As of June 2010, MS-13 members in Los Angeles have directed operational activities of new MS-13 members in Birmingham, United Kingdom, using gaming consoles such as Sony Playstation and Microsoft Xbox 360. The MS-13 leaders appear to be taking advantage of the devices’ voice over internet protocol (VOIP), text chat, virtual world, and video teleconferencing features, which allow them to communicate with fellow gang members overseas.

In 2009, the National Drug Intelligence Center (NDIC) assessed that Mexican drug trafficking organizations (DTOs) were operating in the U.S. in at least 1, 286 cities spanning nine regions. Moreover, NDIC assesses with high confidence that Mexican DTO’s in at least 143 of these U.S. cities were linked to a specific Mexican Cartel or DTO based in Mexico—the Sinaloa Cartel (at least 75 cities), the Gulf Cartel/Los Zetas (at least 37 cities), the Juárez Cartel (at least 33 cities), the Beltrán-Leyva DTO (at least 30 cities), La Familia Michoacán (at least 27 cities), or the Tijuana Cartel (at least 21 cities). NDIC assesses with high confidence that Mexican DTOs will further expand their drug trafficking operations in the United States. Due to the rise in violence throughout the Southwest Region and Mexico, members of the Cartels, their associates and their families have been suspected of moving into many U.S. cities along the border. As a result, agencies are requesting information on ways to identify those involved with drug trafficking organizations. The information included in this report is not set in stone as many of these criminal organizations are dynamic and will alter their methods and trends frequently to avoid detection by law enforcement.

The San Diego Law Enforcement Center (SD-LECC) convened an analytical task force in Spring 2010 to address the question: “What does cross-border kidnapping in San Diego look like?” Intelligence Analysts from Chula Vista Police Department, San Diego Sheriff’s Department, the Federal Bureau of Investigation, and the Department of Homeland Security’s Office of Intelligence and Analysis analyzed statistical, investigative and open source intelligence from local law enforcement agencies, FBI, DHS, ICE, CBP, DEA and the U.S. Department of State Bureau of Consular Affairs to prepare this assessment. There is strong evidence—based on intelligence gathered from traditional and alternative sources, such as banks, hospitals, citizen interviews, wiretaps and private consulting firms—that kidnappings in the San Diego area are widely underreported. Consequently, this assessment offers a strategic baseline only; there is insufficient data to support a definitive study of cross-border kidnapping tactics and techniques. This assessment is intended to support law enforcement executives and practitioners in their efforts to collect additional information and combat this problem.

Restaurants in multiple states, including Michigan, are reporting phone calls from individuals claiming to be from the Health Department. Throughout Michigan, the scammers are requesting to schedule an inspection at the food establishment, as well as sensitive information about the business. According to the Better Business Bureau, this was a widespread occurrence in Minnesota and North Dakota in 2010.

The Intelligence Community (IC) assesses the death of al-Qa’ida (AQ) leader Usama Bin Laden could result in retaliatory attacks in the Homeland and against U.S. and Western interests overseas. Attacks might originate with AQ Core elements in the Tribal Areas of Pakistan, with one of their affiliates overseas, and/or with individuals in the Homeland sympathetic to the cause but lacking a formal group association. We have no indications of advanced AQ Core plotting efforts in the Homeland, but the case of now-detained AQ operative Najibullah Zazi—who, along with two associates, planned to attack New York City subway in 2009 using homemade explosives— demonstrates that unidentified operatives could advance plotting in the Homeland.

A series of “white powder letters” have been received this afternoon at several District of Columbia schools. First responders are responding to the locations and taking appropriate action. Three of the locations have already been cleared. The letters are identical to white powder letters received by District schools in October 2010 and are believed to contain a harmless white power.

(U//LES) New Mexico Investigative Support Center Dual SIM Cell Phone Warning
A recent narcotics investigation led to the arrest of two subjects after they were found to be in possession of sixty (60) pounds of marijuana. During the investigation Agents observed the male subject repeatedly holding a wristwatch to his ear and later found the item to be a cellular phone. A Cellebrite extraction was conducted on this phone which was found to have two SIM cards. Dual SIM cards enable the user to combine different numbers, plans or network carriers. This particular cell phone had one SIM card from A T & T, and the other one from Telcel, New Mexico’s largest mobile phone carrier. An internet search revealed you can purchase these wristwatch cell phones starting at $50.00. There were no markings to identify the brand or carrier of this phone. Law Enforcement is advised to be on the look out for these communication devices when you are in contact with subjects of criminal investigations.

