What is a SAR?

•“Official documentation of observed behavior that may be indicative of intelligence gathering or preoperational planning related to terrorism, criminal, or other illicit intention”
• SAR process focuses on what law enforcement agencies have been doing for years—gathering information regarding behaviorsand incidentsassociated with crimeand establishing a process whereby information can be shared to detect and prevent criminal activity, including that associated with domestic and international terrorism
• Examples: Surveillance, photography of facilities, testing of security

LA-RTTAC Guardian Incident Review: August 2009

(U//FOUO//LES) The Guardian database is populated several ways. Leads may come directly to the FBI for entry by FBI personnel. They may come from e-Guardian – an unclassified, law enforcement sensitive reporting portal available to vetted account holders at the Law Enforcement Online (LEO) Web site – for later transfer into Guardian. Or they may come first to the JRIC via online lead sheets, by facsimile, or by phone for selective entry into e-Guardian. The FBI’s Threat Squad assesses and investigates all Guardian leads. Based upon their findings, incidents are closed, transferred to another agency for follow-up, or referred internally for additional investigation.

Sacramento Regional Terrorism Threat Assessment Center: Open Carry Movement

Recently, emails have been circulating about the Open Carry movement and its members’ attempts to openly carry firearms in public places. The intent may be to have an officer arrest them or seize their firearm so they can file a civil lawsuit against the officer. Regional Organized Crime Information Center Active Shooter Guide

Some of the most tragic events in our country’s recent history have been episodes where a deviant has carried out shootings in public places. These killings take place for no other reason than to harm as many innocent people as possible. They are often unpredictable and strike in places dear to us, such as our schools, churches, and places of work. They also can occur in random public settings. The definition of an active shooter incident is when one or more subjects participate in a shooting spree, random or systematic, with intent to continuously harm others. Active shooter scenarios are incredibly dangerous and difficult because there is no criminal objective (robbery, hostagetaking) involved other than mass murder.

NYPD Street Gang Manual

This book is a compilation of various gang intelligence information from various sources including detective and police officer files, primarily confiscated from arrested and/or incarcerated individual gang notes and drawings. Additional material was obtained from other law enforcement agencies’ publications and presentations used for internal officer training, as well as from various other gang publications and internet sources. Six major New York City gangs are presented in this book: the Bloods, the Almighty Latin King and Queen Nation, the Netas, the Crips, Mara Salvatrucha (MS-13), and the Mexican Gangs. Sections within this book include the origin and history of the gang, its structure, rules and regulations, oaths and pledges, symbols and emblems, coded language and hand signals, clothing, tattoos and graffiti. It is our hope that an officer’s knowledge of gang characteristics will assist in combating gang-motivated crimes and reduce the propensity for violence towards the law enforcement community and innocent citizens.

Virginia Fusion Center Bloods Street Gang Intelligence Report

The Bloods street gang has become one of the most violent and notorious criminal organizations, spreading its influence in the U.S. from coast to coast. A traditionally African American gang, Bloods membership today includes Caucasians, Hispanics, and Asians. Blood members are involved in a variety of criminal activities including murder, assault, robbery, and narcotics distribution. Nationally, gang membership in the Bloods has been estimated between 15,000 and 20,000 members.1 Blood sets range from highly organized and structured groups similar to the Italian Mafia to loosely organized cliques with little discipline and loyalty. The Bloods have grown in popularity over the years thanks in part to the proliferation of music, movies, and television shows glorifying the “gangsta” lifestyle as well as social networking sites and the vast amount of information on the gang available on the Internet. Current intelligence gathered by the Virginia Fusion Center and other law enforcement agencies indicates the Bloods are a significant criminal threat to the Commonwealth and will continue to grow in numbers and operational scope.

Domestic terrorist groups have historically threatened, and in some cases have executed contamination of drinking water systems. Such groups are likely to continue targeting the Water Sector in the future. These groups include, but are not limited to, hate groups, eco-terrorists, antigovernment and religiously motivated groups. International terrorist groups, specifically Islamic extremists such as al Qaeda, have shown interest in contaminating US drinking water.

The Palestinian statehood issue remains a popular and unifying cause throughout the Arab and Islamic world, and a high agenda item for militant jihadists. HAMAS is one of the principal terrorist groups involved in this conflict and uses violence in the form of terrorism to further its cause. The organization has long been designated by the US Department of State as a terrorist group. According to the State Department’s 2007 “Country Reports on Terrorism,” HAMAS receives funding from Iran, sympathetic supporters in Arab countries, and from the Palestinian diaspora around the world, including in the United States.

CrossFIRE New York Public Safety & Health Field Intelligence Report

It may be as innocuous and routine as a shift change at your fire station. Perhaps it’s an unusually large-scale event, such as a concert or a famous guest speaker in your city or town. People involved with attack pre-planning may watch intended targets, along with the activities of first responders, to determine security weaknesses, points of entry, traffic patterns, and times of day that offer the most opportunity. New Jersey ROIC: Indicators of Criminal and Terrorist Activities ~ Storage Facilities

On April 16, 2008, authorities arrested Roger Von Bergendorff for possession of the deadly biological toxin ricin after searches of three storage lockers he rented in Utah revealed traces of ricin, laboratory equipment, chemicals, and castor beans (the ingredient from which ricin is derived), as well as a drawing of an injection device. When Bergendorff fell critically ill in February in a Las Vegas hotel room, authorities discovered vials containing enough ricin to kill more than 500 people.

GISAC Fire, Haz Mat, and EMS Intelligence Bulletin

A news article from July 18, 2009 highlights a new medication has been developed which reportedly can protect people exposed to normally lethal doses of radiation from a nuclear or a “dirty” bomb.
The article cited tests involving 650 monkeys exposed to radiation equivalent to that recorded during the Chernobyl nuclear reactor disaster in 1986, 70 per cent died while the rest suffered serious maladies, the newspaper Yediot Achronot said yesterday.

Meth Lab Hazards to Emergency Responders

In November 2008, two special education teachers in South Bend, Indiana were arrested after a meth lab exploded in their home and caused a fire. According to law enforcement statistics, in 2008 the state of Indiana had a 31% increase in methamphetamine lab seizures since 2007. Recent disruption of meth “super labs” in Mexico may have opened up the market to smaller producers throughout the nation to supply demand for the drug.
