022 Standards and SWIFT

The T2S User Requirements Document (URD) states that “The T2S Interface shall use ISO 20022 as its single standard for all communications, both inbound and outbound”. Therefore messages have to be either ISO20022 registered, or at least compliant with the methodology of ISO200221. SWIFT plays an important role in the registration process of ISO 20022standards and in the development of messages for T2S. Therefore, at its meeting of 9-10 October, the AG agreed that clarification was needed on the relationship between ISO 20022standards and SWIFT2.