Across the United States, synthetic stimulants that are sold as “bath salts” have become a serious drug abuse threat. These products are produced under a variety of faux brand names, and they are indirectly marketed as legal alternatives to cocaine, amphetamine, and Ecstasy (MDMA or 3,4-Methylenedioxymethamphetamine). Poison control centers nationwide have received hundreds of calls related to the side-effects of, and overdoses
from, the use of these potent and unpredictable products. Numerous media reports have cited bath salt stimulant overdose incidents that have resulted in emergency room visits, hospitalizations, and severe psychotic episodes, some of which, have led to violent outbursts, self-inflicted wounds, and even suicides. A number of states have imposed emergency measures to ban bath salt stimulant products (or the chemicals in them) including Florida, Louisiana, North Dakota, and West Virginia; and similar measures are pending in Hawaii, Kentucky, Michigan, and Mississippi. A prominent U.S. Senator has also recently proposed legislation that would ban the synthetic stimulant chemicals found in bath salt products at the federal level.

On October 28, 2010 a DUI traffic stop by MCSO uncovered a CD containing multiple photographs and names of over 30 Phoenix PD officers and civilian employees. All of the names and photographs found on the CD were obtained from Facebook and reveal the identity of several patrol and undercover officers. All officers who were identified on the CD have been notified. It is unknown how many more CDs (if any) may be circulating. This information is provided for Officer Safety and Situational Awareness purposes.

A series of coronal mass ejections (CMEs) are en route to Earth from a sunspot which will buffet the Earth’s magnetic field during the next 12 to 60 hours. These CMEs are a result of the strongest solar flare in more than four years, which peaked on February 15th and registered as an X-flare. X-flares are the strongest type of solar flare. NOAA forecasters estimate a 45% chance of geomagnetic activity on February 17, 2011. Geomagnetic storms usually last 24 to 48 hours, but some may last for many days. They also have the capability of disrupting communication systems, navigation systems and electric grids.

The Vigilance Project is a comprehensive, analytic report that examines major terrorism cases that have taken place against the Homeland since September 11, 2001. The report serves as a historical compilation of acts or attempted acts of terrorism against the United States, or its interests, and as a tool to identify trends and commonalities among the cases and the subjects involved. It is recognized that the threat environment is dynamic and potential threats are not limited to the findings contained in this report. As the title suggests, it is the duty of every citizen to remain vigilant in the face of terrorism. The findings of this report allow readers to gain an understanding of terrorism participants, their tactics and procedures, and become aware of similarities among the cases, in order to draw useful conclusions. The ultimate goal of the Vigilance Project is to provide useful information to law enforcement partners to support their role in preventing the next attack.

There have been several reports of counterfeit money being passed around the City of Boston since the beginning of December 2008. In the majority of incidents, counterfeit $20 dollar bills were used, but $10, $50 and $100 dollar bills have been used on occasion. The most frequent recipient of these counterfeit bills have been Taxi/ Livery drivers, restaurants and bars in the Dorchester (C11), South Boston (C6), Roxbury (B2) and Jamaica Plain (E13) areas. Boston Police, in conjunction with the United States Secret Service made an arrest on 2/3/09 of an individual that may be responsible for some of the counterfeit currency being passed around (CC# 090061459). Below please find a list of serial numbers that have been used in more than one incident, as well as a list of serial numbers used since 12/12/08.

In a the New York State court, a NYPD officer was questioned by the defense attorney regarding statements he had posted on his Facebook webpage that portrayed him as a rogue cop. At the conclusion of his testimony, what should have been a slam-dunk “ex-con with a gun” case, resulted in an acquittal for the defendant because of the reasonable doubt created by the officer’s own postings on Facebook and MySpace. In other words, his own website statements were used to impeach him. Convictions rest on the credibility of the officer(s). The defense strategy was to show the jury that what the officer writes about himself on social network websites is how he “really” conducts police work. The suspect in this case claimed that the officer used excessive force on him and broke three ribs. The suspect went on to allege that when the police officer realized that he would have to explain the broken ribs, he “planted” a stolen 9mm Beretta on the suspect and charged him with the offense.

On January 8, 2011 shortly after 10:00 AM in Tucson, Arizona, a gunman opened fire during U.S. Representative Gabrielle Giffords’ constituent meeting outside a Safeway Grocery store. Rep. Giffords was shot in the head. While Giffords has reportedly survived the attack, twelve people were injured and six were killed. The gunman was later identified as Jared Lee Loughner, 22 years of age. Subsequent media reports have described Loughner as espousing anti-government rhetoric and possibly affiliated with groups such as New Century Foundation/American Renaissance (although Law Enforcement have not located any information to indicate this affiliation). New Century Foundation (NCF), started by Virginia resident Jared Taylor, is a 501 (c)(3) organization founded in 1994 to “study immigration and race relations so as to better understand the consequences of America’s increasing diversity.” (www.nc-f.org) NCF is primarily known for American Renaissance (AmRen), a journal and companion website that broadcasts racist and anti-illegal immigration ideologies.
